  - "content": "দিগন্ত মান্না, পাঁশকুড়া ঘাটাল-পাঁশকুড়া রাজ্য সড়কে দুর্বাচাটি নদীর উপরে রয়েছে একটি কংক্রিটের সেতু। ঘাটাল-পাঁশকুড়া রাজ্য সড়কে জশোড়া বাজার এবং দাসপুর- ২ ব্লকের খুকুড়দহ বাজারের মাঝামাঝি দিয়ে বয়ে গিয়েছে এই দুর্বাচাটি নদী। দুই বাজারের মধ্যে সংযোগ রক্ষার অন্যতম গুরুত্বপূর্ণ পথ। প্রায় ৬০ বছর আগে এটি তৈরি হয়েছিল। এখন ভগ্নপ্রায় দশা। বছর চারেক আগে সেতুর স্বাস্থ্য পরীক্ষা- সহ মেরামতির কিছু কাজও হয়। তারপরেও গত বছর সেতুর দু'দিকে রাস্তা এবং সেতুর সংযোগস্থলে দু'টি বড় আকারের ফাটল দেখা দেয়। সেতুর উপরেও তৈরি হয়েছে খানাখন্দ। ফলে ভারী যানবাহন উঠলেই সেটি কেঁপে উঠছে। দুর্ঘটনা এড়াতে সেতুর দু'দিকে লোহার চাদর বিছিয়ে দেওয়া হয়েছে। ঘাটাল-পাঁশকুড়া রাজ্য সড়ক সম্প্রসারণ হলেও দুর্বাচাটি সেতুটির কিন্তু আকারে একই রয়ে গিয়েছে বলে অভিযোগ করেছেন বাসিন্দারা। ২০০৪ সালে ওই সেতু দিয়ে ভারী যান চলাচল নিষিদ্ধ করে দেওয়ায় ঘুর পথে পণ্যবাহী বড় লরি চলাচল করছে। বিকল্প পথ হিসেবে পুরোনো সেতুর পাশে একটি কজওয়ে তৈরি করছে পূর্ত দপ্তর। তার জন্য বরাদ্দ হয়েছে ৩ কোটি ২৫ লক্ষ টাকা। সিদ্ধান্ত হয়েছে নদীর স্রোতের মুখে বড় বড় সিমেন্টের চোঙ বসিয়ে একাধিক স্তর তৈরি করে তার উপরে রাস্তা তৈরি করা হবে। নতুন সেতু তৈরি না হওয়া পর্যন্ত ওই কজওয়ে দিয়ে সমস্ত ভারী যানবাহন চলাচল করতে পারবে বলে জানিয়েছেন পূর্ত দপ্তরের আধিকারিকেরা। সেই লক্ষ্যে মাস দু'য়েক আগে নদীর উপরে ক্রসবাঁধ দিয়ে শুরু হয় কাজ। বাসিন্দাদের অভিযোগ, সেই কাজে কোনও গতি নেই। জোয়ারের জলের স্রোতে থমকে যাচ্ছে কাজ। এমনই জানিয়েছেন পূর্ত দপ্তরের আধিকারিকেরা। এ দিকে বর্ষার আগে কজওয়ের কাজ শেষ করতে না পারলে জলের স্রোতে কজওয়ের কাজ নষ্ট হয়ে যাওয়ার আশঙ্কা রয়েছে। এই নিয়ে সরব হয়েছে মেদিনীপুর জেলা বন্যা ভাঙন প্রতিরোধ কমিটি। সংগঠনের যুগ্ম সম্পাদক নারায়ণচন্দ্র নায়ক বলেন, 'কজওয়ে তৈরির উদ্যোগ ভালো। কিন্তু কাজের গতি চোখে পড়ছে না। জোয়ারের জলের কাছে ঠিকাদারকে কার্যত অসহায় লাগছে। উন্নত প্রযুক্তির মেশিন দিয়ে বর্ষার আগে কাজ শেষ করার দাবি জানাচ্ছি।' পূর্ব মেদিনীপুর জেলা পূর্ত দপ্তরের এক আধিকারিক বলেন, 'দুর্বাচাটি নদীর উপরে নতুন সেতুর জন্য প্রস্তাব পাঠানো হয়েছে। তবে এখনও অর্থ বরাদ্দ হয়নি।'",

Trump’s shifting policies, such as country-specific reciprocal tariffs of up to 50 percent and a 90-day implementation pause, have injected significant uncertainty into global markets, reports Yonhap news agency. Advertisement Many South Korean firms, heavily reliant on U.S. exports, are now grappling with how to adapt in an increasingly volatile trade environment. Advertisement Trump, who started his second term on Jan. 20, initially threatened 25 percent tariffs on all imports from Mexico and Canada, which have tariff-free access to the United States under the U.S.-Mexico-Canada Agreement (USMCA), but later lifted the duties. In April, Trump announced his long-promised reciprocal tariffs on goods from countries that run trade surpluses with the United States, along with a 10 percent baseline duty on imports from all countries. South Korean products were subject to a 25 percent reciprocal tariff. Certain sectors, including cars, semiconductors and pharmaceuticals, were exempted from the reciprocal tariff, but are