The order from US District Judge James Boasberg requires federal agencies whose leaders participated in the chat, which included Defense Secretary Pete Hegseth and CIA Director John Ratcliffe, to maintain all messages sent through Signal from Mar 11 until Mar 15, the period during which an editor for The Atlantic magazine documented activity in the chat. A lawyer for the Trump administration earlier said federal agencies were already working to determine what records still existed so they could be preserved. Attorney General Pam Bondi said on Thursday that Boasberg should not be on the Signal case and other cases involving the Trump administration, describing him as among several federal judges \"trying to obstruct Donald Trump's agenda\". \"He cannot be objective. He's made that crystal clear,\" Bondi said during an interview on Fox News' The Ingraham Angle show. Trump previously called for Boasberg's impeachment after the Washington-based judge temporarily blocked the administration from deporting some Venezuelan migrants. An appeals court on Wednesday upheld that ruling. A representative of Boasberg's chambers did not immediately respond to a request for comment. Federal agencies involved in the Signal chat were sued on Tuesday by American Oversight, a government accountability group. The group alleged that the use of the application, which allows for messages to be automatically deleted after a certain time span, violated a federal record-keeping law. \"We are grateful for the judge's bench ruling to halt any further destruction of these critical records.       • "content": "There are still families stuck in an intergenerational cycle of poverty and while the government can provide essential safety nets, real sustained change can only happen when society pitches in too, says Minister for Social and Family Development Masagos Zulkifli. Mr Masagos and senior social worker at Care Corner, Flora Tan, join Crispina Robert for a discussion on tackling poverty in Singapore. Here is an excerpt from the conversation: Crispina Robert, host: I want to get to this point about (poverty) being multifactorial and intergenerational. We used to tell students that whatever you do, just get through and graduate with a diploma. But sometimes, getting there is hard; a lot of (kids) fall through. It’s heart-wrenching and non-stop and there’s the issue of burnout (for those providing support). How do you deal with that? Flora Tan, senior social worker: It's not really just about my skills, my programme, my services and how effective they are, but rather, can I understand that these issues are nested within a broader system? Crispina: But how tough is that? How are you able to find all these different people in the (child’s) constellation? Masagos Zulkifli, Minister for Social and Family Development: But that’s what governments do. We organise, especially the agencies, to make sure everyone is synchronised. We know, for example, being entrenched in a rental home is not good – anywhere in the world. It is good as a temporary shelter but not a permanent home, especially for the young. So we have to work with the housing agency. Can we help them save up, what does the family need to do? And then we bring in the social worker, whether it is about their financial needs or motivational needs. In the meantime, we have to look after the children. While adults have a complex problem, we don’t want the children to be neglected ... they can still benefit from the best education in the world that we have in Singapore. Move aside Buckingham Palace and Big Ben. According to Chen, he used to be a meticulous travel planner. But since meeting his partner, his approach to travel has become more relaxed. “I’ve recently embraced a more flaneur-style of travel, wandering without a strict plan and even taking the time to urban sketch my surroundings. It has shifted from ‘checking off must-visit spots’ to simply being present and enjoying the moment,\" said the son of local celebrity couple Xiang Yun and Edmund Chen. Seeing artifacts and paintings in person after studying them back in Singapore is an incredible experience. Plus, they’re also versatile enough to pair with most outfits.” In addition, he added that a waterproof raincoat would also be good to have, especially if you need to get from one place to another quickly. But from chic suits at Saville Row – think James Bond – to avant-garde brands like Alexander McQueen and Vivienne Westwood, London can be a haven for fashion enthusiasts in the know. Albanese's Labor party won a majority at the last federal election in 2022, but most recent opinion polls show the party neck-and-neck with the opposition Liberal-National coalition when votes from smaller parties are redistributed. \"Our government has chosen to face global challenges the Australian way – helping people under cost-of-living pressure, while building for the future,\" he told a press conference. \"Because of the strength and resilience that our people have shown, Australia is turning the corner. Now on 3 May, you choose the way forward.