A motivação para a realização da feira surgiu da observação diária de Ivalda, que tem verificado que muitas crianças têm problemas de pele, ouvido e cabeça. “Como aqui há muitas pessoas que não conseguem ter acesso a consultas de especialidades, decidi convidar médicos para uma feira gratuita para apoiar a comunidade”, explicou a organizadora. Apesar das dificuldades iniciais, a adesão foi considerada positiva, e a intenção é repetir a iniciativa com novos temas de saúde no futuro. Problemas de visão Entre os especialistas presentes, a oftalmologista Isabel destacou a importância de rastrear com antecedência problemas de visão nas crianças. “Conseguimos diagnosticar defeitos refrativos cedo e orientar os pais para a correção. Também alertamos para o uso excessivo de telemóveis, que tem prejudicado a visão ao longe nas crianças, e para os penteados que obstruem o campo visual, podendo induzir um estrabismo”, realçou à nossa reportagem essa especialista. O enfermeiro geral Catarino Coelho de Pina reforçou a relevância da ação, destacando que a feira permitiu não apenas rastrear e orientar, mas também encaminhar casos mais complexos para acompanhamento hospitalar. Inclusive, detetaram muitos problemas de garganta, ouvidos, visão e pele nas crianças. Nesses casos, ele recomenda que é fundamental reforçar os cuidados, principalmente com exposição excessiva às telas e com higiene bucal. A Feira de Saúde Infantil aconteceu no jardim “Coelhinho mágico”, um ambiente acolhedor e bem organizado. As consultas foram realizadas com atendimento especializado em diversas áreas, como dermatologia, otorrinolaringologia, oftalmologia e odontologia. Além dos serviços médicos, a feira contou com a presença de uma equipe de apoio, garantindo que as famílias permanecessem confortáveis durante o evento. Também foi preparado um almoço, proporcionando uma pausa para que todos pudessem descansar e socializar, garantindo um ambiente de saúde e bem-estar para a comunidade. Para muitas famílias, a feira representou uma oportunidade rara de acesso a serviços médicos especializados. Pais motivados com os conselhos de especialistas Idaíra, uma das mães participantes, relatou a importância desta ação. “Recebi o convite através da tia do jardim, Ivalda, e foi importante porque o hospital e os centros de saúde estão sobrecarregados. Amnesty International and the Kenya Human Rights Commission (KHRC) said the officers identified in the documentary should \"face the law\". The BBC said it had cancelled a private screening of the documentary in Kenya's capital Nairobi on Monday \"due to pressure from the authorities\". \"We are very disappointed not to have been able to share the documentary and panel discussion as planned,\" a BBC spokesperson said. \"In the meantime, audiences can watch the film on BBC Africa's YouTube channel,\" the spokesperson added. BBC Africa Eye's Blood Parliament documentary revealed how security forces brutally responded to youthful protesters who breached Kenya's parliament on 25 June 2024, the day lawmakers voted to approve the proposed tax hikes. The controversial finance bill was aimed at raising $2.7bn (£2bn) the government said it needed to cut its reliance on external borrowing - but had sparked widespread. Using open-source data and user-generated content, the BBC's analysis of more than 5,000 images identified uniformed security personnel - a policeman and solider - who opened fire killing three unarmed protesters at parliament. The wider clampdown by the security forces on a series of protests against the finance bill left at least 65 people dead, resulted in the forcible disappearance of 89 others and the arrest of thousands, according to Amnesty International . The Kenyan government put the death toll at 42. Amnesty said the documentary corroborated the group's earlier report that \"unnecessary and excessive lethal force was used against protesters\". It demanded both the police and the Kenya army to \"act and publicly state the actions being taken with regard to the findings of the BBC exposé\". The rights group urged Kenyans to sign a petition calling for a public inquiry into the killings during what were dubbed the #OccupyParliament protests. The KHRC said the BBC documentary revealed how \"organised criminals in police and military uniforms\" were deployed \"to murder innocent Kenyans\". It said the \"responsibility rests with [President William] Ruto, who must be held accountable for these deaths\". Kenyans expressed their anger online, pressing the government to hold security officers accountable for the killings and injuries of peaceful protesters. Ruto has previously defended police against accusations of brutality and recently warned Kenyans against commenting on military matters. Police have also repeatedly denied involvement in the abductions and killings. No officers have been charged. In response to the BBC documentary, the police service said the force could not investigate itself, adding that the Kenya's Independent Policing Oversight Authority (IPOA) was responsible for investigating alleged misconduct. The authority revealed that so far, of the 60 deaths under investigation, 41 involved gunshot wounds. IPOA said it had completed 22 investigations, while it was actively pursuing 36, and that two cases were currently before the courts. The investigating agency said it had recorded 233 injury cases during the demonstrations. In a statement, the main opposition coalition said the \"execution of peaceful protesters was premeditated and sanctioned at the highest levels\". \"We strongly warn the Ruto regime on further bloodshed,\" a joint statement said, reacting to the BBC documentary. The Kenyan government is yet to officially respond to the BBC documentary but one legislator has called for the BBC to be banned in Kenya. George Peter Kaluma said that the 37-minute-long documentary risked \"destabilising\" the country. But a senator, Edwin Sifuna, defended the documentary saying there were no \"fabrications\" in it. \"We must encourage these stories to be told from all angles for the sake of truth and justice.       • "content": "Lawyers say they are preparing a legal challenge to stop the exploitation of workers in Ghana by the US tech giant and its French subcontractor Meta has moved its African content moderation operations to a “secretive” new site in Ghana’s capital, Accra, following lawsuits in Kenya over alleged worker abuse, according to a joint report by The Bureau of Investigative Journalism (TBIJ) and The Guardian.In the investigation published on Sunday, the London-based media organizations said around 150 people are being employed under “worse” conditions at the Accra facility, where they review Facebook, Instagram, and Messenger content, including graphic violence and child sexual abuse material.The staff have reported severe mental health issues, including suicide attempts, depression, and insomnia, due to pressure to work at a “grueling pace in order to meet a series of opaque targets,” with minimal psychological support. The probe found that the workers in the West African country are barred from disclosing their work – even to family members – under threats of dismissal or deportation, particularly for those from conflict-affected regions.The Facebook parent company shut its content moderation hub in Kenya early in 2023 after its third-party contractor, Sama, announced it would no longer provide services. The relocation followed a series of lawsuits filed in the East African country by content moderators, who accused Meta and Sama of union-busting, unfair dismissals, and exposing workers to harmful material without providing adequate psychological support. Last year, Teleperformance acquired Majorel, the firm to which Meta had attempted to shift its operations in Kenya after Sama withdrew.“For months, it has also refused to name the company that won the lucrative contract to provide the content moderators who deal with disturbing content on its platforms. Such secrecy works to shield tech companies like Meta from accountability,” the Bureau stated. Em Portugal, a energia começou a ser reposta de forma faseada pelo território, sendo que, às 21h00 de segunda-feira, a grande parte da população já tinha acesso a eletricidade. Recorde-se que nesta segunda-feira, 28, vários países e pontos da Europa sofreram um apagão geral na energia elétrica. De acordo com um comunicado da REN, citada pelo Euronews, emitido ao início da manhã de hoje, terça-feira, pelas 23h30 de segunda-feira a empresa “já tinha reposto o funcionamento de todas as subestações da Rede Nacional de Transporte (RNT)”. No mesmo documento é explicado que a rede elétrica “está perfeitamente estabilizada”. De acordo com o operador de rede de distribuição de eletricidade E-redes, até às 00h00 de terça-feira estavam ligadas parcialmente 424 subestações, alimentando cerca de 6,2 milhões de clientes. Ainda assim, a empresa não conseguia prever a reposição integral do serviço. Apesar da reposição da energia elétrica, ainda não conhecidos alguns constrangimentos, nomeadamente ao nível dos transportes. Building on five years of successful collaboration, the two parties launched the special project“Together We Can Bring Education to African Children and Youth”, to support two UNHCR education initiatives: the Primary Impact Program and the DAFI (Albert Einstein German Academic Refugee Initiative) Tertiary Scholarship Program. Over the next three years, the partnership aims to benefit 54,000-plus refugee children and 15 DAFI scholars through enhanced access to quality learning opportunities. Of the 31.6 million refugees under UNHCR's mandate, approximately 14.8 million are refugee children of school age. Their access to education is limited, with almost half of them unable to attend school at all. Refugee children encounter difficulties such as inadequate school resources, psychological trauma, discrimination and systemic exclusion. UNHCR and its partners are making significant strides in building a better future for displaced children and youth through education programs like Primary Impact and DAFI. The partnership has a strong focus on the East and Horn of Africa and the Great Lakes region; areas grappling with some of Africa's most severe displacement crises. Here, over 5.4 million refugees and 18.8 million internally displaced persons (IDPs) face compounded challenges. In 2024 alone, millions fled conflicts in South Sudan, Somalia, the Democratic Republic of Congo and Sudan, while natural disasters, including extreme flooding, have exacerbated displacement crises in the region. Education is not only a lifeline for displaced youth but a catalyst for Africa's broader development. Investing in refugee education is critical to breaking cycles of poverty, fostering economic resilience, and strengthening social cohesion. Under the global partnership, initial support aims at benefiting at least 18,000 refugee children and 5 DAFI scholars in 2025. “Education is a cornerstone of resilience and hope for displaced youth,” said Sophie Muller, UNHCR Representative in China.“We are excited to deepen our collaboration with TECNO.       • "content": "Now predominantly Muslim, North Africa was once a Christian heartland, producing Catholic popes who left their mark on the Church to this day. Their papacies were in the era of the Roman Empire, which stretched across modern-day Tunisia, the north-east of Algeria and the coast of western Libya. \"North Africa was the Bible Belt of ancient Christianity,\" says Prof Christopher Bellitto, a historian at Kean University in the US. Many Catholics in Africa are hoping that that the papacy will return to the continent for the first time in more than 1,500 years, as a successor to Pope Francis is chosen. Here, we look at the three previous African popes - and how they got Christians to celebrate Easter Sunday and St Valentine's Day. All three have been recognised in the Church as saints. Thought to be of Berber origin, Pope Victor I was in charge of the Catholic Church at a time when Christians were sometimes being persecuted by Roman officials for refusing to worship Roman gods. He is perhaps best known for ensuring Christians celebrate Easter on a Sunday. In the 2nd Century, some Christian groups from the Roman province of Asia (in modern-day Turkey) celebrated Easter on the same day that Jews celebrated Passover, which could fall on different days of the week. However, Christians in the Western part of the Empire believed that Jesus was resurrected on a Sunday, so Easter should always be celebrated on that day. The debate over when the resurrection took place made it an extremely contentious issue. The \"Easter controversy\" was symbolic of larger conflicts between East and West, and whether or not Christians should follow Jewish practices. Victor I called the very first Roman Synod - a gathering of Church leaders - to resolve the impasse. He did this by threatening to excommunicate from the Church those bishops who refused to comply with his wishes. \"He was a rather forceful voice for getting everyone on literally the same page,\" Prof Bellitto told the BBC. This was an impressive feat, the historian said, because \"he was the Bishop of Rome when Christianity was illegal in the Roman empire.\" Another important part of Victor I's legacy was to introduce Latin as the common language of the Catholic Church. Previously Ancient Greek was the primary language of the Catholic Liturgy as well as official communication for the Church. Victor I himself wrote in - and spoke - Latin, which was widely spoken in North Africa. Pope Miltiades is believed to have been born in Africa. During his reign, Christianity gained increasing acceptance from successive Roman emperors, eventually becoming the Empire's official religion. Before this, the persecution of Christians had been widespread at different points in the Empire's history. However, Prof Bellitto pointed out that Militiades was not responsible for this change, saying the Pope was the \"recipient of the Roman benevolence\" rather than being a great negotiator. Miltiades was given a palace by the Roman Emperor Constantine, becoming the first pope to have an official residence. He was also granted permission by Constantine to build the Lateran Basilica, now the oldest public church in Rome. While modern popes live and work in the Vatican, the Lateran church is sometimes referred to in Catholicism as \"the mother of all churches\". Gelasius I is the only one of the three African popes who historians believe was not born in Africa. \"There's a reference to him being... Roman-born. So we don't know if he [ever] lived in North Africa, but it seems clear that he was of North African descent,\" Prof Bellitto explained. He was the most important of the three African church leaders, according to Prof Bellitto. Gelasius I is widely recognised as the first pope to officially be called the \"Vicar of Christ\", a term that signifies the Pope's role as Christ's representative on Earth. He also developed the Doctrine of the Two Swords, which emphasised the separate-but-equal powers of the Church and the state. Gelasius I made the critical distinction that both powers were given to the Church by God, who then delegated earthly power to the state, making the Church ultimately superior. \"Later on, in the Middle Ages, popes sometimes tried to veto the selection of an emperor or a king, because they said God gave them that power,\" said Prof Bellitto. Gelasius I is remembered, too, for his response to the Acacian Schism - a split between the Eastern and Western Christian Churches from 484 to 519. During this period, Gelasius I asserted the supremacy of Rome and the papacy over the entire Church, East and West, which experts believe went further than any of his predecessors. Gelasius is also responsible for a popular celebration which is still marked every year - establishing St Valentine's Day on 14 February in 496 to commemorate the Christian martyr St Valentine. Some accounts say Valentine was a priest who continued to perform weddings in secret when they were banned by Emperor Claudius II. Historians believe that Valentine's Day is rooted in the Roman love and fertility festival, Lupercalia, and was a move by Gelasius I to Christianise pagan traditions. Prof Bellitto says there is no way of knowing with any degree of accuracy what the three popes looked like. \"We have to remember that the Roman Empire, and indeed the Middle Ages, didn't think of race as we think of it nowadays. It had nothing to do with skin colour,\" he told the BBC. \"People in the Roman Empire didn't deal with race, they dealt with ethnicity.