subject to sectoral duties already in place or set to be introduced. For many South Korean exporters, the lack of consistency in trade policy of the world’s largest economy has created major strategic challenges. To mitigate potential fallout, several firms have already explored relocating production or scaling back output. Yet experts warn that such responses have limitations. The uncertainty around future policy changes, they say, makes long-term planning difficult and expensive. “Companies will seek ways to reduce costs by relocating production facilities or adjusting shipments to the U.S.,” said Cho Seong-dae, head of the trade policy research office at the Korea International Trade Association (KITA). “But since it’s nearly impossible to predict U.S. trade policy, many decisions are effectively on hold. Everyone is waiting to see what Trump will say next.” When the White House threatened tariffs on Mexican imports, South Korean companies with manufacturing bases in Mexico, including Kia Corp., Samsung Electronics Co. and LG Electronics Inc., had announced plans to move their Mexican production to the U.S. or increase output elsewhere. Those plans were later shelved after tariffs on Mexico were waived and the country was excluded from reciprocal tariffs. Hyundai Motor Group, South Korea’s largest automaker recently announced a plan to invest US$21 billion in the U.S. over the next three years in an effort to ramp up American production. Despite the move, the company could not completely avoid the sectoral tariffs on imported vehicles. Hyundai Motor Co. and Kia sold a combined 1.7 million vehicles in the U.S. last year, including 1 million cars manufactured in Korea. NJDG is a publicly accessible portal, providing judicial data on key performance indicators, such as case institution, pendency and disposal across the formal court system in the country. It aims to promote transparency, accessibility and accountability while supporting evidence-based judicial reforms. Advertisement India’s rapid growth and urbanisation have led to a surge in disputes, overwhelming the capacity of the judicial system. With over 5 crore cases pending across various courts and case disposal rates lagging behind the new admissions in many jurisdictions, urgent reforms are required to address the burgeoning pendency of cases, the statement said. Advertisement The NJDG is an important initiative in the direction of reducing pendency by enabling data-driven policy interventions. While the Grid is already immensely useful, it must continue to evolve in its scope, coverage and quality to facilitate an even more effective informed policymaking in the space of the judicial system spread intricately across the length and breadth of the country, CII further stated. Positioning Grid as a transformative tool for facilitating expeditious dispute resolution, CII has outlined five specific recommendations to enhance its effectiveness. First, there is a need for