\" Albanese earlier in the morning met the country's governor-general Sam Mostyn to seek permission to call a nationwide federal election. Under Australia's constitution, the prime minister must formally seek permission to call an election from the governor-general, who represents the head of state, Britain's King Charles. Three-year term limits mean Australia must go to the polls by May 17 at the latest to elect a new parliament. TIGHT CAMPAIGN Albanese has announced a slew of measures aimed at pleasing families and businesses in recent months, including tax cuts in Tuesday's budget, with the rising cost of living in the country set to dominate the campaign. A close-run election could mean no single party or coalition of parties will be able to form a government on its own, instead relying on smaller parties to command a majority in the country's lower house. Albanese, a long-time Labor lawmaker who grew up in government housing, came to power on a wave of personal popularity but has suffered from the rising cost of living and a steep rise in interest rates during his tenure.       • "content": "Archaeologists have discovered the large limestone burial chamber of an unidentified ancient Egyptian pharaoh near the city of Abydos dating to about 3,600 years ago during a chaotic period in Egypt's history. The discovery of the tomb seven meters (23 feet) underground at the ancient necropolis of Anubis Mountain was announced by University of Pennsylvania Museum and Egyptian archaeologists. It marked the second discovery announced this year of a tomb of an ancient Egyptian king. The burial chamber discovered in January at Abydos, an important city in ancient Egypt located about 10 km (6 miles) from the Nile River, was bare - apparently long ago plundered by grave robbers. The name of the king once buried inside was originally recorded in hieroglyphic texts on plastered brickwork at the chamber's entrance alongside painted scenes showing the sister goddesses Isis and Nephthys. \"His name was in the inscriptions but does not survive the depredations of ancient tomb robbers. Some candidates include kings named Senaiib and Paentjeni who we know from monuments at Abydos - they ruled in this era - but whose tombs have not been found,\" University of Pennsylvania Egyptian archaeology professor Josef Wegner, one of the leaders of the excavation work, said on Thursday. In addition to the decorated entryway, the burial chamber featured a series of other rooms capped by five-meter (16-foot) high vaults fashioned from mudbrick. The tomb dates to a time known as the Second Intermediate Period that ran from 1640 BC to 1540 BC and bridged the Middle Kingdom and New Kingdom eras when Egyptian pharaohs were among the most powerful figures in the region. \"The political history of the era is fascinating and not fully understood, a kind of 'warring states' period that ultimately gave birth to Egypt's New Kingdom,\" said Wegner, curator of the Penn museum's Egyptian section. Among these was the Abydos Dynasty, which was a series of kings who ruled part of Upper Egypt - the southern portion of the Egyptian realm. \"Egypt was fragmented with as many as four rival kingdoms, including the Hyksos of the Nile Delta,\" said Wegner. \"The Abydos Dynasty was one of these. How it broke apart and then was reunified includes important questions of social, political and technological change.\" The tomb of the unidentified king is built inside the larger tomb complex of an earlier and powerful pharaoh named Neferhotep I. Its architecture shows connections with earlier Middle Kingdom and later Second Intermediate Period royal tombs, Wegner said. \"It seems to be the largest and earliest of the Abydos Dynasty group. There may be others in this same area next to the tomb of Neferhotep I,\" Wegner said. Wegner's team previously uncovered the tomb of another Abydos Dynasty ruler named Seneb-Kay in 2014. \"The new king's tomb is likely a predecessor of Seneb-Kay. There are others in the area. Work in royal cemeteries is slow and painstaking, so it takes a while for results,\" Wegner said. The excavations are ongoing. The Second Intermediate Period began almost a millennium after the construction of the towering Giza pyramids outside Cairo that held the tombs of certain Old Kingdom pharaohs. Many New Kingdom pharaohs were buried in the Valley of the Kings near Luxor, including Tutankhamun - popularly known as King Tut - whose 14th century BC tomb and its full contents were unearthed in 1922. Egypt's Ministry of Tourism and Antiquities announced on February 18 that a joint Egyptian-British archaeological team had identified an ancient tomb near Luxor dating to the 15th century BC as that of New Kingdom pharaoh Thutmose II.",