\" Prof Philomena Mwaura, an academic at Kenya's Kenyatta University, told the BBC that Roman Africa was very multicultural, with local Berber and Punic groups, freed slaves and people who had come from Rome found there. \"The North African community was quite mixed, and it was a trade route also for many people who were involved in trade in the earlier antiquity,\" she explained. Rather than identifying with specific ethnic groups, \"most people who belonged to areas within the Roman Empire regarded themselves as Roman\", Prof Mwaura added. None of of the 217 popes since Gelasius I are believed to have come from Africa. \"The church in North Africa was weakened by very many forces, including the fall of the Roman Empire and also the incursion of Muslims [into North Africa] in the 7th Century,\" Prof Mwaura said. However, some experts argue that the prevalence of Islam in North Africa does not explain the absence of a pope from the entire continent over more than 1,500 years. Prof Bellitto said the process of electing a new pontiff became an \"Italian monopoly\" for many years. However, he said there was a strong chance of a pope from Asia or Africa in the near future because Catholics in the southern hemisphere outnumber those in the north. In fact, Catholicism is expanding more rapidly in sub-Saharan Africa today than anywhere else. The latest figures show there were 281 million Catholics in Africa in 2023. This accounts for 20% of the worldwide congregation. Three Africans are in the race to succeed Pope Francis - the Democratic Republic of Congo's Fridolin Ambongo Besungu, Ghana's Peter Kodwo Appiah Turkson and Guinea's Robert Sarah. But Prof Mwaura argued that \"although Christianity is very strong in Africa, the power of the Church is still in the north, where the resources have been\". \"Maybe, as it continues to be very strong within the continent and supporting itself, then a time will come when there could be an African pope,\" she said.",

      • "content": "A court case which found Nigeria's leading football bodies to be negligent for the death of a player has been hailed as a \"landmark\" by global players' union Fifpro. Martins Chineme died aged 25 in March 2020 after collapsing on the pitch while representing Nasarawa United in Nigeria's top flight, which was administrated by the League Management Company (LMC), now known as the Nigeria Premier Football League (NPFL) board, a body that sits under the Nigeria Football Federation (NFF). Over five years later, the club, the LMC, the NFF and Christian Mbah, the match commissioner, were all adjudged to have failed in their duty of care to the player. While there have been previous negligence cases in Nigeria, this is the first regarding negligence in sport. \"It's a proper landmark case in football,\" Loic Alves, Fifpro's senior legal counsel, told BBC Sport Africa. \"I have not seen another ruling where a federation is held liable to the extent that they are in this case. This is rare.\" This month's historic verdict was made by the National Industrial Court of Nigeria (NICN), which awarded damages to the family of the late player, who died of suspected cardiac arrest. The club, the NPFL, the NFF and Mbah have not commented on the ruling. Key to the findings of the NICN, which has exclusive jurisdiction over civil matters related to employment and workplace conditions, is that the ruling was made in common law, so establishing a legal precedent for such cases in future. \"We're hopeful that this ruling will serve not just in Nigeria, but will also cross borders and force federations, leagues and clubs to reflect on their regulations and obligations,\" said Alves. \"It works as a strong reminder that a lack of enforcement of your regulations can lead to real-life consequences - and these consequences can be terrible.\" Chineme's family have reacted with both relief and delight after a protracted legal trial. \"It was an emotion one can't really express,\" Chineme's brother Michael told the BBC. \"It has been a long journey in pursuit of justice. I want to dedicate the victory to those who feel all hope is gone.\" Martins Chineme died after a catalogue of failures at the Lafia Township Stadium where there was no functioning ambulance or working defibrillator, poor on-pitch treatment and an under-qualified club doctor. Contrary to league rules, the defender had not passed a mandatory pre-season medical assessment that includes an echocardiogram, which could have been vital for a player whose family have a history of heart issues. Nasarawa United, a state-owned club, had also failed to provide insurance cover for the player. The pre-season screening failure and inadequate medical facilities prompted the NICN to describe the defendants' conduct as \"reprehensible\". The Chineme family also successfully claimed that all the defendants owed the footballer a duty of care - in ensuring that a club has mandated medical personnel and equipment on any given match day. \"What I find interesting in this judgement is that the duty of care is not only on the club,\" said Alves. \"I find this extended application of a classic labour law principle to be very, very positive for all players.\" It is a point backed by one of the Chinemes' lawyers. \"As regards the operations of the NFF and the league body, knowing that a civil court can hold them responsible going forward is going to make a real difference,\" Sportlicitors founder Tosin Akinyemi told BBC Sport Africa. \"And if they still don't want to change, this is going to encourage other parties going forward.\" The Chineme family were themselves initially reluctant to pursue a claim. \"We never wanted to go to court, because most people will tell you 'You can't challenge the guys in authority - they are so powerful',\" Michael Chineme told the BBC. \"I felt confident and said 'We can't continue like this in this country - justice must be done'.