introducing a greater degree of specificity in the categorisation of disputes in a manner that links them to their respective statutes and legal provisions. This would help in identifying the most as well as the least invoked statutes, assess average resolution times of specific categories, pinpoint specific delays and learn from the good practices, which all shall eventually help in implementing targeted policy measures for high-volume, time-intensive and obsolete provisions. Second, NJDG requires a more detailed and standardised case categorisation framework to ensure consistency and comparability in data reporting across courts. For instance, the Delhi High Court classifies cases under about 50 distinct categories (like Intellectual Property Matters, Cybercrimes, Right to Information Act, Company law & allied matters etc.), whereas NJDG reflects a much lesser number of categories (Ike Execution, Commercial cases, Motor accidental claims, Land etc.). A detailed and standardised reporting structure on NJDG would enhance comparability, improve tracking of pendency trends, and facilitate customised policy interventions. Third, it is to be ensured that all courts of the country report data on NJDG continuously. At present, certain courts do not report case statistics, resulting in an underestimation of pendency in a state. A case in point is Tamil Nadu, which reports only 15 pending commercial cases at the district level on NJDG as against the actual number estimated to be around 5,000. Fourth, the scope of NJDG needs to be enhanced to capture the time taken at each procedural stage of litigation. While Grid currently tracks stages such as admission, hearing, final arguments, and judgment for pending civil and criminal cases, it does not indicate how long cases remain pending at each of these stages. Introducing time-based metrics would enable a more precise analysis of judicial delays and targeted corrective policy actions. Finally, to foster a competitive spirit among states, NJDG could report real-time automated rankings of states based on the data collected on Grid. Ranking could subsequently be considered at more disaggregated levels, like for commercial and non-commercial cases, separately. To begin with, the rankings could be considered based on case-clearance rate (ratio of case disposals to case admissions), averaged over completed months for a calendar year, which could be provided retrospectively for the past 5 – 10 years.   - "content": "সংবাদ প্রতিদিন ডিজিটাল ডেস্ক: পর্যটকদের সুরক্ষার দায় নিজের কাঁধে নিয়ে ক্ষমাপ্রার্থনা করলেন জম্মু-কাশ্মীরের মুখ্যমন্ত্রী ওমর আবদুল্লা। পহেলগাঁও হামলার নিন্দায় সোমবার বিশেষ অধিবেশন হয় কাশ্মীর বিধানসভায়। সেখানেই বক্তব্য রাখতে গিয়ে ওমর বলেন, গোটা ঘটনায় তিনি ব্যথিত। কিন্তু পহেলগাঁও হামলাকে হাতিয়ার করে তিনি কখনই কাশ্মীরের পূর্ণরাজ্যের মর্যাদা চাইবেন না। সোমবার কাশ্মীর বিধানসভার বিশেষ অধিবেশনে বক্তব্য রাখতে গিয়ে ওমর বলেন, “পহেলগাঁও হামলা গোটা দেশকে প্রভাবিত করেছে। গত ২১ বছরে এমন হামলা