      • "content": "The new Pasifika Communities University (PCU) at its Inaugural Graduation on 1st May 2025 accorded to its two most prominent theologians the rare Honorary Doctorate degrees for outstanding and longstanding theological and community services to the Church in their countries, the Pasifika and globally.After over 14 months of transitional changes, the Pacific Theological College (PTC) became the newly rebranded PCU, launched this week on 29 April 2025.A new page and a new chapter begin for the PCU as it witnessed its first inaugural graduation of its first 168 graduates, at the ceremony that was held at the CIVIC centre in Suva, Fiji.The inaugural graduation on Thursday, also marked the PCU’s first recipients of the prestigious academic award of the Honorary Doctorate Degrees.One of two recipients was accorded to Bishop Reverend Sir Leslie Tanabose Boseto of Solomon Islands in recognition of his long and invaluable diligent service and contributions to the communities in Solomon Islands, the Pasifika and globally through the World Conference of Churches when he was the first from the Pasifika to be one of its seven presidents, 1991-1998.From right to left: Vice Chancellor Rev.       • "content": "The recent defection of ten Members of Parliament (MPs), led by former Prime Minister and Party founder, Hon. Manasseh Sogavare, to the opposition political group is very disappointing for the Ownership, Unity, and Responsibility (OUR) Party.In a statement issued on Friday, 2nd May, it expresses deep disappointment over the move which is considered a serious breach of the Government for National Unity and Transformation (GNUT) coalition agreement.Not only that but it undermines the collective mandate entrusted by the people of Solomon Islands, the statement said.OUR Party said, it remains a registered political entity under the Political Parties Integrity Act and is collectively owned by its registered members. At the recent Annual Convention, a new Executive Committee was duly appointed to oversee the Party’s functions in accordance with the law and the Party Constitution.The decision by the ten MPs to defect represents a clear violation of the GNUT coalition agreement—a pact designed to promote stable, inclusive, and transformative leadership for the country. “OUR Party reaffirms its full commitment to this agreement and views the defections as a threat to the unity and progress envisioned under the GNUT leadership.“In line with the Party’s internal processes, the Executive has issued Show Cause letters to the ten MPs, requesting written responses by close of business on May 2, 2025. “This process gives each MP the opportunity to clarify their position—either by reaffirming their allegiance to OUR Party under the leadership of Hon.       • "content": "The Solomon Islands Education Board (SIEB) successfully convened its inaugural meeting on 29th-30th April at the Mendana Hotel. Established under the new Education Act 2023, the SIEB is tasked with providing strategic advice to the Minister of Education, the Permanent Secretary, and the staff of the Ministry of Education and Human Resources Development (MEHRD) on key educational matters affecting the education system. The Board also considers new developments that will shape the future of the nation’s education system. The new Education Board consists of seven members appointed by the Minister for Education, in accordance with sections 11(1) and (2) and section 12(1)(8) of the Education Act 2023. The members of the Board are: Alfred Ghemu (Chairperson), Simiha Bella (Deputy Chairperson), George Eric, George Ongoa, Doris Puiahi, Pr. David Filo, Dr. Abraham Hauriasi, and Dr. Franco Rodie. The first day of the meeting focused on presentations by the MEHRD Senior Management Team. The topics covered included: 2024 national examination results, MEHRD reform and development partnerships, teacher classification and salary structure, the Education Legislative Framework Implementation Plan (2025-2028), agency agreements with provincial governments, and the Provincial Education Board. These papers provided the new Board members with a foundational understanding of the current state of education, ongoing reform efforts, the legal and regulatory landscape, and the operational frameworks within which they will work. On the second day, the Board deliberated on several key agenda items requiring decisions. These included the; Alternative Learning Framework, the National Assessment System, the structure of the Revised Education System, and the standardization of working hours for ECE teachers, supervisors, and school teachers and principals. In his opening remarks, the Minister of Education, Hon. Tozen Leokana, emphasized the significant role the Board has been entrusted with. “At this pivotal moment in our nation’s educational journey, you have been entrusted with a vital role—to advise the Minister, Permanent Secretary, and the staff of the Ministry of Education and Human Resources Development on matters that will shape the future of education in our country,” said Minister Leokana. He urged the Board to collaborate effectively, rise above challenges, and lay the foundation for a brighter future. “Together, we can make education the most powerful tool for national development. Together, we can shape a future where every Solomon Islands child, regardless of their circumstances, has the opportunity to learn, grow, and succeed. Together, we can nurture a generation of peace-loving citizens who respect one another and take pride in calling Solomon Islands their home,” he added. The Chair of the SIEB Board, Mr. Alfred Ghemu, acknowledged the Senior Management Team for their valuable contributions to the discussions on the motion papers presented.       • "content": "THE shifting trade dynamics caused by the two-tier tariff regime introduced by the United States carry significant implications for Asia-Pacific and therefore governments across the region must be prepared to deliver tailored support to firms and workers as Global Value Chains (GVCs)evolve, an expert appraisal by the Economic and Social Commission for Asia and the Pacific (ESCAP) recommends.The expert appraisal put together by three ESCAP officials focussed on the impacts of the two-tier tariff regime introduced by the US on April 2, comprising a 10 per-cent universal baseline tariff and elevated country-specific tariffs of up to 50 per-cent targeting 57 countries, including many in the Asia Pacific region, with limited exemptions.Released on Tuesday 22 April, the expert appraisal says although the US suspended country-specific tariffs on 9 April for all countries, except China, policy uncertainty remains and subsequent signals have been mixed because though product exemptions were expanded to include certain electronics, the US also launched new Section 232 investigations into imports of semi-conductors and pharmaceuticals. According to the US government, the investigation is conducted under its Trade Expansion Act of 1962 to determine the effect of imports on the US national security.The ESCAP expert appraisal says these development suggest the potential for further unilateral trade actions and highlight the persistent uncertainty in the global trade environment.“These shifting trade dynamics carry important implications for the Asia-Pacific region, where deep integration into global value chains, characterized by high reliance on imported inputs, intensifies both direct and indirect exposure to evolving US tariff measures.“Direct exposure occurs when a country’s exports to the U.S are directly subject to tariffs. The actional burden can be heavier than the announced tariff rate. This is because tariffs are applied to the full shipment value, even when much of it comes from imported inputs. As a result, the cost falls disproportionately on the exporter’s own smaller share of value-added.“For example, only $51.5 of Cambodia’s $100 textile shipment to the U.S is domestically produced. A 10 per cent tariff on the full value translates into an effective 23 per cent tax on Cambodia’s actual contribution. In fact, analysis using ESCAP’s Regional Integration and Value Chain Analyzer (RIVA) shows that whilst most Asia-Pacific economies are subject to the same 10 per cent baseline tariff, many face an effective tariff burden exceeding 15 per cent (figure 1),” the expert appraisal says.Figure 1 Effective tariff burden faced by Asia Pacific economies. Source ESCAP’s estimation using April 9 baseline tariffs and value-added exports from RIVA databaseThe ESCAP expert appraisal says indirect or pass-through exposure arises when a country exports intermediate goods or services that are later embedded in another country’s exports to a tariff-imposing market.“For example, in 2022, Bangladesh exported approximately USD8.2 billion in textiles and textile products to the U.S, with one-third of that value derived from upstream trade partners. Notably, the U.S firms themselves, along with firms in China, India, Pakistan and Indonesia, are key contributors to Bangladesh’s textile exports, making them directly exposed to the U.S tariffs on those exports (figure 2),” the ESCAP expert appraisal adds.The ESCAP expert appraisal says the impact of the US tariffs is expected to vary widely across the Asia-Pacific region, adding that economies with high direct export exposure such as Vietnam, Cambodia and Thailand could face significant trade-related contractions with direct exposure through GVCs may also dampen growth in upstream economies supplying raw materials, parts and components.“For example {as shown on table 1}, Brunei Darussalam, Mongolia, Lao People’s Democratic Republic, Malaysia and Singapore could see direct exposure equivalent to approximately 1 per-cent of GDP. In contrast, economies with larger domestic markets or more diversified export structures, particularly those with strong services sectors, are better positioned to absorb the trade shock,” it adds.Table 1. Source ESCAP’s estimation, using April 2 tariff rates and value-added exports from RIVA databaseThe ESCAP expert appraisal says for both policymakers and industry leaders, identifying the source of vulnerabilities is essential for crafting targeted and forward-looking responses, adding that these strategies should not only aim to mitigate current risks, but also strengthen long-term economic adaptability.It adds that evidence-based analysis is essential to guide targeted support, and cites a sectoral data on how Thailand is indirectly impacted through its upstream supply chain linkages with Vietnam as an example. The data highlights