      • "content": "The Advisory Committee, established by the United Nations Support Mission in Libya (UNSMIL), completed its deliberations yesterday and finalized a set of options to address contentious issues in Libya's current electoral framework. Final edits are being made to the report. Adhering to the principle of transparency, UNSMIL will publish the options as proposed by the Advisory Committee in due course. The Advisory Committee, a group of 20 Libyan personalities with expertise in legal, constitutional and electoral issues, held over twenty sessions both in Tripoli and Benghazi since its establishment on 4 February in line with paragraphs 2 and 5 of Security Council resolution 2755 (2024). The group also consulted with the High National Election Commission and members of the“6+6” Committee which produced the current electoral laws in 2023. UNSMIL commends the Advisory Committee for its commitment, professionalism and integrity, recognizing the challenging nature of its task and of the issues they tackled. The Committee's options will be a useful contribution towards securing political agreement for the holding of national elections and unifying state institutions, which are important steps to ending division and the cycle of transition. As a next step, UNSMIL will assess the options outlined in the report and begin consultations with Libyan stakeholders and the wider public on a consensus-based political roadmap towards reaching elections. UNSMIL is committed to facilitating a Libyan-led-and-owned political process that includes inputs not only from decision-makers but also from the Libyan people who continue to be negatively impacted by the status quo.       • "content": "Children are often the most affected during times of conflict. In South Sudan, some of them are killed, abducted, maimed, sexually violated or recruited and used by armed forces. Other live in places where the arrival of humanitarian aid is denied, or where schools and medical facilities have been taken over by military elements. To help prevent and swiftly respond to such grave violations of the rights of children living in a context of armed conflict, the Child Protection Unit of the United Nations Mission in South Sudan (UNMISS) regularly conducts workshops for personnel wearing military uniforms, informing or reminding them of their duty to protect rather than recruit young girls and boys to their ranks. In Western Equatoria, some 70 officers representing different security organs operating in the volatile Tambura County recently benefitted from such a two-day training. Participants are hoped to have gained a deeper understanding of their child protection obligations. “If we can share what we have learnt with our respective communities, I am confident we can change the reality of children being affiliated with armed forces. That way, we can transform our society,” said First Lieutenant Gawar Duoth, one of the attending officers. He acknowledged that children's rights are sometimes violated by individual members of armed groups, stating that they are not always aware of what they can and cannot do. “Children living in army barracks is a violation because they are young civilians who should not be exposed to military environments,” the First Lieutenant noted, with a fellow workshop participant adding that awareness must be raised among uniformed personnel across the country. Colonel Daniel Joseph, Inspector of Police in Tambura, emphasized that knowledge of child protection duities must be accompanied by accountability. “Anyone who violates the rights of children must be held responsible and sanctioned. There can be no impunity,” he asserted. Rita Bampo, a Child Protection Officer serving with UNMISS in Yambio, said that several years of efforts to raise awareness on children's rights by the peacekeeping mission and partners must continue, particularly in conflict-affected areas like Tambura. “We often use these workshops to inform military and other security personnel about the UNMISS mandate in the country, the legal framework governing children's rights and the specific role uniformed staff can and must play in keeping young girls and boys safe and away from armed forces,” she said. Last year, three Nigerian oversight agencies imposed fines on the US-based social media giant totalling more than $290m (£218m) for violating various laws and regulations. Meta was unsuccessful in a recent attempt to challenge the decisions in the federal high court in Abuja. \"The applicant may be forced to effectively shut down the Facebook and Instagram services in Nigeria in order to mitigate the risk of enforcement measures,\" the company said in the court papers. Meta also owns WhatsApp, but it did not mention the messaging service in its statement. The high court has given the company until the end of June to pay the fines. The BBC has asked Meta to outline what its next steps will be but has not yet received a response. Facebook is by far the most popular social media platform in Nigeria and is used by tens of millions in the country for daily communication and sharing news. It is also a vital tool for many of Nigeria's small online businesses. In July last year, Meta was asked to pay three fines: FCCPC chief executive officer Adamu Abdullahi said investigations