দেখেনি বৈসরন। আমি জানি না মৃতদের পরিবারকে কীভাবে সান্ত্বনা দেব।” নিজেকে কাশ্মীরের ‘গৃহকর্তা’ হিসাবে তুলে ধরে ওমর বলেন, “পর্যটকদের নিরাপদে ফিরিয়ে দেওয়া আমার কর্তব্য ছিল। কিন্তু সেটা করতে পারিনি। ক্ষমা চাওয়ার ভাষাও নেই আমার।” পহেলগাঁও হামলার পরে অনেকেই আঙুল তুলেছেন ওমর আবদুল্লা সরকারের দিকে। তাঁদের মত, দীর্ঘ ১০ বছর পরে কাশ্মীরে নির্বাচন হয়েছে এবং জিতেছে ইন্ডিয়া জোট। তারপরেই জঙ্গি হামলায় রক্তাক্ত হয়েছে কেন্দ্রশাসিত অঞ্চলটি। কিন্তু কাশ্মীরের সেনা বা পুলিশ-কোনওকিছুর উপরেই কাশ্মীর সরকারের নিয়ন্ত্রণ নেই। তা সত্ত্বেও কাশ্মীরের মুখ্যমন্ত্রী হিসাবে নিজের ব্যর্থতা মেনে নিয়েছেন ওমর আবদুল্লা। #WATCH | Jammu: J&K CM Omar Abdullah says, “...   - "content": "এই সময়, খড়াপুর: খড়গপুর পুরসভায় পানীয় জলের সঙ্কট দীর্ঘ দিনের। বাম-আমল থেকেই সেই সঙ্কট মেটানোর দাবি এখনও দাবিই থেকে গিয়েছে। বার বার জল প্রকল্পের জন্য অর্থ বরাদ্দ হয়েছিল। তা দিয়ে কিছু হলেও সঙ্কট মেটেনি। অভিযোগ, পানীয় জলের প্রকল্প নিয়ে একাধিক বার দুর্নীতি হয়েছে। ফলে টাকা এসেছে, খরচ হয়েছে, কিছু জলের ট্যাঙ্ক-পাইপ লাইন তৈরি হয়েছে। কিন্তু দুর্ভোগটা মেটেনি। আবারও একটি বৃহৎ জলপ্রকল্পের অনুমোদন মিলেছে খড়াপুর শহরে। আমরুত প্রকল্পে দু'টি বিষয়ের প্রস্তাব পাঠিয়েছিল খড়াপুর পুরসভা। এই পরিকল্পনাটি তৈরি করা হয়েছে ২০৫৫ সাল পর্যন্ত মাথায় রেখে। যাতে দিনে ৫৭.৯০ মিলিয়ন লিটার জল তোলা যায়। তার প্রথম ধাপে ১৩৫ কোটি টাকা মঞ্জুরও হয়েছে। পুরপ্রধান কল্যাণী ঘোষ জানান, সেই টাকায় কাজ করার জন্য টেন্ডার প্রক্রিয়াও শুরু হয়ে গিয়েছে। সেই টাকায় কোন কোন কাজ হবে? পুরপ্রধান জানান, ওই টাকায় খড়গপুরের পুরসভায় ১১টি ওভারহেড ট্যাঙ্ক তৈরি করা হবে। যার মধ্যে ইন্দা, দেবলপুর, রাজগ্রাম, মালঞ্চ, খঙ্গপুর মহকুমা হাসপাতালে থাকা পুরোনো ওভারহেড ট্যাঙ্কগুলি ভেঙে সংস্কার করা হবে। মাঠপাড়া, মীরপুর, প্রেমবাজারের সোসাইটির মতো এলাকায় নতুন ওভারহেড ট্যাঙ্ক তৈরি করা হবে। দু'টি আন্ডারগ্রাউন্ড রিজার্ভার হবে ঝরিয়াতে। ২৪ কিলোমিটার পুরোনো পাইপলাইন সরিয়ে নতুন করে তৈরি করা হবে। তারই সঙ্গে কিছু এলাকায় জল সরবরাহের জন্য নতুন পাইপলাইনও তৈরি করা হবে। কিন্তু ওভারহেড ট্যাঙ্ক বা পাইপলাইন করলেই তো হবে না। জল তো পেতে হবে। এখনই দিনে জলের প্রয়োজন যেখানে ৪৬.৫০ মিলিয়ন লিটার, সেখানে মাত্র ২৭ মিলিয়ন লিটার জল তোলা হচ্ছে। পুরপ্রধান জানান, সে জন্য কেশপালে কাঁসাই নদীর উপরে ভাসমান জেটি তৈরি করা হবে। যেখান থেকে দিনে ৪০ মিলিয়ন লিটার জল তোলা হবে। সেই জেটি থেকে ৫০০ মিটার দূরে তৈরি করা হবে জলশোধন প্রকল্প। নদীর জল সেখানে শোধন করার পরে পাইপ লাইনে বাড়ি বাড়ি সরবরাহ করা হবে। কিন্তু কালো জলের সমস্যার সমাধান মিলবে কী করে? পুরকর্তৃপক্ষ জানিয়েছেন, কালো জলের সমস্যা দূর করার পাশাপাশি দেবলপুর, ভবানীপুর, কালকাটি, কাজি মোল্লা, ইমলিতলা-সহ বিভিন্ন এলাকার পাশাপাশি খড়গপুর শহরের অন্য এলাকায় পানীয় জলের সমস্যা মেটাতে প্রায় ৩৫০ কিলোমিটার পুরোনো জলের পাইপ লাইন পরিবর্তন করে নতুন পাইপ লাইন বসানো হবে। তার জন্য আমরুত প্রকল্পের দ্বিতীয় ধাপে ৮৫.৩৫ কোটি টাকার একটি প্রস্তাবও পাঠানো হয়েছে। প্রথম ধাপের কাজ কিছুটা এগোলেই দ্বিতীয় ধাপের প্রস্তাব যাতে অনুমোদন পায়, সে জন্য তদ্বিরও করা হবে। খড়গপুর পুরসভার পুরপ্রধান কল্যাণী ঘোষ বলেন, 'নতুন জলপ্রকল্পের কাজ শেষ হলে ২০৫৫ সাল পর্যন্ত খড়াপুর শহরে পানীয় জলের সঙ্কট থাকবে না। আমরা ভবিষ্যতের কথা মাথায় রেখেই এই প্রকল্প তৈরি করেছি।'",