\" Starting in December 2020, the claim took over four years to complete - with Nasarawa United not only denying negligence but also being accused of drawing out the legal process. \"The football club brought a series of preliminary objections and other applications - which were not really of good merit - to try to slow down the case,\" Akinyemi said. Among these were an unsuccessful challenge to the jurisdiction of the NICN to even hear the Chinemes' case, which the club derided as \"manifestly frivolous and gold-digging\". Meanwhile, despite the significance of a player effectively dying on their watch, neither the LMC nor NFF engaged in the case. \"This is a pattern we often observe when we have cases against federations, clubs or leagues,\" said Fifpro's Alves. \"Federations tend to believe they can enjoy some sort of impunity. What is remarkable in this case is that a state court is reminding them that they are as equal in front of the law as any other body. \"Too often federations and clubs forget that.\" Even though Nasarawa United had already been sanctioned - fined just over $15,000 (£11,200) by the NFF in 2020 - for breaching a host of rules, such as not acquiring a qualified doctor for the game, the club consistently denied wrongdoing. Claims of valid insurance and pre-season medical tests were proven false when cross-examination revealed the tests had screened for issues such as HIV/AIDS, malaria and typhoid rather than cardiac issues. In his ruling, Justice Haastrup said Nasarawa United \"threw every caution to the wind\" when certifying Chineme as fit to play. Nigeria is known for international stars such as Victor Osimhen, Ademola Lookman and, further back, Jay-Jay Okocha and Nwankwo Kanu, who faced heart problems of his own . But some local players - in a sign of the atmosphere enveloping the country's domestic football - turned down a chance to support their late friend. \"I begged three players to testify,\" said Michael Chineme. \"But they were afraid of their career - that if they came, they might be threatened, they might lose their job.\" Now those self-same players are celebrating a case which the family always hoped would deliver justice \"not just for Martins, but for every other footballer\". \"I've been approached by some players and by his friends that still play,\" said Michael. \"They were like: 'Thank you for this, we never knew this was still going on, we never knew you were this resilient'.\" Along with the federation, league and match commissioner, Nasarawa United must pay the family damages, but Michael says the amount will not even cover their legal fees. That is one reason a foundation he established in his brother's name in 2022 will help footballers legally, but not financially. \"I set up Chineme Martins Football Foundation to see the little way it can help those who have been suffering these kinds of issues,\" he said. As Michael admits, the family might easily have given up the legal fight without Fifpro's support. In return, the global players' union is delighted the steadfast Chinemes may have secured a brighter future for footballers across the planet. \"There's a simple message,\" Alves said of the ruling. \"For the people involved on the pitch, this is work. People that organise these competitions have to make sure they're doing it in safe conditions.\"",

O ministro avançou também que já foi alterada a Lista Nacional de Medicamentos, tendo sido introduzido um conjunto de fármacos na área da oncologia. “Será um contingente de algumas dezenas, estamos a pensar entre cinco a seis dezenas para colmatar o défice que hoje vivemos em Cabo Verde, nas áreas de especialidade nos dois hospitais centrais [Praia e Mindelo] e nos quatro hospitais regionais”, disse Jorge Figueiredo. Com a contratação dos médicos cubanos, o ministro diz que o Governo pretende também “reforçar” a área da saúde pública, dos cuidados primários de saúde, “para melhorar desta feita significativamente os cuidados de saúde da população”. Jorge Figueiredo adiantou, ainda, que, paralelamente, à contratação de médicos cubanos, já existe uma “equipa interessante” de médicos nacionais, na reforma e com experiências acumuladas, que poderão estar a contribuir neste processo da planificação, para ajudar na montagem de uma estratégia de recursos humanos que possa, a curto médio prazo, responder aos cuidados que vêm efectivamente melhorando em Cabo Verde.       • "content": "By NJ Ayuk, Executive Chairman, African Energy Chamber ( ). The world is watching Namibia. To be more specific, the energy world is watching. This was evident at the recently concluded Namibian Internation Energy Conference. Ever since oil and gas majors, Rhino Resources, Galp Energia, Shell and TotalEnergies announced massive hydrocarbon discoveries in Namibia's offshore Orange Basin, interest in additional exploration in the Southern African country has been intense. And so has curiosity about how quickly Rhino Resources, Galp Energia, and TotalEnergies, and their partners will be able to finalize their petroleum contracts with Namibia and move on to final investment decision that leads to production. Will their negotiations stall, as we're seeing all too often in African nations, or will the process move forward smoothly? One of the reasons the Orange Basin finds were so exciting - in addition to sheer size, with as much as three billion barrels of oil combined - was the fact that Namibian exploration efforts up to then had been fairly disappointing. Only about 15 wells had been drilled before Rhino Resources Capricornus 1-X, Galp Energia Mopane, Shell's Graff-1 well and TotalEnergies' Venus 1-X find, and none of those earlier efforts yielded commercial quantities of oil or gas. That means the Orange Basin discoveries represent Namibia's first