carried out in conjunction with the data commission between May 2021 and December 2023 revealed \"invasive practices against data subjects/consumers in Nigeria\" but was not specific about what these were. In its court submission, Meta said its \"primary concern\" was with the data commission, which it accused of \"misinterpreting\" data privacy laws. Specifically, the commission has demanded that Meta seek prior approval before transferring any personal data out of Nigeria - a condition that Meta called \"unrealistic\". The data commission also imposed other demands. Meta was told it must provide an icon linking to educational videos about data privacy risks. This would be content created in collaboration with government-approved educational institutions and non-profit organisations. The NDPC insisted that these videos highlight the dangers of \"manipulative and unfair data processing\" that could expose Nigerian users to health and financial risks. Meta described the NDPC's demands as unfeasible, saying that the agency has failed to \"properly interpret the laws guiding data privacy\".       • "content": "Tidjane Thiam, a former international banker and the leader of Ivory Coast's main opposition party, has told the BBC that he will not give up his place on the presidential ballot without a fight. Last month, an Ivorian court ruled that the former Credit Suisse boss was not eligible to contest the poll, or even vote, because he had forfeited his Ivorian nationality when he acquired French citizenship in 1987. But this was strongly rejected by Thiam. \"The bottom line is, I was born Ivorian,\" he told the BBC. He also suggested that the ruling had been politically motivated. \"It's not for the regime to choose who runs opposition parties. It's not for the regime to eliminate opposition leaders,\" he said. \"I don't think anybody in the Ivory Coast believes that this is not a weaponisation of the legal system by the government.\" This was rejected by Ivory Coast's Information Minister Amadou Coulibaly. \"The court rules that at the time he was registered on that [electoral] list, he was not Ivorian,\" he told the BBC's Newsday programme on Friday. \"This is clear proof that this gentlemen does not know Ivory Coast... We have a problem with morality with Mr Thiam - he knew he was wrong,\" he added. Thiam told the BBC: \"What's happened is that they dug out a 1961 law that has never been applied to anybody. But in theory, it says that if you take another nationality, you lose your Ivorian citizenship.\" \"Most of the Ivorian football team is in the same case,\" he said. Although Thiam relinquished his French nationality in March to run in the election, the court found that his candidacy was invalid, given that he was not Ivorian when he first registered on the electoral roll. The 1961 nationality code states that: \"An Ivorian national of full age who voluntarily acquires or states that he possesses a foreign nationality shall lose Ivorian nationality.\" Thiam is now mounting a legal challenge. His disqualification came just a week after the centre-right Ivory Coast Democratic Party (PDCI) confirmed him as its presidential candidate. Outraged members of the party say they are suspending all parliamentary activity in protest at his disqualification. His supporters are still hopeful he could be readmitted as a candidate. The final electoral list for October's election is to be published on 20 June. Thiam was expected to challenge the ruling RHDP party currently led by Alassane Ouattara, who has been in power for 15 years. Ouattara was previously barred from running for president in the early 2000s on the grounds of nationality because of claims his parents were from Burkina Faso. Information Minister Coulibaly told the BBC that the nationality law had previously excluded a candidate who had French nationality, in 2011. \"[Thiam] blames the government for a decision taken by the court,\" he added. \"It's an insult to think that when you're in the West, you can comply with the rules, the laws of those countries, and then you arrive in your own country because you think you have power and connections, you can trample on all the texts, flout all the laws,\" said Coulibaly. But Thiam said his candidacy had rattled the government. \"This government has been in power for 15 years. Do they deserve five more? For me, that's what should be the focus of the presidential campaign, not my passport,\" he said. He also told the BBC that \"political incidents\" like this could lower investor confidence in the country. He recounted that a business associate once told him: \"I only invest in countries where I can sue the president's son and win.