      • "content": "Dans une communication publiée mercredi et très courue sur les réseaux sociaux, Ali Akbar Onanga Y’Obegue, revêtant sa casquette de Docteur en Droit, Enseignant à la Faculté de Droit et des Sciences Économiques de l’Université Omar Bongo de Libreville (UOB), dit regretter que depuis la publication de sa tribune deux jours plus tôt, intitulée « La prestation de serment du 3 mai comme apothéose du coup d’État constitutionnel », de constater « un phénomène aussi prévisible qu’inquiétant : une levée de boucliers de courtisans du pouvoir, s’empressant de rejeter mon analyse sans proposer la moindre solution juridique alternative. Ces critiques superficielles, dépourvues d’arguments constitutionnels solides, trahissent moins un désaccord doctrinal qu’une volonté de se faire remarquer par le président de la république afin d’être nommé à des fonctions dans la future architecture étatique », a-t-il assené.Plutôt que de s’attarder sur ces critiques stériles, le juriste et ancien ministre préfère proposer deux options juridiques concrètes pour résoudre la crise institutionnelle née, selon lui, du maintien des institutions de la transition, notamment le Parlement et la Cour constitutionnelle de la transition, sans que l’article 171 de la constitution de 2024 mis en cause, ne définisse les compétences desdites institutions.Résultat des courses, le Président de la république élu sous une nouvelle constitution, celle de 2024 déjà en vigueur, doit gouverner avec des institutions juridiquement liées aux textes normatifs anciens que sont, la Charte de la transition et la Constitution de 1991, pointe pour le déplorer, Ali Akbar Onanga Y’Obegue.« Ce déséquilibre n’est pas une simple maladresse technique, c’est une faille normative lourde, qui ouvre la voie à l’illégalité structurelle. Car ces institutions, bien que maintenues organiquement, ne peuvent ni légiférer, ni contrôler, ni garantir la conformité des actes aux nouvelles normes constitutionnelles sans sortir de leur périmètre juridique. Leur simple fonctionnement devient source d’insécurité », explique l’Enseignant de Droit à l’UOB.Propositions et »leçon de Droit constitutionnel » du Dr Onanga Y’ObeguePour résoudre cette crise, la première option envisager par Ali Akbar Onanga Y’Obegue est de modifier l’article 171 de la Constitution. « Cette solution consisterait à compléter l’article 171 par des alinéas supplémentaires précisant explicitement que ces institutions transitoires maintenues sont habilitées à exercer l’ensemble des compétences prévues par la nouvelle Constitution, jusqu’à leur renouvellement », suggère-t-il.Si cette option présente l’avantage d’une sécurité juridique maximale, intervenant au sommet de la hiérarchie des normes, elle soulève néanmoins d’importantes questions de faisabilité constitutionnelle, fait-il observer s’interrogeant dans ce cas de figure « qui serait légitime pour réviser une Constitution à peine adoptée ? Le Parlement de transition, dont la compétence est justement en cause ? Un référendum, avec les délais et incertitudes qu’il comporte ? De plus, modifier si rapidement un texte constitutionnel risquerait de créer un précédent d’instabilité normative ».A ces nombreuses occurrences, le juriste marque plutôt sa préférence sur la seconde option, plus réaliste à ses yeux qui consiste en l’adoption d’une loi de transition spécifique qui trouverait son fondement dans le principe de continuité de l’État et dans la théorie des pouvoirs implicites, renseigne-t-il.« Cette loi affirmerait la primauté de la Constitution de 2024 comme norme suprême ; étendrait explicitement les compétences des institutions transitoires pour leur permettre d’agir sur le fondement de la nouvelle Constitution ; validerait préventivement les actes adoptés sur le fondement de la Constitution de 2024 ; établirait un calendrier précis pour l’organisation des élections législatives et le renouvellement des institutions et définirait clairement la fin de la transition, marquée par l’installation des nouvelles institutions. Cette solution pragmatique offrirait un équilibre optimal entre sécurité juridique et faisabilité. Elle permettrait de sortir rapidement de l’impasse institutionnelle sans toucher au texte constitutionnel lui-même, préservant ainsi son intégrité », suggère Ali Akbar Onanga Y’Obegue.« À ceux qui préfèrent critiquer sans proposer, je réponds par cette tribune constructive. He led DR Congo for 18 years, after succeeding his father Laurent, who was shot dead in 2001. Joseph Kabila was just 29 at the time. After stepping down, he was given the title of \"senator for life\", which gives him legal immunity. In order to pursue a legal case, DR Congo's military prosecutor has asked the senate to overturn this. There were reports last month that Kabila had returned to the country – visiting M23-held Goma - after spending two years in South Africa. Une caractéristique qui devrait faciliter, souligne-t-on, son extraction et réduire les coûts de production.Situé à seulement 15 kilomètres de l’unité flottante de production BW Adolo et à 7,5 kilomètres de la plateforme MaBoMo, le champ Bourdon pourrait être rapidement intégré au réseau existant.Pour le directeur général de BW Energy, Carl K.       • "content": "In the quiet hills of Ipswich, St Elizabeth, about 30 kilometres from Lacovia and not far from the St James border, woodchips fly like confetti beneath the shade of a mango tree. Public transportation is rare is these areas. The road into the village is barely passable, overrun with rocks and thick vegetation. As Everton Samuels puts it, \"The worst roads lead to the most beautiful destinations.\" Here, far from the bustle of town, he and long-time friend Audley Simpson carve life from fallen logs. With just machetes and sandbags, they transform chunks of cedar into roosters, birds, turtles, and other requested animals. It's not a pastime. It's survival. \"It send mi daughter dem through school,\" said Simpson, eyes fixed on the grain of a turtle's shell. \"Nuh care how yuh go out, yuh affi come in wid a money. Sometimes the market bad, yah come in back wid supme pack up.\" The men say they picked up carving out of sheer necessity. \"Is just something mi try,\" Simpson said. \"We too far from anywhere weh yuh can really mek money, so mi just start carve one day and mi never stop.\" Samuels agreed, \"Same way mi start too just find a piece a wood and mi say, 'mek mi try shape something.'\" That was decades ago. Today, their hands move like memory, knowing where to chip, where to smooth, where to stop. The animals they carve travel far beyond Ipswich's bushy footpaths. From Santa Cruz to Montego Bay, Lucea, Negril and even overseas, their work moves quietly across parishes, feeding families and funding school fees. Each sculpture tells a story, \"Mi never forget,\" Simpson recalled. \"A lady from America buy one small turtle mi carve. Mi get $500 fi it and mi go buy flour, rice, and a tin mackerel.\" And the pieces vary by audience. \"Mi haffi carve out more angle fi the Canadian dem than mi do fi local people,\" he explained, holding up two turtles, one rounded, the other more intricate. \"Dem like when it have nuff detail.\" Before a single cut is made, they must find wood. That often means walking three or four miles into the hills, past the abandoned Ipswich train station and dodging wild hogs. The wood is scrubbed, shaped, and brought to life, hummingbirds poised to drink nectar and turtles inching toward invisible shorelines. Some carvings are left plain; others bear \"Jamaica\" or names of countries carved across their backs. He told THE STAR , \"Mi hope dem see Jamaica inna it,\" Simpson said. \"Mi hope it remind dem of somewhere peaceful.\" Samuels and Simpson sit among their creations, cedar dust in the air, wooden creatures at their feet, and the worn tools of their trade beside them. Dumfries scored two and set up the opener for Thuram as Inter drew 3-3 at Barcelona in the thrilling first leg of their Champions League semi-final yesterday. \"I'm happy, it was a difficult period for me because of the injury but now I'm back,\" Dumfries told broadcaster Amazon Prime. \"It was certainly a great return.\" Inter had lost their previous three matches without scoring a goal -- the first time that had happened in more than 13 years. That run had seen them surrender their Serie A lead and exit the Italian Cup. Thuram had missed those three matches with a left thigh injury. Dumfries had been sidelined for even longer, missing eight matches with a hamstring problem before returning as a late substitute last weekend. The duo immediately showed Inter what they had been missing as Thuram back-heeled in a cross by Dumfries to stun Barcelona just seconds after kickoff. One person in the stands who remained unmoved by the sublime strike was Thuram's father -- former Parma, Juventus and Barcelona defender Lilian Thuram. \"He's a difficult father, he always wants more from me,\" Thuram said with a smile. \"I think he was happy but not more than that because we were only at the start of the match. \"I'm happy to be back on the field. Since taking over leadership of the institution in January, Jones has been vocal about the challenges. She says it is time for policymakers to feel the weight of the struggles that students and schools face every day. \"If our leaders had to send their own children to schools like Haile Selassie, would they still lead the same way?\" she asked during Tuesday's Founder's Day celebration at the institution. The event, held under the theme \"Back to the Beginning as the Foundation for the Future\", didn't just celebrate the past -- it demanded accountability for the future. Jones said too many politicians like to boast about their humble beginnings but are quick to abandon the communities that shaped them. \"They love to say where they're from,\" she said, \"but as soon as they could, they left it all behind.\" With over two decades of teaching experience, Jones stressed that equal treatment across schools is not the same as fair treatment, especially when the needs are so vastly different. Schools have been allocated between $17,000 and $19,000 per student since the imposition of the no-tuition fee policy. \"We need to stop talking equality and start acting on equity.