In a public statement issued online Jack Martin from SIPPA said, there has been a stock out of condoms across Solomon Islands since February this year. Because of that they have seen an increase Sexually Transmitted Infections (STIs). This means the country may expect HIV numbers to increase given this scenario. “Please parent and guidance take time to talk to your children about sex including safe sex and how they can make better informed choices around the decisions they make. “If you are finding it hard to discuss with your adolescent children please send then to our SIPPA clinics in Honiara, Auki, Gizo and Lata where there are youth centres/space where trained staff and volunteers are available to share and counsel young people with accurate and youth tailored information on sexual reproductive health.” SIPPA is also reaching out to schools now through letters to allow them the space and time to inform their students with important information on teenage pregnancy, STIs, HIV and AIDS and behaviour change approaches so the young people can make better and informed decisions with their sexual health. “With our limited resources we are trying to see how we can purchase some condoms through private pharmacies or abroad as a temporary measure,” Mr Martin said. Condoms are available in pharmacies which comes at a cost.",

      • "content": "ONE of the three accussed of masterminding the November 2021 riot in Honiara, Knoxley Atu will hear his application to strike off the sedition this Friday.The deferment allows the defendant Atu’s lawyer, Lawrence Kwana from Honiara Attorney, to personally appear and make the application.Principal Magistrate Elma Veenah Rizzu Hilly did not allow a young lawyer from Honiara Attorney law to make the application last Friday as he is yet to be fully admitted to the bar.The defendants Atu, Simon Mannie and John Kwaita are jointly charged with two counts of managing unlawful society, one count of sedition, two counts of unlawful assembly and seven counts of arson.Trial in this matter was already to commence on May 12 before Principal Magistrate Felix Hollison.However, the court was informed that Public Solicitor, George Gray, who represents Kwaita, will be busy with another trial in the High Court on that same week but will be free in August.However, those issues regarding the trial dates will be sorted before the trial magistrate.The three defendants are accused of managing an unlawful society namely, Malaita 4 Democracy (M4D) between 1 August 2021 and 26 November 2021.It was further alleged the trio also planned and executed protests that resulted in the arson of the National Parliament leaf hut, another leaf hut at the Prime Minister’s residence at Lungga, Bank South Pacific branch at Ranadi and the Honiara High School Science lab and school hall.The three-day violence from 24 November to 26 November 2021 in Honiara also saw China Town in ruins, plus destruction of business houses and looting of shops in other parts of Honiara.Mannie is represented by Ronald Dive whilst the Office of the Director of Public Prosecutions (ODPP) is prosecuting.By ASSUMPTA BUCHANANSolomon Star, Honiara",

      • "content": "A Chief from Luaniua village, Malaita Outer Islands (MOI) has described the call by Hugo Viauli to take action against Asian buyers in an article published in the paper over the weekend as ‘misleading.’ In a statement issued over the weekend Chief Bartholomew Kokolopu said, the claim that the House of Chiefs is urging authorities to take action against Asian buyers is misleading and misrepresents the true situation of their community. This is because at the moment there is a legal case to find out who is the rightful Party to rule Luaniua village. Kokolopu said, Mr. Viauli has no right to claim that he represents the House of Chiefs of Luaniua. “The legitimate chieftaincy of Luaniua Village belongs to the Uila tribe, whom I represent.” He said, at the moment there is a case in the court to determine the rightful chiefs to govern Luaniua village. Not only that but there is a case order last year which prohibits Mr. Viauli and his Party from engaging in any chiefly roles until the court decides. “We currently have a court case pending before the High Court to determine the rightful chiefs to govern Luaniua village. “Additionally, there is a court order dated 26 March 2024 which prohibits Mr. Viauli and his party from undertaking any chieftaincy roles in Luaniua until further orders from the court.” Chief Kokolopu added, at the moment, there is no recognized House of Chiefs in Luaniua Village. Mr. Viauli and his associates have no authority to demand the removal of the Asian buyers or take any actions on behalf of the village. Therefore, he strongly urged Mr. Viauli to refrain from making such baseless claims. “Because this only misleads the public and undermine the governance and harmony of our community.” Chief Kokolopu warned that if he continues then they will apply to the court for further legal orders. “Should he continues to assert that he is the House of Chiefs of Luaniua Village, we will be forced to file an application for contempt of court.” He also advised the media to also respect the court order.",

The brief ceremony was held at the HCC head-office car park in Honiara. The two buses are specially for Mataniko Pikinini Clinic and Mbokonavera Clinic to transport their health workers and sick patients. Speaking at the handing over ceremony, on behalf of the Member of Parliament (MP), Hon. Gordon Darcy Lilo, Constituency Development Officer (CDO) Rexford Paul said, CHC is the biggest constituency in Honiara.Despite that, CHC has a heart to help clinics in its constituency, he added. He said, three two buses will provide transport services for these clinics. “These buses can always transport staff, sick patients as well and it’s free,” Paul said. HCC City Clerk Justus Denni said, since joining HCC in September of 2021, its the first time he had seen such assistant and support from a MP towards HCC. “Therefore, I, on behalf of the Lord Mayor, Cr Eddie Siapu, HCC Executive, councillors and Honiara residents, I would like to say a big thank you to CHC MP, Hon. Gordon Darcy Lilo and his office. Officials during the handing over.