\" This, Thiam told the BBC, had stuck with him. Thiam comes from a long line of politicians. His great-uncle - Félix Houphouët-Boigny - was Ivory Coast's founding president. Four of his five brothers, including Thiam himself, have served as ministers under five different presidents. After becoming the first Ivorian to pass the entrance exam to France's prestigious Polytechnique engineering school, he returned to Ivory Coast and took up politics. In 1998, aged 36, he became planning minister before the PDCI was ousted from power in a coup the following year. He then moved abroad and pursued a largely successful business career. Thiam has held senior positions in leading international businesses like Aviva, Prudential and Credit Suisse. He quit the latter in 2020 following a spying scandal although he has been cleared of any involvement . In 2020, he was appointed as a special envoy for Covid-19 by the African Union. However, Thiam has faced criticism from political opponents for having been absent from Ivory Coast for 20 years, which they say means he has poor recognition among Ivorians. He believes, however, that his years outside his country have, in fact, helped build his profile at home. \"A lot of Ivorians watched my international career. The same way they watched the famous football players, they watched me, they knew me,\" he said. Thiam described himself to the BBC as \"a numbers guy\". \"Ivory Coast in 1999 was 125th in the world [In the UNDP Human Development Index]. We are now 166, so we're down 41 spots. We're among the bottom 30 countries in the world,\" said Thiam. He believes that this is as a direct result of years of political violence. \"The first sentence of my platform is an Ivory Coast at peace inside its borders and at peace with its neighbours,\" explained Thiam. \"Ivory Coast is a mosaic. You go to any part of the country, there are people on both sides of the border who are absolutely similar, speak the same language. So the only viable model for Ivory Coast is to get along well with its neighbours.\" Ivory Coast faces an increasing security threat from Islamist insurgents operating from bordering Mali and Burkina Faso. In February, France returned its last remaining military base to the Ivorian authorities, partly in response to anger in Ivory Coast over the perceived weakness of the French army in dealing with these groups. But Thiam denied there was any \"anti-French sentiment\" in Ivory Coast. \"I think what Africans are fed up with is governments that are corrupt and incompetent. When France aligns itself with corruption and incompetence, people will be anti-French and they're absolutely right to do so.\" \"Primarily, it's a problem for Africans.       • "content": "“We used to believe that strictness was the only way of maintaining order in a prison,” admitted Achol Deng, one of 13 female Correction Officers who joined male colleagues from across Warrap State for a recent and, as it turned out, truly eye-opening training. “Now we understand how dignity and respect can prevent problems from even happening.” This significant and potentially life-changing insight was the key takeaway from a three-day workshop benefitting 40 officers from the National Prison Service of South Sudan (NPSSS), conducted at the state headquarters and with the support of the Corrections Unit of the United Nations Mission in South Sudan (UNMISS). The intensive course delved into modern prison management techniques developed to enhance security by prioritizing prisoners' rights and dignity. Through detailed discussions on the Nelson Mandela Rules and other contemporary best practices and procedures for conducting searches, escorts, and visitations, attending prison wardens clearly realized the use and inherent value of treating inmates with respectfully and humanely. “Understanding prisoners' rights and perspective doesn't weaken our control-it actually gives us more authority by helping us gain their trust and cooperation,” explained Abraham Chol, an experienced Corrections Officer who facilitated part of the training. This point was further driven home by means of realistic role-play exercises, which vividly demonstrated how this approach to prison management reduces tensions and hence the risk of conflicts. Gender sensitivity emerged as another critical aspect of promoting harmonious relations behind bars. As officers reflected on traditional gender norms, they concluded that these often contribute to the unjust detention of women, and that recognizing the different needs and vulnerabilities of female and male prisoners is an important part of creating a positive and safe environment for all. Women prisoners may, for example, need other protection measures to be adopted to ensure their safety. “It's empowering to have women's perspectives recognized and valued,” said Mary Ater from Gogrial East.“Addressing gender-specific issues openly makes prisons safer and more humane for staff and inmates alike.” The training also covered emergency preparedness, riot prevention techniques and the ethical use of force, always to be used as a last resort. “These are realities and conundrums we face almost every day,” said Deng Mabior, another facilitator of the workshop.