      • "content": "ANDONG: Wildfires in South Korea are now the largest and deadliest on record, having burned more forest and killed more people than any previous blaze, officials said Thursday, as the death toll hit 27. More than a dozen fires broke out over the weekend, scorching wide swathes of the southeast and forcing around 37,000 people to flee, with the fire cutting off roads and downing communications lines as residents escaped in panic. South Korea’s Ministry of Interior and Safety said that 27 people had been killed and dozens more injured, with the toll likely to rise. It is the highest number of deaths since the Korea Forest Service started records for wildfires in 1987. More than 35,000 hectares (86,500 acres) of forest have been burned, Lee Han-kyung, disaster and safety division chief said, adding that the fire was still spreading “rapidly”. “I don’t know how to describe it. My heart feels like it’s going to burst even now speaking about it,” said Kim Mi-ja, an 84-year-old Andong resident whose home was burnt down. The extent of damage makes it South Korea’s largest ever wildfire, after an inferno in April 2000 that scorched 23,913 hectares across the east coast. Authorities said changing wind patterns and dry weather had revealed the limitations of conventional firefighting methods. “I didn’t have the strength to put the fire out,” said resident Lee Sung-gu. “I didn’t have the courage to do it, I could only just watch,” the 79-year-old told AFP, describing how all houses in the area were destroyed. Many of those killed were residents — in particular the elderly. At least three firefighters were killed, and a pilot in a firefighting helicopter died when his aircraft crashed in a mountain area, officials said. Last year was South Korea’s hottest year on record, although temperatures in the months running up to the blaze had been colder than last year, and in line with the country’s 30-year average, Korea Meteorological Administration data shows. But the fire-hit region had been experiencing unusually dry weather with below-average precipitation, authorities said. “This wildfire has once again exposed the harsh reality of a climate crisis unlike anything we’ve experienced before,” disaster chief Lee said. “The affected areas have seen only half the average rainfall, coupled with unusually strong winds, which have drastically accelerated the spread of the fire and intensified the damage,” he said. Some types of extreme weather have a well-established link with climate change, such as heatwaves or heavy rainfall. Other phenomena, such as forest fires, droughts, snowstorms and tropical storms can result from a combination of complex factors. Yeh Sang-Wook, professor of climatology at Seoul’s Hanyang University, told AFP that the lack of rainfall had dried out the land “creating favorable conditions for wildfires”. “We can’t say that it’s only due to climate change, but climate change is directly (and) indirectly affecting the changes we are experiencing now. This is a sheer fact.” But another expert, professor Hong Suk-hwan at Pusan National University’s Department of Landscape Architecture, said the country’s forest management practices also took some blame. South Korea has prioritized the preservation of large pine trees — packed with oily resin — above allowing a variety of deciduous trees to thrive, he said. “If a fire breaks out, would it spread more easily on wet paper or on dry paper soaked in oil? Our forests are essentially covered in oil-soaked paper, creating an environment where wildfires can spread at an alarming speed,” he told AFP. Were South Korea to have cultivated more deciduous trees in a natural mixed forest it “would slow wildfire spread and prevent it from escalating”. A 200-year-old pine tree at Bongjeongsa temple in Andong — the oldest wooden structure in South Korea and a UNESCO-listed site — was cut down in a bid to preserve the temple itself. “We had no choice but to cut it down ... The fire is spreading rapidly from one pine tree to another,” the chief monk said. At UNESCO-listed Byeongsan Seowon, a former Confucian academy, AFP reporters saw a hazy sky, with fire trucks spraying water and fire retardants onto the historic site in a desperate bid to save it. “We are spraying three tons of water every day,” Lee Seung-myung from the Andong fire department told AFP. Choi Young-ho, a firefighter at the heritage site, said that they were at the mercy of the wind. “If there is a strong wind, it will carry flames from afar — a very worrisome situation,” he