the Thai manufacturing sectors identified to be the most vulnerable, and these are its leather and textiles, food and beverages, other light manufacturing and electrical equipment sectors.The expert appraisal says this insight suggests that coordination between Thailand and Vietnam, focussing on these sectors could mitigate shared risks and enhance resilience.It adds that beyond bilateral efforts, regional coordination with supply chain partners is essential to address short-to-medium-term challenges and this is particularly important for the following reasons:Relocating supply chains requires long-term planning guided by infrastructure, labour, innovation-capacity and regulatory stability rather than just short-term tariff shifts;Strategic uncertainty remains high and no country is fully shielded from tariff exposure. In the current unpredictable global trade environment, firms will remain cautious about investing or reconfiguring supply chains.In light of these shifting trade dynamics, the ESCAP expert appraisal says governments across the Asia-Pacific region must be prepared to deliver tailored support to firms and workers as GVCs continue to evolve, and emphasises that informed domestic and international policies require sector-specific assessments.And in this context, the ESCAP appraisal says the ESCAP TINA tariff simulator offers a valuable tool for preliminary assessment of Asia-Pacific tariff exposure at the HS 6-digit level.By DELI-SHARON OSOIn Beijing, China",

Hon Tovosia did resigned on Tuesday but it was far too late to save the GNUT administration, led by Prime Minister Jeremiah Manele MP.Now, the two sides continue to trade claims and counter-claims on their numerical strength. But the situation is so fluid it is difficult to do a guess-work on the numerical strength of each group As of Wednesday, Sogavare’s group was claiming 26 – a figure the group has consistently maintained since Tuesday this week.Other MPs are expected to jump ship between now and next Tuesday, according to those closely monitoring the number-crunching game.The Government side, led by Prime Minister Jeremiah Manele, is still claiming it has the number to pull through next week’s vote of no confidence – the second following a failed attempt last December.Weaknesses in the government’s side are beginning to show. The government vainly organised a full breakfast for 21 MPs on Tuesday. A swearing in ceremony for new Ministers and those who revoked their resignations on Monday were to follow. None of the event took place.Many have crossed the floor on Monday night to join the Sogavare-Gordon Darcy Lilo- Matthew Wale faction which is camping at the Pacific Casino hotel. In fact, they are the very people who chose Hon Sogavare for the top position in recognition of his seniority as the long serving politician in this country. He, Hon Sogavare has graciously accepted the honor,” the insiders said.“Our expectation is that Prime Minister Jeremiah Manele would officially resign between now and early next week. He no longer has the numbers to govern,” they said.Some observers said, some MPs in the line-up may cause some uneasiness in carrying out their assigned responsibilities. However, this has been ruled out and that these could be ironed out over time.“The first few months would be difficult, but that is not necessarily the priority. It’s important to start off with a win, the club management is proud of the boys for their effort and hard work during the match and able to got the first 3 point.“The season will not be an easy ride for the team.       • "content": "Officials from Honiara met with Korea’s Ministry of Oceans and Fisheries and others in Seoul last week to discuss a possible collaboration on the Bina Harbour Tuna Processing Plant project.Ministry of Fisheries and Marine Resources Permanent Secretary Dr Christain Ramofafia, Ronald Ivupitu, Chief Engineer Solomon Islands Ports Authority, and Fred Conning, Technical Services Coordinator for the Bina Harbour Project Office, were in Korea to attend a Port Expert Workshop organised by Korea’s Ministry of Oceans and Fisheries and hosted by the Korea Ports and Harbour Association.Delegates from Vietnam also attended the event, which was a chance to explore partnerships and strengthen ties in the fisheries and maritime industries. The hosts shared their experience in the design, implementation, and financing of port operations. They organised a visit to Busan port and fishing port facilities of a similar scale to that envisaged for the Bina project.Korean officials expressed interest in reviewing feasibility and other studies produced by the Bina Harbour Project Office with a possible view to supporting Solomon Islands with technical assistance and finance to build enabling infrastructure for a tuna processing plant in Bina.Dr Ramofafia said Korea and Solomon Islands have enjoyed a longstanding bilateral relationship in fisheries since the 1980s.“Korea is our largest fishing fleet customer, so we already have a strong economic partnership in the fisheries sector. We would welcome a partnership with Korea to construct Bina port facilities.”The Bina Harbour Tuna Processing Plant project, a Solomon Islands Government initiative led by the Ministry of Fisheries and Marine Resources, is in the preparatory phase.