“Learning proven and effective methods to handle these situations increases the safety of everyone involved in a confrontation.” Participants particularly appreciated the sessions led by national colleagues. “Seeing our own colleagues step up and demonstrate their skills by training us sends a powerful message. It proves to us that we can implement many changes and improvements on our own,” one Corrections Officer noted. Once a central player in European geopolitics, Russia is now considered an outsider at best and an outright enemy at worst. Looking at Moscow through this narrowed prism has become the norm not the exception. It makes the focused observer wonder if European leaders really believe that much can be done without Russia, particularly security-wise.To say such a European view of Moscow is both unfair and short-sighted may be an understatement. It is only 80 years since the Soviet Union, of which Russia was the center, led the liberation of Europe from what was essentially the European evil of Nazism, which is coming back to haunt the old continent. Do current European leaders really forget such recent history or do they, intentionally, want to rewrite it to suit their current agendas and future Europe, in another generation or two? There is an irony here: while some European leaders are intentionally casting Russia as a “non-European” entity, the historical and practical reality paints a starkly different picture – where Russia is not only a European country but an essential player in ensuring the continent’s stability and prosperity. What cannot be changed is this: Russia is and will always be as European as France or Germany.Russia’s role in European securityAny serious debate about security in Europe is meritless and factitious without acknowledging Russia’s pivotal role. Throughout history Europe needed some kind of balancing powers between its internal powers (such as France and Germany), and Russia has been key in maintaining the balance of power on the continent. A case in point: had it not been for the Soviet Union defeating Nazi Germany, who knows what kind of Europe would have emerged from World War II? The Soviets sacrificed more than 27 million human lives – soldiers and civilians – to rid the world of Nazi Germany and help create a new Germany, even though Germany has never been fully denazified.The United States played a part in liberating Europe and some 190,000 of its soldiers were killed, but that does not make the US a natural ally of Europe more than Russia. After the war, Western Europe accepted US hegemony, but that does not change the fact that Russia is a European and neighborly country and should be part of any European context discussions. The UK, eventually, chose to be an extension of America geopolitically and ended up threatening the EU had it not left the superficially harmonic union. Even the claim that shared values ​​unite Europe and America and Europe within NATO is more of a justification for excluding Moscow than a reality. What are the noble values the UK shared with America in invading Iraq or Afghanistan? Where are such shared values within the NATO alliance, led by the US, that compelled it to destroy Libya in 2011? In both cases Moscow was out of the calculation except as a potential adversary.This negative image of Moscow across much of Europe has been on the rise, becoming what the Russians rightly describe as “Russophobia,” taking a life of its own after the escalation of the conflict in Ukraine. Today many European leaders have reinforced this binary view of Russia as a threat, despite its historical and cultural ties to Europe. It seems that, in modern European politics, the question of Russia’s European identity is too often answered with a resounding “no.”The myth of Russia as a non-European countryPortraying Russia as a non-European country is an unfair characterization loaded with adversarial connotations. Who can deny the simple geographical fact that the Russian Federation is part of Europe and that Moscow lies firmly within Europe? Yet European school textbooks hardly count Moscow as a European capital city. Commonly, Russia in this context is described as the “other,” implying exclusion.General Charles de Gaulle, the founder of the Fifth French Republic, viewed Russia as an integral part of Europe. De Gaulle, one of the most respected leaders in modern Europe, understood the central role Russia plays in European affairs despite his occasionally fractious relationship with the Soviet Union. The late Russian thinker Alexander Solzhenitsyn, renowned for his criticism of the Soviet regime, went further in recognizing Russia’s importance for Europe. He said, “Our Russian experience is vitally important for the West” as a lesson and a model.“Russia is a part of European civilization, but it is also something more, something different, and we should not forget it.”In the ongoing discussions about European security in light of the apparent lack of enthusiasm in the US for NATO, one cannot help but ask the obvious question: Why is Russia excluded from such discussions? Do European leaders honestly and objectively think that a comprehensive European security is achievable without Russian contribution? Or could it be that the US for such a long time wanted European allies to believe that Russia is the real enemy and Moscow is indeed the immediate threat? Moscow is home to over 13 million people compared to Pristina’s estimated 200,000. Moscow is the centuries-old capital of a huge European and world power while Pristina is a capital of a partially recognized country starting from 2008. This implies cultural significance and historical centrality in European history. Moscow is over 2,000 square kilometres while Pristina is only one fifth of that. Yet, Pristina, the capital of Kosovo, is welcomed as a European capital. While many want Kosovo integrated into European structures, Moscow remains a political outsider. Or is it because Pristina, in a way, symbolizes