      • "content": "Senatorial aspirant and Makati City Mayor Abby Binay is pushing for amendments to the tax code that would exempt overtime pay and bonuses, such as the 13th month pay, from income tax, in a bid to ease the financial burden on Filipino workers and boost family welfare. In a statement, Binay vowed to pursue legislation in the Senate that would reclassify these forms of compensation as non-taxable income, arguing that current policies do not reflect the economic realities faced by many Filipinos. “Exempting minimum wage earners from income tax is not enough. Moreover, the current non-taxable income rates are no longer realistic given the present economic conditions in the country,” she said. Under the current \"Tax Reform for Acceleration and Inclusion (TRAIN) Law\" or Republic Act No. 10963, individuals earning up to P250,000 annually are exempt from income tax. The law also provides tax exemption for 13th-month pay and other bonuses up to P90,000. Any excess is included in the computation of taxable income. Binay argued that these provisions are no longer sufficient in addressing workers' needs amid high inflation and rising costs of living. “Workers deserve to enjoy their overtime pay and bonuses in full. It is but fair to fully compensate their hard work and extended hours of working which cut into their supposed rest period and family time,” she added. She emphasized that excluding overtime pay from taxable income would directly increase workers’ take-home pay, providing them with more disposable income for essentials such as food, utilities, and transportation. “If they receive their OT pay in full, they will have more disposable income to spend for the basic needs of their families like food, clothing, shelter, water, and electricity,” Binay said. She also pointed out that full exemption of bonuses would allow Filipino families to better enjoy the holiday season. “Mas magiging masaya ang Pasko para sa bawat pamilyang Pilipino kapag buong-buong natatanggap ang mga year-end bonus, ” she said. “Malamang ay makakabayad din sila kahit papaano sa mga utang, at magiging mas masaya ang pagsalubong nila sa Bagong Taon.” (“Christmas will be happier for every Filipino family if they receive their year-end bonuses in full.” “They might even be able to pay off some of their debts, and they’ll welcome the New Year with greater joy.”) Binay noted that the measure could even benefit the government by driving consumer spending and boosting overall economic activity. “Mababawi rin ang nabawasang kita ng gobyerno mula sa buwis dahil mas lalakas ang purchasing power ng mga mamamayan,” she said. As part of recognizing workers on Labor Day, Marcos said reviewing the CPD Act of 2016, or Republic Act No. 10912, is one of many ways the government can honor and express gratitude to Filipino professionals. CPD is a requirement for all licensed and registered professionals before they can renew their Professional Identification Cards issued by the PRC. The law aims to continuously improve the competence of Filipino professionals through training, seminars, and workshops to renew their licenses. While Marcos agrees that professionals need additional knowledge to practice in their respective industries, he lamented that the requirements of CPD should not be burdensome to workers who dole out additional expenses to receive training. “I agree that you need to increase your knowledge to keep up with the needs of the industry. Not only in the Philippines, but also around the world. But, I am not unaware of the hardships you are going through to renew your IDs. Many of you are complaining about the difficulty and expense of getting the training required for your license renewal,” he said. He noted that the guidelines and implementation of the law need to be revisited to balance professional development with accessibility and fairness. It found that this chronic gut condition follows a four-stage epidemiological evolution across different regions of the world. Analysing data from more than 500 epidemiological studies across 80 regions in the past century, the team generated a machine-learning model for classification of stages which enables health-care systems to prepare for the growing burden on healthcare arising from the prevalence of IBD. Results of the study have been published in the leading scientific journal Nature. They observed differences in IBD incidence and prevalence across various geographical areas over the past century suggest that epidemiological patterns shift through time. To further explore the trends and characterise the epidemiology of IBD independent of geography and time, researchers developed a machine-learning model that classifies regions by epidemiologic stage, maps spatiotemporal transitions across stages and models a theoretical prevalence stage for the next two decades. They also demonstrated a stage where IBD prevalence reaches equilibrium. (Please refer to Table 1 for details.) Joint Chiefs of Staff (JCS) spokesperson Lee Sung-jun told reporters in South Korea that Russia may have given help with the warship. “Looking at the weapons and equipment that were revealed, we believe that there is a possibility that they received technology, funds or assistance from Russia,” Lee said. The two countries also announced this week that they had started building the first road bridge linking the two neighbors. North Korean leader Kim Jong Un oversaw the first day of a two-day weapons test of the vessel this week, according to Pyongyang’s official Korean Central News Agency, during which he ordered officials to work on “accelerating the nuclear armament of the navy”.       • "content": "The Commission on Elections (Comelec) called on the Department of Agriculture (DA) Thursday to defer the rollout of the 20/kilo Rice Project amid the prohibition to the distribution of assistance (ayuda) 10 days ahead of Eleksyon 2025. (PhilRatings). PhilRatings gave it a rating of PRS Aaa with a stable outlook. It is the initial tranche of the energy firm’s P100-billion fixed-rate retail bond program . A triple-A credit rating, the highest score PhilRating could assign to a firm, shows that AboitizPower has “extremely strong capacity” to meet its financial commitments. Meanwhile, a stable outlook means that AboitizPower will likely keep its credit score in the next 12 months. The ratings, Aboitiz said in a disclosure, were given based on its diversified portfolio with good growth prospects. Also considered were an experienced management team, healthy liquidity and capital structure. The group earlier bared that the first tranche would include the issuance of P20 billion worth of retail bonds by the second quarter this year.       • "content": "A 40-YEAR-OLD woman was brought to a hospital after being shot multiple times by three unidentified men around 3:40 a.m. Thursday, May 1, 2025, along Tres de Abril Street in Barangay San Nicolas Proper, Cebu City. The victim was identified as Jade Aparre Bacalso, 40, a resident of Barangay Suba, Cebu City. According to the investigation by the Cebu City Police Office, the victim was coming from the Taboan Public Market and riding her e-bike, based on witness statements. Prior to the incident, she reportedly had an argument with one of the men. Moments later, gunshots were heard, and the victim was seen collapsing on the road with gunshot wounds to her body. She was quickly brought to the hospital by ambulance after it was confirmed she was still alive, although in critical condition due to her injuries. Police Lieutenant Colonel Maria Theresa Macatangay, deputy city director for operations of the Cebu City Police Office, said they are currently reviewing closed circuit television (CCTV) footage from the area. Two possible motives are being investigated: one involving a personal grudge, as she was seen arguing with the men, and the other possibly related to illegal drugs. Macatangay said they received information that the victim was allegedly involved in illegal drugs, prompting them to deepen their investigation. “Ang atong mga police investigators naay anggulo gitan-aw nga naa ni kalalis or naa ni naka away nga mao nga victim. Naa pud tay anggulo nga gitan-aw na accordingly, based pud sa information nga nakalap sa komunidad pud ni nga naa pud daw ni gikalambigitan sa illegal drugs,” said Macatangay. Kids might still be in school, and pools might still be closed, but that kickoff can make or break that pivotal 123-day corridor that has historically accounted for around 40 percent of the annual box office. But it’s also about the robots and the flying dogs and all that stuff. It’s taking a very real person and putting them in the middle of this outrageous situation and outrageous world and playing with that. I think it’s a lot of fun because of that.”he film introduces a new actor to the role of Superman/Clark Kent in David Corenswet, who stars alongside Rachel Brosnahan as Lois Lane and Nicholas Hoult as Lex Luthor. But it has not had the most distinguished history on film, including two with Chris Evans and one with Michael B.