\" Jones argued that true transformation in the education sector starts when decision makers come down from the hill and walk with the people. \"Don't just study problems from abroad. Come back, drive on our roads, sit in our hospitals, eat from the same cookshops these students eat from.       • "content": "If anyone had told Kerry Ann Gillies 10 years ago that she would be running a business -- let alone one that has changed people's lives -- she would have dismissed the idea. However, as the saying goes, necessity is the mother of invention, and for this 35-year-old Portmore resident, the adage could not be more fitting. Having suffered from contact dermatitis for years, Gillies recalled the discomfort and embarrassment that came with the condition, which ultimately drove her to find a solution that proved life changing. \"I wore long sleeves all the time. I was so self-conscious. I had the flaky skin, the peeling, the itching. It was hard to find products that really helped to relieve the symptoms, so I decided to make my own products. I started with soap, then I tried a body butter and a mask, then a lotion. I started seeing a difference in my skin, and my co-workers at the time noticed the improvement as well. A few of them asked for samples to try, and before you know it, I was supplying them on a regular basis. After six months I quit my full-time job,\" shared Gillies, who registered Earthly Touches, a line of hair and skincare products, in 2019. It's a business that has exceeded her expectations in both impact and growth. A wholly natural and organic line, Earthly Touches produces soaps, cleansers, moisturisers, serums, as well as hair growth oils, conditioners, and other hair care products. \"We take pride in the fact that you can pronounce the names of every ingredient in our products, and our products work. We have had tremendous feedback since we started. During COVID, we did so well. \"The pandemic was good to us. Many people were home, and they took advantage of a special offer that we had of a 'starter pack' which included 12 soaps for $4,000. We had many people coming to buy soaps wholesale for resale. The product sold like wildfire. Persons doubled, some tripled their money,\" Gillies recalled. Claiming that several people have since tried to imitate the products she developed, the St Catherine businesswoman says she has no issue taking credit for inspiring other skincare lines now on the market. \"About 20 women we know, many of them mothers, who are now doing this as a business, were based off the start they got from reselling Earthly Touches. That in itself is amazing,\" she added. While Gillies is pleased with her progress so far, she is most proud of the impact her products have had on customers often desperate for relief. \"People start a business to make money, yes. But truly for me, it was more about helping people to feel better and to look better. Knowing that I can help persons feel better is an awesome feeling. We have products for babies right through all the stages of life. The fact that we can support our customers like that is truly rewarding,\" Gillies asserted. Fresh off a remarkable showing at Expo Jamaica 2025, the Earthly Touches boss says the experience has re-energised and reinvigorated her entrepreneurial vision. Invited by Access Financial Services (AFS) to participate in their booth dubbed The Access Mall, Gillies was one of four AFS business customers selected by the microfinance entity to showcase their offerings at the four-day event held at the National Indoor Sports Centre recently. Calling it a blessing, Gillies said the trade show and exposition provided more than just exposure. \"It definitely opened us up to a much wider market. We met buyers, some local and some overseas, who are interested in our products. But more than that, it has caused us to shift our mindset towards bigger growth, especially with the help we can get from Access. I've given myself a two-year plan to achieve certain goals by the time Expo comes around again in 2027. Expo has given me an extra push. We cannot thank Access enough for this. Who knew that when we took that loan for re-stocking, we would end up with a relationship that would make such a great difference to this business,\" she said.",

He doesn't like to work, but he has the prettiest girl in the community. I don't know what she has seen in him, but she loves and supports him. One thing I know, for sure, is if anybody interferes with me and I tell him, he will find that person and warn him not to interfere with me. He is very arrogant. His girlfriend told me that she likes the way he lives. He doesn't have to work, and the money she makes can be shared for both of them. This girl is not Jamaican. She works in tourism industry. Sometimes he picks him up and takes him away for weekends. He normally boasts about what his girlfriend did for him for the weekend. He does not have children, but he told us that his girlfriend has two. They do not live with her. She smokes weed, and there are times that it seems she is going crazy after using it. My brother is worried because his girlfriend will be leaving Jamaica soon, and she does not know whether she is going to come back. This girl has a very light complexion. She said she cannot marry him because her man abroad doesn't