European/NATO creation while Moscow is deeply entrenched in history that made it what it is today?Russians within the EU and NATOThe Russians living within the European Union present another reason why excluding Russia from discussions of European security is counterproductive. There are sizable Russian-speaking communities in EU countries like Estonia, Latvia, and Lithuania. The alienation of Russia on the European stage has profound consequences for these communities, many of whom have the undeniable right to see themselves as part of both Russian and European traditions.Pushing Russia away, the EU is creating a sense of disconnection and disenfranchisement among its Russian-speaking citizens. It also leads to long-term resentment and division within the union, ultimately undermining European unity. After all, how can Europe claim to be unified if it excludes large swathes of its population from the conversation?For decades, the idea of European security has been tied to NATO and the US when in reality European security cannot be fully realized without Russia. Moscow, with its vast military capabilities and strategic position, is an essential part of any comprehensive European security framework.The EU and NATO may argue that Russia’s actions in Ukraine have made it an adversary. But this recent development is hardly the cause of such alienation, which started right after the collapse of the Soviet Union. A closer examination suggests that the real challenge lies not in Russia’s presence but in the failure of European leaders to constructively engage.The economic perspectiveEconomically, Europe minus Russia is equally detrimental. Russia, as Europe’s largest neighbor, used to be an important economic partner. The EU and Russia had significant trade relationships, particularly in energy. Russia supplied large portion of Europe’s natural gas and oil requirements, and European companies had important business interests in Russia. The EU accounted for some 37% of Moscow’s trade volume. The Nord Stream gas pipeline was indeed a lifeline for Europe. The situation changed after the escalation of the Ukraine conflict in 2022, but that is a loss for both the EU and Russia. In an era of global economic competition, Europe cannot afford to disregard a market as significant as Russia. By isolating Russia, Europe risks losing access to critical resources and cutting itself off from potential economic growth.Double standards: The US vs. RussiaThe final piece of this puzzle becomes clear when we look at the curious double standard European elites apply to the US and Russia. The US, despite its occasional unilateral actions and sometimes problematic foreign policy, is treated as an ally by the EU. Meanwhile, Russia, with its historical, cultural, economic, and geographical ties to Europe, is often demonized. Such bias is not only illogical but also counterproductive.Europe should reconsider its stance on Russia. While Russia has certainly made mistakes, as have many other countries, its exclusion from the European conversation is neither fair nor pragmatic. Kelly Smith, her boyfriend Jacquen Appollis and their friend Steveno van Rhyn were arrested after Smith's daughter, Joshlin, went missing from outside her home in Saldanha Bay, near Cape Town, in February last year. Appollis and Rhyn were also found guilty on Friday of kidnapping and trafficking Joshlin. All three had previously pleaded not guilty to to these charges. Joshlin's disappearance sent shockwaves across South Africa and despite a highly publicised search for her, she is yet to be found. During the trial, held in March, prosecutors accused Smith of having \"sold, delivered or exchanged\" Joshlin and then lied about her disappearance. As South Africans waited for Judge Nathan Erasmus to deliver his verdict at Saldanha's Multipurpose Centre on Friday, queues formed outside the building. Nearby roads had been closed in anticipation of a large turnout, while police officers were deployed in and around the centre. Turkey and Somalia Deepen Energy Cooperation Earlier this month, Turkey and Somalia signed a new hydrocarbon exploration and production agreement covering 16,000 km2 of onshore territory. Under the deal, TPAO will conduct 2D and 3D seismic studies across three blocks, followed by drilling activities based on the findings. Turkey's Minister of Energy and Natural Resources, Alparslan Bayraktar, has described the agreement as a strategic milestone in bilateral cooperation, building on a previous offshore production-sharing agreement signed last year. In addition, seismic activities in Somalia's maritime zones are underway, with Turkey's Oruç Reis vessel having completed 78% of a 3D seismic survey over 15,000 km2. The survey is expected to conclude by May 2025, after which drilling decisions will follow. Turkey is also eyeing cooperation in the mining sector, and further collaboration will be discussed at a Natural Resources Summit in Istanbul next month. Energy Diplomacy Extends to West Africa Last October, Turkey signed a Memorandum of Understanding with Senegal to cooperate on oil and gas exploration, production and trade. The agreement, signed during a meeting between Turkish President Recep Tayyip Erdoğan and Senegalese President Bassirou Diomaye Faye, includes Turkish