said. McIlroy, who won the Players two weeks ago after taking the Pebble Beach crown last month, is making his first Houston trip in 11 years and playing the course for the first time. “It has been a great start to the season for me and I want to continue it,” McIlroy said. But the 35-year-old from Northern Ireland visited Augusta National this week to start preparations for the Masters, the only major title he needs to complete a career Grand Slam. “I use those trips just to refamiliarize myself with the place, clubs off tees, looking to see if they changed any greens,” McIlroy said. “There are four greens that are new this year that they’ve redone. You have a look at those and see if there’s any new hole positions they give you, stuff like that. “Honestly for me, it’s nice to play a practice round without people around and it sort of takes the pressure off the start of the (Masters) week for me.” His time in Houston, however, is about competing and trying to add another title to his season before his quest for a green jacket resumes. “I just want to get a card in my hand and shoot scores and hopefully get myself in contention and try to win another golf tournament,” McIlroy said. “It’s not as if I’m playing here this week and thinking about two weeks’ time. I’m here, I’m in the present, I’m trying to do my best this week and trying to win this golf tournament.” Repeated shotmaking under tournament pressure is on McIlroy’s mind. “I want to keep playing well, so I think every round you play where you see good things you’re filling up that confidence bucket a little bit, so I want to see that,” he said. “It was great to get a win a couple weeks ago but I still feel I could have played a lot better. I tried to poke holes in a lot of my game last week and think about things I could do better, and there were definitely things that I could work on. “It’s a good opportunity to go out and see if some of the work I did at home and I’m continuing to do here... is all going in the right direction.” Scheffler feeling good Scheffler was the runner-up in Houston last year, a season in which he won nine titles include Olympic gold and his second Masters title. But Scheffler missed the first month of this season with a hand injury and is only now getting back to normal form. “Feeling pretty good. He finds Houston’s Memorial Park course a worthy place to prepare for the challenge of winning a third Masters in four seasons. “With it being rye grass in the fairways now I think definitely improves the prep for the Masters, it’s a similar grass to what we see at Augusta,” Scheffler said. “It’s also a big golf course. You’ve got to hit it far out here, so there is definitely some similarities and good preparation between here and Augusta.” Like McIlroy, however, Scheffler is concentrating on winning this week before trying for another major win. “I try to focus as much as I can on the tournament at hand,” he said. “I think in the back of your mind at all times the majors are always kind of there... so when you’re here with the Masters being only two weeks away, it’s very easy for us to look ahead. The response came with London locked in talks with Washington over potentially securing a post-Brexit trade deal. “We’re not at the moment in a position where we want to do anything to escalate these trade wars,” Reeves told Sky News. “We are looking to secure a better trading relationship with the United States,” she told the broadcaster, adding that the Labor government was “in extensive talks” with the Trump administration over securing a trade deal. Trump on Wednesday announced steep tariffs on the auto sector, provoking threats of retaliation from trading partners ahead of further promised trade levies next week. “What we’re going to be doing is a 25 percent tariff on all cars that are not made in the United States,” Trump said, as he signed the order in the Oval Office. The duties take effect at 12:01 am on April 3 and impact foreign-made cars and light trucks. Key automobile parts will also be hit within the month. The UK trade body for the auto sector urged the United States and Britain to strike a deal that avoids Trump’s “disappointing” tariffs on foreign-made cars. “The industry urges both sides to come together immediately and strike a deal that works for all,” Mike Hawes, chief executive at the Society of Motor Manufacturers and Traders, said in a statement late Wednesday. “The UK and US auto industries have a long-standing and productive relationship, with US consumers enjoying vehicles built in Britain by some iconic brands, while thousands of UK motorists buy cars made in America,” Hawes noted. He said that “rather than imposing additional tariffs, we should explore ways in which opportunities for both British and American manufacturers can be created as part of a mutually beneficial relationship, benefitting consumers and creating jobs and growth across the Atlantic.” Britain’s car-making industry is dominated by foreign players, including Nissan, Peugeot-owner Stellantis and BMW which makes the Mini. The majority of their UK-produced vehicles are for export, mostly to the European Union.       • "content": "SYDNEY: At last week’s Raisina Dialogue in New Delhi, the Philippines’ Armed Forces Chief didn’t mince words, calling on India and South Korea to join an Indo-Pacific “squad” to push back against China’s aggressive tactics in the South China Sea. But while Manila hardens its security posture, it’s also receiving more development money from Beijing than ever before. So, what gives? For most of the past decade, the Philippines has been one of Southeast Asia’s most cautious players when it comes to Chinese development finance, even as its infrastructure, education and healthcare sectors cry out for investment. From 2015 to 2022, China accounted for just 1 per cent of total official development finance to the country, the lowest share among Southeast Asian nations. Unlike neighbours such as Laos or Cambodia, Manila has long preferred traditional partners including Japan, the Asian Development Bank and the World Bank. RODRIGO DUTERTE STEERED CLOSER TO CHINA But as president, Rodrigo Duterte sought to flip the script. Elected in 2016, Duterte cast aside decades of wariness and steered the Philippines closer to China, hoping to trade diplomacy for development. In just six years, he signed more than US$28 billion in aid commitments with Beijing, more than triple Japan’s total over the same period. At the height of this pivot, Chinese development finance made up 40 per cent of all new aid commitments to the country. It could have marked a turning point. Yet, in practice, the grand promises of China-backed megaprojects faltered, mostly because Filipino society and institutions pushed back. Concerns over environmental impacts, governance standards and sovereignty fuelled resistance to Chinese projects. And with the South China Sea dispute simmering in the background, public trust in Beijing remained low. Despite the flashy numbers, only 1.5 per cent of China’s promised funds were ever delivered – the lowest in ASEAN – largely due to prolonged negotiations and concerns over several megaprojects. This gap between promise and delivery highlights something crucial: Development finance isn’t just about the supply of the money, it’s about trust, capacity, and choice – which together form demand. In our latest Lowy Institute Analysis, Hedging Bets: Southeast Asia’s Approach to China’s Aid, we identify three distinct Southeast Asian modes of engagement with Chinese development finance: Constrained, restrained, and opportunistic. The Philippines straddles the line between restrained and carefully opportunistic, actively diversifying its development partners to avoid overreliance on China, especially amid ongoing territorial disputes, but also remaining cautiously open to Chinese funding when it aligns with interests. A SELECTIVE APPROACH UNDER FERDINAND MARCOS JR Under President Ferdinand Marcos Jr, the pendulum initially swung further away from Beijing. In 2022, his administration cancelled three major railway projects backed by China, citing implementation delays and rising tensions in the South China Sea, signalling a return towards a more defensive and restrained stance that echoed his strong public criticism of Beijing over the maritime disputes. But that’s not the full story. Preliminary data from the upcoming 2025 Lowy Institute Southeast Asia Aid Map shows Chinese disbursements have gradually increased under Marcos compared to his predecessor – albeit from a low base – driven by new China Eximbank infrastructure loans supporting Marcos’ “Build Better More” agenda, totalling around US$200 million so far, with more potentially on the horizon. This suggests the Marcos government is now cautiously steering towards a more selective, opportunistic approach: Carefully accepting Chinese funding when it fits the country’s needs, while pushing back hard on strategic and security issues. It’s a tightrope walk. As China becomes more assertive in the region and the West cuts back on global aid spending, the Philippines finds itself with fewer alternatives. Manila wants to assert its sovereignty, but it also needs roads, bridges and power plants. Pragmatism, not ideology, is driving development finance decisions. The Philippines’ future will hinge on its ability to continue walking this fine line: Benefiting from China’s development support without being boxed in by Beijing’s strategic agenda. That’s no easy task. But in a region increasingly defined by economic opportunity and geopolitical tension, it may be the only option left.       • "content": "SINGAPORE: Singaporeans often lament the prevalence of bad drivers on our roads, but how often do we reflect on our own behaviour as pedestrians? In November 2024, dashcam footage that went viral showed a woman looking at her phone and crossing a large intersection, when the light was green for vehicles. The clip captured the car barrelling into the woman, causing her to tumble to the ground. In September 2023, a pedestrian was charged in court for injuring a motorcyclist while dashing across the road to catch a bus. The pedestrian was jaywalking, and his backpack struck the motorcyclist, who fell off his vehicle and sustained three fractures. In accidents involving jaywalkers, it is easy to point fingers and blame reckless drivers or inattentive pedestrians. But better infrastructure is needed to enhance safety for all road users. CURRENT STREET DESIGNS MAY INTRODUCE CONFLICT Infrastructure can improve road safety in two ways: By reducing the conflict points between pedestrians and on-road vehicles, and reducing the severity of accidents. For example, Orchard Road is a bustling pedestrian hub with many activities taking place on both sides of the road, increasing pedestrians’ need to cross the road often. At the same time, it serves as an arterial road with a large volume of passing traffic. This naturally leads to more interactions between pedestrians and vehicles. The current solutions for pedestrians are underpasses at busy junctions and signalised crossings with long waiting times. However, underpasses may not be accessible to individuals with mobility challenges, and the long waiting times at crossings may encourage jaywalking. Converting Orchard Road into a pedestrian-friendly street and diverting traffic to other roads are likely to address such conflicts. A plan to pedestrianise a 500m stretch of Orchard Road is already underway. Other examples of roads that have widened walking and cycling spaces are Bencoolen Street and a stretch of Woodlands Ring Road. However, such conversions of Singapore roads are time-consuming and resource-intensive. Meticulous plans and multiple trials are required before an infrastructural overhaul. Therefore, these projects take years to complete and currently only take place on a small scale. Other easier-to-implement solutions could also be adopted, for instance providing more proper crossings at busy locations such as bus stops, food courts, schools and recreational areas. Pedestrian bridges or more frequent signalised crossings could also serve as interim measures while larger projects are underway. TRAFFIC CALMING MEASURES It might be unrealistic to expect the number of conflict points between pedestrians and vehicles to be reduced to zero, especially in densely populated residential areas with more children and elderly residents. With activities taking place in HDB void decks, parks, and playgrounds, residents may cross the road outside of marked crossings, which make their movements unpredictable. Dual-lane straight roads are more commonly found in residential neighbourhoods, which can pose higher risks to residents. Such road designs, while efficient for vehicular traffic, may inadvertently prioritise speed over safety. In these cases, traffic calming measures could significantly reduce the magnitude of conflicts and the severity of potential accidents. In Singapore’s Silver Zones – residential areas with a high population of seniors – traffic features include narrowed lanes, deliberate curves and raised humps. These features are effective in slowing vehicles down and improving driver attentiveness. Though the Land Transport Authority aims to establish 50 Silver Zones by 2025, these designs are currently not implemented on a universal scale. With careful planning, such infrastructure could be standardised on most local residential streets. ROAD SAFETY IS A SHARED RESPONSIBILITY In traffic accidents, drivers often bear more liability than pedestrians because motorists have a duty of care to other road users. Well-designed infrastructure can reduce the burden on drivers while keeping pedestrians safe at the same time. Community engagement plays a vital role in fostering road safety. Educational workshops, feedback forums, and collaboration between urban planners and local residents can ensure that infrastructure projects address the specific needs of each community. While education campaigns can enhance awareness and encourage responsible behaviour, they cannot entirely prevent risks. Infrastructure solutions, including traffic calming measures and pedestrian-friendly designs, are essential to complement educational efforts. Achieving safer roads requires collective action from individuals, communities and governing bodies.