expect her to have a man in Jamaica. My mother did not know that this woman is had a man overseas. She came to the house one day and my mother cooked roast breadfruit and mackerel and gave her, which she enjoyed. In conversation with my mother, she told her that she is married, but her husband is abroad. My mother asked her why she got involved with my brother and she said because he was very nice and she gets lonely in Jamaica. The following day when my mother was talking to my brother, she told him to leave the girl because he may lose his life. My brother told her that her man is not in Jamaica, so he cannot lose his life. This girl bought jewellery for both of them. He told me that as soon as she leaves Jamaica, he is going to sell them because he would not want to keep them. He said that when she saw that he wasn't interested in buying, she told him he was boring and she started to flirt with other men at the club. He left her there. My brother told him that he should have swiped it and don't go back, but he said he was afraid. I am really concerned about my oldest brother, who is with this foreigner. It seems to me that this half white girl has him hooked. She is hoping to leave him the car that she bought since coming to Jamaica. Some of these foreigners are very bad and they are leading our Jamaican males astray. R.A Dear R.A., I wish your brother would listen and not waste his time by the roadside smoking the weed. Everywhere I go these days, I see our Jamaican guys with white girls. Nothing is wrong with that if they are truly in love. While she is in Jamaica, she is not loyal to her man abroad. It is likely after she leaves, your brother won't hear anything from her. It is time for him to leave this woman alone. However, I doubt he will, because she is showering gifts on him. He is living off her. She is no good, but neither is he.       • "content": "Social commentator and medical doctor Michael Abrahams is urging Jamaicans to reject the idea that the justice system is set against the police, insisting that what's needed is consistent accountability across the board. \"There's this dangerous narrative of 'us versus them' like the courts are fighting the police but that's not the case,\" Abrahams told THE STAR . \"All we're asking for is fairness and accountability.\" His comments come at a time when public trust in state institutions remains fragile, particularly surrounding fatal police shootings and unresolved cases involving citizens from inner-city communities. Despite this, Abrahams says the conversation shouldn't be framed as anti-police. \"I personally love the police. I respect the police. I support the police,\" he said. \"It makes me sad when people turn this into a kind of rivalry, like a Man United vs Arsenal match. That's not what this is. It's not about sides - it's about justice.\" Abrahams said while he recognises the police do a difficult and often thankless job, there are still cases where justice remains elusive. \"Some inner-city youths have been killed under questionable circumstances and all now it can't be sorted out in the courts,\" he said. \"It's just being a voice for the voiceless, and it's not against the police. We're just asking for them to consistently wear body cams.\" He noted that he was encouraged to see some officers now wearing the devices, which are intended to offer greater transparency during police operations. \"Every organisation has people who do wrong. I'm a physician, and not every doctor is good. Same with politicians. And yes, same with the police,\" he said. \"Sometimes people get killed under questionable circumstances and there's no justice.\" Abrahams pointed to well-known cases that still leave questions unanswered. \"Mario Deane, Michael Gayle, Janice Allen - those people still don't have justice. And the reality is, not all inner-city youth are criminals. But some people, once there's a shootout, just assume the person dead was a bad man and deserved it. That's not right.\" \"And it goes both ways. Sometimes you watch the news and somebody gets killed by the police, and the people in the community lie, the man is a criminal, the man is a murderer, you know that.\" While crime statistics have recently shown signs of decline, Abrahams said he takes no issue with the official data but there is room for greater transparency. \"If the government gives the statistics, or the ministry gives the statistics, I'm not in a position to say they're not true. That would be unfair of me,\" he said. \"But they can break down the data for us. I'm glad there's evidence that the crime and murder rate is going down. It's not just about justice, it's another piece of the political puzzle. Jamaicans can't run from it because it's just how the system set up fi poor people,\" Cameron said. His comments come amid calls from the Government for members of the public to wear blue in support of the security forces on Tuesday. This coincided with a protest organised by the human rights group Jamaicans for Justice (JFJ) in Half-Way Tree, St Andrew, demanding greater police accountability and wider use of body-worn cameras. Cameron also criticised the backlash faced by human rights groups, particularly JFJ, which has long advocated for transparency within the security forces. \"JFJ have a role, and they supposed to carry it out without getting fight from the Government or the public,\" he said. \"But from what me can see, some people don't understand the importance of justice until it knock on dem door.