participation in both onshore and offshore seismic surveys and extends to renewable energy, critical minerals and rare earths. This deal follows similar agreements with Somalia and Niger, as Ankara strengthens its energy ties across the continent. Ankara's Growing Influence Across Africa Through these initiatives, Turkey is positioning itself as a leading partner to Africa, distinguishing itself from traditional Western powers by prioritizing co-development and mutual benefit. Under President Erdoğan, Turkey has quadrupled its diplomatic presence on the continent, expanded defense cooperation with countries including Somalia, Libya, Nigeria and Ethiopia, and boosted trade through major infrastructure investments. In 2023 alone, Turkish contractors completed $85.5 billion worth of projects across Africa. Turkish Airlines now serves 62 destinations on the continent, including Mogadishu, where Turkey has played a pivotal role in rebuilding the capital's airport. AEW 2025: Invest in African Energies, taking place from September 29 to October 3 in Cape Town, will serve as a valuable platform for Turkey to strengthen its energy partnerships across the continent. The event convenes African producers, global investors and policymakers to drive new deals and shape Africa's energy future.       • "content": "Water, sugar, salt-three basic ingredients that, when combined correctly, can mean the difference between life and death for someone battling a diarrhoeal disease. Learn how the Cameroon Red Cross is spreading this knowledge to keep communities across the country healthy and safe. One day in July 2023, Rachel and Irene from the Cameroon Red Cross Society were out and about in Bamvele village, Cameroon, running routine health promotion activities as part of the Community Epidemic and Pandemic Preparedness Programme (CP3). They'd called a community meeting and were in the middle of sharing important messages about detecting and preventing infectious diseases , when someone caught Rachel's eye. “We were in the middle of our session when I saw one lady in particular who was doing her washing and listening really closely. When we finished, she approached us to ask us questions. It was at this point she told us about her mother who had been experiencing diarrhoea for two days and who was lying down at home,” she Rachel. The young woman's name was Najassa. She explained that seeing her mother weak and bedridden for two days had made her extremely worried. But Rachel and Irene reassured her that they could put her mother on the road to recovery using three ingredients she likely already had at home. They proceeded to show Najassa how to prepare something called Oral Rehydration Solution (ORS) -a medically formulated drink used to prevent or treat dehydration caused by diarrhoea or vomiting. ORS works by quickly restoring a person's fluids and essential minerals and is a vital tool in the fight against diarrhoeal diseases, which remain one of the leading causes of death in low-income countries . Rachel and Irene taught Najassa to mix one litre of drinking water, eight sugar cubes and two to three pinches of salt in a bottle-shaking well to make sure everything was properly combined. They then told her to give the drink to her mother and keep preparing it for her until she felt better. “As soon as I started drinking the solution, I felt my strength come back. My daughter asked me 'mum, have you drunk all the medicine yet? The Red Cross told me you have to finish it. I'm going to make you some more.' I finished it all, and by the third day I was no longer suffering from diarrhoea. I trust the Red Cross because the medicine they gave me stopped my diarrhoea, it cured me,” says Amina, Najassa's mother. Thankfully, Amina made a full recovery. And beyond Amina's own personal experience, Rachel and Irene have noticed tangible behaviour change within the community in Bamvele when it comes to protecting themselves from and preventing disease outbreaks. “We've noticed that now, when people are struck by diarrhoea, they prepare ORS themselves because we've shown them how to do it and they are happy. It's really heartwarming to see,” explains Rachel. Their disease prevention efforts, and those of so many more Cameroon Red Cross staff and volunteers, are also recognized by local health authorities. “The Red Cross plays an important role in supporting our epidemic preparedness and response activities. They're heavily involved in awareness-raising activities at the community level and provide us with logistical and technical support. The Red Cross and health really go hand in hand,” explains Dr Diane Foe from Cameroon's Delegation of Public Health in the East region. As for Najassa, she feels the help and health knowledge she received from the Cameroon Red Cross will stay with her for years to come. “If I see someone in my community suffering from this kind of diarrhoea, I'm going to do the same thing I did for my mum. I'll make the solution the Red Cross taught me about. It's so effective. You can do it at home and it gives you strength so you can get to the hospital.” “Rachel made sure to call me several days later to make sure my mother was okay. She really is an angel for our community. Without the Red Cross, I don't know where my mother would be right now.