“Thank you for seeing this need, a need for health services for HCC in terms of transportation,” Denni said. He added, HCC didn’t ask for this help. However, a member of CHC informed him three weeks that CHC will provide the two buses. “And I told him that it would be a big blessing for HCC,” he said. “We all know the struggle when it comes to catching public buses within Honiara city. We can say, because it’s unregulated, it’s also unreliable. “It’s also costly at times, which in most cases, many health workers of HCC always arrive late in office and also leave office early to catch public transport to go home. “But with such assistance, it will help a lot. And I believe that this is a solution for the issue of transportation and mobility for our health workers,” Denni said.He added that although the two buses are labelled one for Mataniko Pikinini Clinic and another for Mbokonavera Clinic, they will go against that, because they might be using them for other clinics within Honiara city as well. He urged the health workers who will be using the vehicles to use them wisely and take good care of them. “These are free gifts, so we must take good care of them and use them for their rightful purposes,” he said. Denni reiterated that this is a first of its kind assistance for HCC but it won’t be the last for this partnership between CHC and HCC. He believes that the other MPs for the other two Honiara Constituencies will also come forward with similar assistance in the future. “Let’s all continue to work together and ensure that services in Honiara are provided for our people,” he said. HCC Provincial Health Director, Dr. Lawrence Diau expressed his heartfelt gratitude to MP Lilo for seeing the great need and stepping in. He said one of HCC’s priority areas for this year and onwards is to have more outreaches to communities within Honiara city. “We have been disadvantaged especially with logistics work therefore, these vehicles are a timely assistance to help us reach these communities and also to continue help with our daily services here in Honiara city. “The two vehicles will really help these health workers in their outreach programs within Honiara city,” Dr. Diau said.       • "content": "The motion of no confidence against Prime Minister (PM) Jeremiah Manele has been withdrawn by the mover and the Member of Parliament (MP) for Central Honiara Gordon Darcy Lilo after Parliament resumed at 2pm this afternoon, Tuesday 6th May. Speaker, Patteson Oti explained the motion was not listed in Tuesday’s order paper because it was withdrawn. He said the notice was withdrawn totally under standing order 31 (2) and is now no longer an item of business in parliament earlier in the day. Prime Minister Jeremiah Manele when moving a motion of special adjournment to Monday 12th May took time to thank the mover for withdrawing the motion saying it displays maturity and good leadership. He also thanked the public for keeping the calm and peace. He also thanked the Churches for their prayers. Opposition Leader Matthew Wale also acknowledged the MP for Central Honiara for withdrawing the motion. This important to remove the clouds hanging over the government. “There’s need for government to move forward, now that they have the numbers” he said. MP Wale also congratulated the new ministers for taking up their new portfolios. He agreed they need time to settle down and prepare well before next week. He also acknowledged the new Deputy Prime Minister (DPM) Fredrick Kologeto while acknowledged the former DPM for his support. Small Malaita MP, Rick Hou acknowledged the MP for Central Honiara for withdrawing the motion to allow normalcy to return because the uncertainty has affected schools and businesses over the past days. He appealed for the nation to continue prayer for the leaders. Minister of Foreign Affairs Peter Shanel also supported the motion for a special adjournment He said, in going forward there is a need to amend standing orders on how to conduct a vote for no motion in the future. Not only that but there is a need to amend the law by giving a new government 13 months of grace period to rule before a motion can be moved against it. He also appeal to both sides of the House to support the newly sworn-in ministers. MP for North Guadalcanal, Dr Paul Bosawai, on behalf of the new MPs thanked the public for their support and prayers. He also acknowledged the maturity of the veteran leaders to withdraw the motion. “Paramount importance is to put priority on the welfare of our people and country,” he said. With the motion withdrawn, the health minister said, he will now concentrate and put all his effort towards addressing issues of health in the country.       • "content": "A two-day review of the first draft regulations for the Constituency Development Funds (CDF) Act 2023 was held last week. The Ministry of Rural Development (MRD) senior management successfully conducted the review. The first draft was produced by the Attorney General’s Chamber (AGC) based on the ‘Drafting Instructions’ prepared and submitted by the MRD. The regulations drafting instructions were developed following extensive consultations the ministry held with integrity institutions, provincial governments, and community stakeholders, which concluded in October 2024. The regulations, which will be cited as the CDF Regulations 2025 once adopted and gazetted by the Minister of MRD, will further support the Ministry to implement the CDF Act 2023 and strengthen the governance and administration of the CDF programme. The CDF regulations, including other reforms undertaken by the MRD, are the ongoing mandatory and legislative reforms the ministry is undertaking to improve and strengthen the delivery mechanisms of the Constituency Development (CD) programme and its governance. Work on reforming the CD programme commenced by MRD in August 2022 with the formulation of the first ever Solomon Islands Constituency Development Policy (SICDP), which was followed by the CDF Act 2023 The CDF Act 2023 was passed by Parliament in December 2023. It came into force on January 5, 2024. Meanwhile, the two-day session provided an opportunity for the MRD senior management to review and refine the draft, provide feedback, and respond to questions from the AGC. The inputs will be used by the AGC drafters for the second round of drafting. Permanent