\" Meanwhile, Mickel Jackson, executive director of JFJ, emphasised that the organisation's role is not to demonise the police. \"[The police force], they're doing good work, the murder rate is going down, we laud it. But not because we celebrate a reduction in murder means we should say no to accountability. Not because we celebrate a reduction in murder, means we're going to be saying, why are we making the call for the body-worn cameras?\" she said. Jackson highlighted a current case involving a man who was held under the state of emergency for more than a year without being charged. \"To date, he has not been charged,\" she said. \"Through our advocacy and attorneys, we were able to bring the matter before the court. We're hoping he and others will be compensated. When he was detained, his babymother had to sell the family car to survive. He almost lost his eyesight.\" She added, \"Let's not look at these individuals and say, 'You're a criminal'. That's not how law and order works. JFJ does state accountability. And you need a JFJ in a society like ours.\"",

In mid-April, the company’s office in Bamako was closed due to a tax dispute.The results of this policy are already evident: in 2024, Mali received 40% more payments from gold mining companies, totaling $1.4 billion. In the long run, such policies could significantly strengthen macroeconomic stability and serve as a model for other countries in the Sahel region and across Africa.Golden identityGold is an integral part of Mali’s historical and economic identity. The country is often associated with the image of Mansa Musa, the 14th-century ruler of the Mali Empire, known as one of the wealthiest individuals in history. His legendary pilgrimage to Mecca was marked by the lavish distribution of gold which, according to legend, even affected the region’s economy. Estimates of how much gold Musa took on his pilgrimage vary widely, ranging from more realistic figures of around half a ton to fantastical claims of up to 20 tons.Today, gold remains crucial to Mali’s economy, accounting for 7% of GDP and serving as a vital source of foreign currency and export revenues – making up three-quarters of the country’s total exports by value.During the colonial era, gold mining in Mali was primarily carried out using artisanal methods. Industrial mining began to develop only after the country gained independence, as the Malian government recognized gold as a means to diversify an economy largely dependent on agriculture and cotton exports. In 1984, the USSR helped launch the Kalana mine which produced half a ton of gold annually. Beyond technical support, the USSR helped establish a national geological school in Mali and promoted the development of the processing industry.How much gold is there?Today, Mali’s gold reserves are estimated at nearly 900 metric tons, and are primarily concentrated in the southern and western regions of the country. Alongside South Africa, Ghana, Tanzania, and Sudan, Mali stands as one of Africa’s leading gold producers, with an annual output of 50-60 metric tons. Major players in the field include Barrick Gold (operating the Loulo-Gounkoto mine) and Resolute Mining (Syama mine).While most of the production is conducted through industrial methods, an artisanal gold mining sector also exists, particularly in northern and southwestern Mali. It is often linked to illegal activities – such as smuggling and financing terrorist groups – that continue to pose a threat to regional stability.Mali became a key player in the global gold market during the 1990s, as foreign investors entered the sector amid market reforms. Within a decade, these investors increased production thirty-fold, reaching 30 tons by the year 2000, and later boosted it to 50 tons.Liberal reforms: cui bono? The period of increased gold production coincided with legislative reforms carried out in 1991- 1999 with the help of the World Bank. These reforms were characterized by a liberal approach, offering foreign investors tax deductions and exemptions for certain categories. For example, a law enacted in 1991 exempted investors from all taxes for the first five years of production. This led operators, driven by the quest for windfall profits, to extract as much gold as possible at the expense of Mali’s ecology and long-term interests before tax obligations kicked in.The subsequent reforms were also inconsistent. As a result, Mali’s government missed out on significant tax revenue due to numerous exemptions and foreign operators underreporting their production, exports, and profits. Like many developing nations where mining is largely “delegated” to foreign investors, Mali’s government passively collects income from the gold sector through a mix of fiscal tools: royalties (a fixed fee per tonne extracted), corporate income tax, special levies (for licensing or license renewals), dividends from state holdings in