chance to show oil and gas companies what they can expect after announcing discoveries there. Now is the time for Namibia's leadership to show it respects the billions of dollars companies spend on oil and gas production. One of the most practical ways for Namibia to do that is to update its petroleum contracts: They need language that protects oil and gas companies' investments. Namibia's contracts should include what's known as a fiscal stability clause, which would clearly state that if Namibia were to make legislative or regulatory changes - such as new tax requirements - the energy companies signing the contract would be protected from negative economic impacts. Depending on the language of the clause- also known as an“economic rebalancing” or“equalization clause” - contracting companies might be exempt from new tax codes or compensated to make up for legislation that adds to their expenses such as new labor or environmental laws. What matters is, in the end, the companies' return on investment would not be impacted by changes that occurred after their deal was finalized. For Namibia, a newcomer to oil and gas deals, adding a fiscal stability clause to petroleum contracts will be key to retaining the energy industry's intense interest. This Clause Carries a Lot of Weight Guaranteeing oil and gas companies' investments is hardly a new or radical measure. Fiscal stability clauses are common practice and in place in such countries as Guyana, Mozambique, Mexico, and Angola. While I cannot produce a study that proves that these countries have attracted more investment as a result of their clauses, I do know this: When a developing country fails to offer the clauses, they're giving oil and gas companies reason to limit investments there. In a recent paper on financial stability clauses, international consulting company Deloitte commented on the clauses' value. “Stabilisation clauses enhance certainty and predictability which are key ingredients for the success of long term investment projects,” the report states.“Petroleum exploitation is capital intensive and recouping the investment takes much longer than most sectors. Any subsequent changes in the laws of the host state may significantly alter the economics of the economics of a project.” For international oil companies (IOCs), investing in a country without a fiscal stability clause is quite a gamble in an already risky industry. I realize that Namibia has already taken measures to ensure an enabling environment for upstream activity, including making updates to its tax laws, and I applaud those actions. Namibia's legal framework and oil and gas code, in general, are considered investor-friendly. But guaranteeing companies' investments is a critical next step. Time is Precious Not only does Namibia need to add a fiscal stability clause to its petroleum agreements, it needs to do it now. It must also be done alongside local content legislation. Otherwise, there is a possibility that the issue of financial risk will come up during contract negotiations with BW Kudu, Rhino Resources, Galp Energia, and TotalEnergies, and their partners. And that, in turn, could lead to costly project delays, a topic the African Energy Chamber addresses extensively in its soon-to-be-released“The State of African Energy Report.” I encourage Namibian authorities to learn from the delays that have taken place in Mozambique's offshore Rovuma Basin. Natural gas discoveries totaling as much as 17 billion barrels of oil equivalent (boe) were announced in the early to mid-2010s, but Mozambique's negotiations with operators, including Italian energy major Eni and U.S. firm Anadarko, have dragged on for years. As a result, the only project to be completed so far is the Coral Sul floating liquefied natural gas (FLNG) project, fed by Coral Field. The FLNG saw a final investment decision (FID) in mid-2017, followed by construction getting underway in 2018 and the project shipping its first cargo in November 2022. This is a positive step, but imagine the economic and energy security benefits Mozambique's natural gas could have yielded without such extensive delays. Then there's the example of the massive oil discoveries made by Tullow Oil in Uganda and Ghana, announced about three months apart from one another in 2006 and 2007. Tullow Oil began producing oil from its Jubilee Field discovery in Ghana in 2010. Contrast that with Tullow's Lake Albert Rift Basin discovery in Uganda. After more than a decade of disputes with the government and no progress, Tullow sold all of its Ugandan assets to Total (now TotalEnergies) in 2020. In 2021, TotalEnergies concluded final agreements to launch Lake Albert resources development, including the Tilenga and Kingfisher upstream oil projects and the construction of the East African Crude Oil Pipeline (EACOP) in Uganda and Tanzania. TotalEnergies continues to move these projects forward in collaboration with China National Offshore Oil Corporation and Uganda National Oil Company. Unfortunately, climate concerns and net-zero emissions aspirations have made driving oil and gas projects forward considerably more challenging than it was in 2006. TotalEnergies is under heavy pressure from environmental activities to abandon its plans for oil production and the pipeline. They have courageously pushed forward and we must applaud them. Soon Uganda will be an oil producer. So Much to Gain Not only will a fiscal stability clause in Namibian petroleum agreements help prevent delays, acting decisively to protect companies' investments will also position Namibia for more exploration. The Orange Basin is one of several Namibian locations of interest to IOCs. Eco