Secretary John Misite’e thanked his management team for their invaluable insights and contributions to the draft during the review process. “This is a crucial process as it gives the ministry and the AGC a space for exchange of drafts and further instructions until we are satisfied that the draft legislation reflects the policy in a legally implementable form. “Our team is committed to complete this task and will have the final draft in place before the end of this second quarter.” PS Misite’e also acknowledged the AGC for its support toward this legislative procedure, which will slowly but surely lead to greater transparency and accountability in the administration of CDF, ensuring better outcomes are achieved for community development in Solomon Islands. PS Misite’e also expressed his appreciation to the GNUT government for its ongoing commitment to the CDF programme and support for this legislative reform to improve and strengthen the delivery of services to rural communities across the country. The Constituency Development Programme (CDP) is a national programme of the Solomon Islands Government (SIG) administered by the Ministry of Rural Development (MRD). This existing framework has too many gaps compared to today’s civil work life, making it less relevant.Under the current arrangement, MID’s LTMSD is responsible for overseeing government vehicles. Mr. Nate stated that this arrangement has placed a strain on their budget and created pressure from all ministries.Officers during the review on MondayWhile they endeavour to address these issues proactively, it has sometimes resulted in delays and disappointment.Mr. Nate is adamant that the successful implementation and adherence to this policy, once in practice, will require a concerted effort from all responsible government ministries.The half-day meeting included presentations from the policy lead team: LTMSD, Margaret Moveni, Deputy Secretary, Ministry of Finance and Treasury; Jolene Seke, Protocol Division of the Ministry of Foreign Affairs and External Trade; and Pamela Rofeta, Crown Counsel from the Attorney General’s Chambers.Nearly 50 human resource managers, along with deputy secretaries, administration officers, and directors, attended the consultation at the King Solomon Hotel conference room.Another consultation will be announced once the draft is finalized.– MID Press",

      • "content": "A historic moment was celebrated in the country’s first capital township of Tulagi on Friday, 2nd May, in which the restored former residence of the British Resident Commissioner, built in 1904 was officially unveiled.The historic home, located on a hill above Tulagi Township, with a 360-degree view of stunning ocean views and islands looking across the Iron Bottom Sound, was the home of British Resident Commissioner Charles Woodford during the British Protectorate over the Solomon Islands during the Colonial era.The building is both a residence and an office that Commissioner Woodford operated from to administer the affairs of the protectorate for the British Government.Abandoned in 1942 during the Japanese invasion of the Solomon Islands during World War 2, the building was left in ruins after the war. However, its historic significance remained untouched until recent discussions between the National and Provincial Governments decided to restore and turn it into the country’s second Museum of history.The building will add to the abundant and rich colonial and World War 2 history that Tulagi holds as a product for tourism in the country.The ceremony was officiated by the Minister for Culture and Tourism and Member of Parliament for Gela Constituency, Honorable Choylin Yim Douglas, the Premier of Central Islands Province, Hon. Michael Salini, and the Contractor in the presence of VIPs, including senior government officials, diplomats, chiefs, community leaders, and students.Premier Salini opens the door of the maintain entrance of Haus No. witnessed by Minister Choylin Yim Douglas on FridayMinister Choylin Douglas praised the ceremony as a moment of pride.“It is a tremendous honour for me, both personally and in my official roles, to see this project finally come to life here in Tulagi. It is a moment of pride — to witness this historic site begin its journey towards becoming a true national treasure,” Mrs Douglas said. The restoration project was made possible through the collective support of the Central Islands Provincial Government and the Ministry of Provincial Government and Institutional Strengthening, through the Provincial Capacity Development Fund (PCDF) approach. A tripartite Memorandum of Understanding was signed between the Ministry of Culture and Tourism, MPGIS, and CPG to jointly administer and implement the project. Through this partnership, the project was successfully delivered – a key result for both the Government and the people of Tulagi and the Province. Stunning sea view of Tulagi Harbour from the Heritage HouseBranded as the Haus No.1 project, it was an important national initiative to preserve the country’s heritage and history, and to create an anchor for tourism development in the historic township.Hon. Douglas said the Island of Tulagi holds multiple layers of rich and significant history — from its indigenous cultural heritage, to its role as the first capital of Solomon Islands under British colonial administration; from its prominence in World War II history, to its role in the early commercial story as the site of the country’s first fish cannery. “Our vision is to develop a museum here that brings together these diverse strands of history, and presents them in a way that educates, inspires, and connects our future generations to our past, while also attracting visitors to experience Tulagi as a cultural and heritage destination.Work to begin the important task of collecting, curating, and exhibiting historical materials that will add value to the historic building is underway.“When all of this is done — when the walls of Haus No.1 begin to speak through the stories they carry — we will return for a much bigger celebration: the official opening of one of the major milestone achievements of the Ministry of Culture and Tourism, in partnership with our provincial, national, and international partners, hopefully towards the end of this year,” Hon.