mining ventures, and export tariffs and licenses. Thus, the government’s revenues heavily depend on foreign companies and, crucially, on the regulatory environment – whether regulators can compel these companies to pay what they owe and whether they have the means and will to verify the data submitted by mining operators.What the tax disputes are aboutIn Mali, as in many African countries, it’s common for foreign companies to underpay taxes, leading to frequent disputes. Every five to ten years, the government conducts an “audit” of the sector and assesses back taxes owed by foreign companies. Often, the government lacks real tools to determine how much has gone unpaid, making precise amounts subject to negotiation between regulators and investors. Typically, a company agrees to pay a certain sum in exchange for the right to continue operating in the country. This serves as an informal version of a windfall tax. For example, in the mid-2010s, ExxonMobil faced a $74 billion fine for unpaid taxes in Chad, while in 2019, Canadian firm Barrick paid $300 million to Tanzania to resolve a tax dispute.A similar situation has unfolded in Mali. Following the 2020 coup, the new authorities shifted toward gradually sovereignizing the economy and reducing reliance on external borrowing. In this context, gold presents the primary and most straightforward opportunity to boost the budget. In 2023, Mali introduced a new mining code aimed at increasing sector revenues. This legislation raised royalties from 6% to 10.5% and increased the state’s and local private investors’ shares in projects from 20% to 35%, along with the removal of several tax incentives.In 2022, revenues from the sector reached 763.7 billion CFA francs ($1.3 billion), but by 2023, they had fallen by 26%. Despite a 23% decline in industrial production in 2024, government revenues soared to a record $1.4 billion, according to Reuters. Barrick contested the legitimacy of these claims and sought international arbitration.In October 2024, Barrick paid $85 million as a “gesture of goodwill” and by February 2025, it agreed to pay an additional $438 million to resolve the dispute. However, the payment has yet to be completed, and negotiations continue, likely revolving around the tax regime that will apply to Barrick’s assets. The closing of the company’s office on April 15 and the government’s threat of putting Barrick’s Loulo-Gounkoto mine under temporary administration signal an escalation in the ongoing negotiations.Similar tax demands were made against Australian-British company Resolute Mining, which agreed to pay $160 million at the end of last year.For Mali’s long-term sustainability, one-time compensation payments are not enough. The new legislation and the government’s firm stance toward foreign investors must be accompanied by strengthened regulatory and fiscal frameworks, along with the development of local expertise in industrial gold mining and exploration – such as enhancing the capabilities of the state mining company.       • "content": "Italian studio 3DClouds has revealed Formula Legends, an Art of Rally-inspired take on arcade-style, open-wheel racing that pays (unlicensed) tribute to over 50 years of Formula 1 racing. 3DClouds gave IGN an early look at how the game is shaping up and, while elements like AI behaviour are still being honed, the level of commitment to recreating a variety of eras of F1 is already very impressive. Formula Legends will feature 16 car models, each with seven different liveries. The cars may be chunky, toy-style caricatures of the real things but, clad in their off-brand odes to some of the most iconic racecar designs in history, the inspiration behind each one is very clear. Sound has been a big focus for the team, which is good to hear considering how crucial that is to the identity of older F1 cars especially. Formula Legends will also feature modding support – from liveries to helmets and trackside sponsors – which has the potential to be quite a boost. Speaking of tracks, each of the 14 circuits will have multiple variations to reflect how they’ve evolved over the years, from the ’70s to the 2020s. These too are inspired by real-life locations. Formula Legends’ story mode sounds particularly promising, with era-based championships set to take us on a tour through the defining moments of F1’s high-speed history. Producer Francesco Mantovani explained that the team took inspiration from 2023’s New Star GP (which itself is an F1-themed throwback to early 3D racing games) but wanted something that was a little less outright arcade-oriented for Formula Legends. “We tried to move it in line between New Star GP and Art of Rally, in terms of gameplay,” said Mantovani. “Art of Rally was the main inspiration we took for this game. We appreciate how they worked on the camera and on the tracks.” 