Atlantic's Osprey exploration campaign in Block 2012A of the Walvis Basin, for example, was described as one of Africa's most promising high-impact wells. Meanwhile, Global Petroleum, Namcor, and Aloe Investments are expected to begin exploration in Block 2011A of the Walvis Basin this year. BW Energy is set to drill for more gas on its Petroleum Production License 003 that could lead to developing the Kudu Gas discoveries. Chevron Namibia Exploration Limited continuous to pursue its prospect portfolio offshore Namibia. There is potential for exploration wells to be drilled in Petroleum Exploration License 82 in the Walvis Basin. Namibia's offshore Luderitz Basin and Namib Basin, along with the onshore Owambo and Karoo basins, offer great potential as well. But, again, interest could dry up quickly if companies begin to perceive Namibia as a risky country for investments. I personally don't think so and certainly the African Energy Chamber does not think Namibia is a risky place for investment. Calls for Change The African Energy Chamber is not the first to urge Namibia to take steps to guarantee oil and gas companies' investments. This topic came up in 2020, before the large Orange Basin discoveries. Uaapi Utjavari, then chairperson of the Namibia Petroleum Operators Association (NAMPOA), wrote to Namibian Minister of Mines and Energy Tom Alweendo to describe the role that fiscal guarantee clauses could play in supporting ongoing investment in Namibian's fledgling oil and gas sector. NAMPOA recommended a legal/fiscal/commercial framework that balanced the needs of the country and investors. “There is a fundamental need for a stable and sustainable business environment so the country and the investors are able to plan ahead and rely on terms agreed upon,” Utjavari wrote.“An economic rebalancing provision provides appropriate security around economic terms, which are critical for large-scale multi-billion dollars project investment/bankability, while not infringing the host country's sovereignty and are a common feature in many petroleum contracts globally.” The recommendations NAMPOA made in 2020 still make sense for Namibia today. The African Energy Chamber would like to see Namibia reap all of the benefits its natural resources can offer, from increased energy security to industrialization and economic growth. Namibia can do that - if it shows a watching energy industry that the country is committed to helping companies realize a reasonable return on their investments. The statement from the president's office did not indicate the reasons for the dismissal but said Hengari had also been dismissed from the National Assembly. Hengari was nominated to parliament by the president to represent the ruling party, Swapo. Aliu abused drugs for 15 years. This affected his work, relationships, and health.“My life was a mess. I was informed that I talked and behaved irrationally anytime I was under the influence of drugs. When I was on drugs, I was constantly in pain, couldn't think clearly or do my daily tasks,\" Aliu said. Aliu received free treatment at the Federal Neuropsychiatric Hospital in Maiduguri through a medical assistance intervention. “My life has improved since I started treatment. I'm doing better at work, and my marriage is stronger because my behaviour at home has changed,\" Aliu explained. The program treated and helped him to stop abusing drugs and provided counselling on how to manage his time and money. Addressing Health Risks Recognising drug use as a significant public health concern, the World Health Organization (WHO) advocates for a comprehensive set of harm reduction interventions. These measures aim to decrease the transmission rates of HIV, HCV, and HBV, alongside preventing fatal overdoses among individuals who use drugs and enabling them to live drug-free lives. Government and WHO Efforts The Government of Nigeria, in collaboration with the WHO and its partners, launched the harm reduction strategies, including the Medication-Assisted Treatment (MAT) programme, nationwide to provide medical assistance to drug abusers , reduce the spread of diseases among people who inject drugs and provide access to services for HIV, hepatitis, tuberculosis, and mental health. The treatment would also help them live an everyday, drug-free life, becoming productive to support themselves, their families and communities at large. Dr Salaudeen Jimoh, Director of Hospital Services and Chairman of the National Harm Reduction Technical Working Group, stated that with the implementation of MAT, Nigeria is now fully adhering to the WHO's recommendations on harm reduction. He appreciated the Global Fund for supporting the Country in implementing this intervention. He further lauded the Gombe state government for pioneering the MAT programme in Nigeria, stating that the state's learnings will inform the scaling up of the programme to other states. Dr Salaudeen appealed to Nigerians to empathise with drug users and support, rehabilitate, and empower them, stating,“Medication-Assisted Treatment (MAT) is now available in the country along with other harm reduction services. With the final objective to help drug users stop the use of illicit substances, people who need these services are encouraged to access them.” Scaling up interventions: To accomplish these objectives, the World Health Organisation (WHO) supported the Nigerian government in developing and localising the implementation of harm reduction strategies, policies, and guidelines, including the Needle Syringe Exchange Guidelines, which aim to prevent infections through sterile devices. WHO supported the government in establishing the National Technical Working Group (NTWG) on Harm Reduction and the National Drug Demand and Harm Reduction Programme within the Federal Ministry of Health and Social Welfare, implementing strategies to strengthen its response. These strategies included building the capacity of 50 people, comprising representatives from the federal and state governments, academia, healthcare workers, implementing and development partners, civil society organisations, and people who inject drugs (PWID), on harm reduction across the country.       • "content": "In September 2024, Rwanda experienced its first-ever filovirus outbreak of Marburg Virus Disease, a severe and often fatal illness with case fatality ranging between 24% to 88%. The outbreak was officially declared on 27 September 2025 following investigations into a cluster of unexplained illnesses and deaths in Kigali. The situation posed a formidable public health challenge, with healthcare workers among the most affected, highlighting critical gaps in infection prevention and control (IPC) measures within healthcare settings. A Unified Response Driven by Strategic Partnership Led by the Ministry of Health, Rwanda's response was marked by rapid coordination and decisive action, made possible through the timely support of local and international partners. The collaborative efforts of the World Health Organization (WHO), the European Union Humanitarian Aid (ECHO), the UK's Foreign, Commonwealth and Development Office (FCDO) and other development partners, in support of the Government of Rwanda, enabled the swift mobilization and deployment of required teams of experts, the procurement and distribution of critical supplies, and the rapid capacity building of frontline workers and other health professional, all within days of the outbreak confirmation. WHO played a crucial role by providing immediate technical and operational assistance, which included personal protective equipment (PPE), laboratory testing kits, case management tools, and logistical support. Additionally, the organization collaborated closely with national authorities to enhance outbreak coordination, strengthen surveillance systems, and develop effective risk communication strategies. Dr Brian Chirombo, WHO Representative to Rwanda, highlighted the crucial role of timely interventions, stating,“The generous funding from the ECHO and FCDO among other partners, was instrumental in ensuring the availability of essential supplies and empowering health workers during a critical time. This support enabled swift laboratory testing, enhanced protection for healthcare workers, and the delivery of quality patient care, ultimately resulting in improved health outcomes.” Rapid Deployment of Essential Experts At the request of Ministry of Health, WHO mobilized a diverse group of highly renowned technical experts to bolster Rwanda's response across several critical areas. These areas included coordination, surveillance, laboratory operations, clinical case management, IPC, mental health and psychosocial support (MHPSS), logistics, and risk communication and community engagement (RCCE). These deployments ensured that national teams had access to top-tier expertise and operational guidance tailored to the specific needs on the ground. Additionally, 39 professionals from Liberia, Sierra Leone and Uganda with experience in successfully managing filovirus outbreaks, were brought in through WHO's AVoHC-SURGE programme, to work alongside Rwandan teams. Their contributions were especially crucial given the loss and illness of many local health workers early in the outbreak. These frontline experts played a pivotal role in addressing human resource gaps, reinforcing IPC measures, and enhancing service delivery. This deployment exemplified the power of South-to-South collaboration. Regional solidarity, shared experience, and cultural familiarity enabled swift, effective and contextually appropriate responses-offering a compelling model for future emergency preparedness and response efforts across Africa and beyond. Scaling Up Training and Readiness With the support of WHO, funding from ECHO and FCDO and in collaboration with other partners, the Ministry of Health implemented extensive training initiatives for healthcare workers across all levels of the health system-from specialized hospitals and district hospitals to community health centers, Points of Entry (POEs), and the broader community. These initiatives focused on early detection, case identification, safe patient handling, best practices in IPC, and community engagement. Additionally, updated guidelines and standard operating procedures were developed and disseminated, ensuring a consistent and harmonized approach to containment and protection. This comprehensive strategy particularly benefited healthcare workers, enhancing the quality-of-service delivery. Exemplary Partnership in Action Rwanda's successful containment of the Marburg Virus Disease outbreak, achieving the lowest case fatality rate of 22.7% among Marburg outbreaks in Africa, is a testament to the power of strong, coordinated partnerships. The collaborative response-led by the Ministry of Health and supported by WHO, ECHO, FCDO and other partners-demonstrated how strategic collaboration can transform a potential crisis into a controlled and timely response. This experience underscores the critical importance of continued investment in health security, preparedness, and resilience. As Rwanda builds on the lessons learned and strengthens its public health systems, the Marburg response stands as both a national achievement and a regional model for collective action in the face of future infectious disease threats.