3DClouds’ history of racing games has admittedly trended towards licensed racing games for a far younger audience (including games like Paw Patrol Grand Prix, Fast & Furious: Spy Racers, and Hot Wheels Monster Trucks: Stunt Mayhem) but Formula Legends is described as a true passion project for the studio, which it has created entirely independently. “I think it’s a game that they’ve been wanting to make for a really, really long time, and finally we have the resources to do it,” confirmed executive producer Roberta Migliori, noting the studio’s work-for-hire history has set it up just as F1’s popularity continues to soar. “With the increasing popularity of the sport and the strong passion, it just seemed like the right moment. The game is completely self-funded thanks to other games we’ve worked on.” 3DClouds being located in Milan, just a short drive from Monza (Formula 1’s legendary Temple of Speed and the third purpose-built race track ever built) probably hasn’t hurt, either. Formula Legends will launch on Xbox One and Series X|S, PS4 and PS5, PC, and Switch later this year.       • "content": "Fortnite will return to the U.S. iOS App Store and iPhones next week after a significant court ruling, Epic boss Tim Sweeney has said. In a tweet , Sweeney put forward a “peace proposal” to Apple, which Epic has battled against in the courts for years now. “If Apple extends the court's friction-free, Apple-tax-free framework worldwide, we'll return Fortnite to the App Store worldwide and drop current and future litigation on the topic,” Sweeney said. In January, IGN reported on how Sweeney had spent billions of dollars fighting Apple and Google over the way the companies run their app stores . Sweeney told IGN at the time that he considered it a long-term investment in Epic and Fortnite’s future, insisting Epic could afford to keep up the fight for decades to come. Sweeney’s ongoing battle to get Fortnite back on iPhones and Android phones while avoiding paying store fees is well-documented. The gist is this: Epic doesn’t want to pay the now standard 30% store fees on revenue made on mobile games. Instead, it wants to run the likes of Fortnite through its own mobile store, the Epic Games Store, without Apple and Google getting in the way and gobbling up its profit. Back in 2020, this dispute ended up with Fortnite blocked from release on iOS. Now, in the U.S., nearly five years later Fortnite is finally set to return. In another tweet , Sweeney hailed the court ruling: “NO FEES on web transactions. Game over for the Apple Tax. “Apple’s 15-30% junk fees are now just as dead here in the United States of America as they are in Europe under the Digital Markets Act. Unlawful here, unlawful there.” Apple will now be referred to federal prosecutors for violating the U.S. court order. \"Apple’s continued attempts to interfere with competition will not be tolerated,\" U.S. District Judge Yvonne Gonzalez Rogers said. \"This is an injunction, not a negotiation. There are no do-overs once a party willfully disregards a court order.\" Gonzalez Rogers referred Apple and one of its executives, Alex Roman, vice president of finance, to federal prosecutors for a criminal contempt investigation into their conduct in the case. Roman gave testimony about the steps Apple took to comply with her injunction that was \"replete with misdirection and outright lies,\" the judge wrote. Apple in a statement said \"we strongly disagree with the decision. We will comply with the court’s order and we will appeal.\" After multiple costly legal battles Epic has now made significant progress; prior to this point its victories were mostly limited to Europe via the region's Digital Markets Act. In August last year, the Epic Games Store launched on iPhones in the European Union and on Android devices worldwide with Fortnite, Rocket League Sideswipe, and Fall Guys for mobile. But actually getting the likes of Fortnite up and running on mobile is a nightmare, with various “scare screens” putting up to 50% of users off, according to Epic. Throughout the spending, Epic has suffered significant layoffs. In September 2023, the North Carolina studio saw 830 employees, or about 16% of its workforce, lose their jobs. A Game of the Year Edition launched a year later, but clearly failed to have the desired impact on player numbers. In September 2023 the Nintendo Switch version was canceled and content development was halted . Now, three years after launch, Evil Dead: The Game is gone for good, but its servers will remain online for existing owners to continue playing. In a statement published to the game’s Steam page , developer and publisher Saber Interactive confirmed the change: There are a number of negative reviews left on Evil Dead: The Game’s Steam page lamenting the decision to pull it from sale, with most saying it’s effectively dead now. It retains a ‘mixed’ Steam user review rating overall. “The end is nigh,” reads one recent positive review from a player with over 380 hours in-game. “It was fun while it lasted, lads. Le gouvernement gabonais a lancé l’atelier de programmation des investissements du Programme d’urgence de développement communautaire (PUDC). Objectif, planifier de manière opérationnelle et budgétaire les projets d’urgence à mettre en œuvre dans les 9 provinces du pays, à travers la rédaction du Plan de travail budgétisé annuel (PTBA 2025-2026) et d’un Cadre de suivi-évaluation robuste. Conçu comme une réponse directe au déséquilibre d’accès aux services sociaux de base entre les grands centres urbains et les zones rurales ou périurbaines, le PUDC vise des interventions ciblées, simples et urgentes.Des objectifs ambitieux sur un délai resserréIl s’agit de désenclaver les villages par la construction ou la réhabilitation de routes rurales, d’améliorer l’accès à l’eau potable à travers plus de 1 000 forages, de garantir l’éclairage public par l’énergie solaire, de renforcer les infrastructures scolaires et sanitaires, et d’accompagner les activités génératrices de revenus (AGR) pour les jeunes et les femmes. Réunissant une cinquantaine d’experts issus du ministère de la Planification et de la Prospective et des ministères sectoriels concernés l’atelier vise à inscrire, de manière cohérente, les projets à financer dans les quatre composantes du programme.Lançant les travaux, le vice-premier ministre Alexandre Barro Chambrier a insisté sur la nécessité de poser «les bases d’une programmation opérationnelle rigoureuse, alignée sur les orientations du Projet de Société du Président de la République, tout en intégrant les exigences de bonne gouvernance, d’efficacité et d’impact durable». Doté d’un budget de 120 milliards de francs CFA et d’une durée de mise en œuvre de 30 mois à compter de mars 2025, le PUDC se veut un levier rapide pour améliorer le quotidien des Gabonais. Les premiers effets devront se faire sentir dès les premiers mois de déploiement, à travers des actions concrètes : réhabilitation d’écoles, construction de centres de santé, fourniture d’eau et d’électricité, mais aussi appui au développement local via l’agriculture, la pêche, l’élevage et l’artisanat.Un suivi rigoureux assuré par le PNUDPour garantir le bon déroulement des opérations, le gouvernement a fait appel à l’expertise du Programme des Nations Unies pour le développement (PNUD), partenaire technique reconnu pour sa capacité à gérer des programmes d’urgence en zone rurale. Le cadre de suivi-évaluation élaboré durant l’atelier permettra de mesurer, suivre et ajuster en temps réel les actions engagées, en fonction de leur impact sur le terrain. «Il est désormais crucial de donner, dès les prochains mois, des réponses appropriées aux besoins en routes, eau, électricité, écoles et services de santé qu’ont exprimés les populations sur l’ensemble du territoire national», a souligné Alexandre Barro Chambrier lors du lancement des travaux.Le succès du PUDC repose sur une exécution rapide, une coordination multisectorielle efficace, et une volonté politique affirmée d’amorcer un véritable rattrapage du développement local. À l’issue de cet atelier stratégique qui s’achève le 2 mai, le gouvernement devrait disposer d’un PTBA 2025-2026 clair et budgétairement soutenable, d’un Cadre de suivi-évaluation pertinent, et d’un consensus sur les modalités opérationnelles du programme. Ces 20 derniers mois, le président sortant de la transition avait mené une offensive diplomatique intensive, aussi bien auprès de l’institution panafricaine qu’auprès des chefs d’État du continent susceptibles de l’aider à porter sa voix en vue de la levée des sanctions infligées à son pays au lendemain du coup d’État du 30 août 2023. Il faut dire que, contrairement à d’autres organisations internationales, l’UA s’était montrée intransigeante vis-à-vis de Libreville. D’autant que la prise de pouvoir par les militaires, bien que saluée par les populations, violait ses principes.Or, «les principes cardinaux de la Charte africaine de la démocratie des élections et de la gouvernance, qui représentent le fil conducteur de la stabilité politique et le gage de l’alternance démocratique [...] ne peuvent souffrir d’aucune complaisance ou de compromission si le continent devait s’engager à tourner définitivement la page des changements anticonstitutionnels», rappelait encore Mahmoud Ali Youssouf, le 30 avril, dans son discours devant le CPS. Un engagement collectif reconnuEt si le président de la Commission de l’Union africaine a estimé que le Gabon «mérite de retrouver sa place au sein de la grande famille africaine», c’est en raison des nombreuses initiatives développées par le pays afin de conduire la transition à son terme ainsi que «les progrès engrangés» par ses autorités depuis plus d’un an jusqu’au retour à l’ordre constitutionnel exigé par l’UA avant toute levée de sanctions. La raison : il est soupçonné d’avoir volé dans une maison en construction non loin de la sienne où il vit avec ses parents. «J’ai volé un matelas à ressorts et un sac contenant des ustensiles de cuisine dans mon quartier», a-t-il reconnu lors de sa garde à vue, rapporte la page Facebook Ogooué-Maritime Infos (OMI).Voler pour payer les visites prénatales Yorith dit avoir commis ce larcin pour permettre à sa compagne de faire ses visites prénatales. «Ma petite amie est enceinte de huit mois. Et en ce moment, je n’ai aucune bricole. Si elle ne fait pas de visites médicales, cela peut entraîner des complications. C’est pourquoi je suis allé voler. Mais je regrette d’avoir fait ça», confie le futur père qui espérait donc vendre les effets dérobés pour payer les factures issues de ces visites chez le médecin.Le jeune compatriote assure toutefois ne pas toujours avoir été un voleur. «J’avais pourtant un petit boulot dans un garage. Mais j’ai d’abord arrêté.
