The Private Economy Promotion Law will take effect from May 20 and includes provisions on fair competition, access to investment and financing and rights protections. The new law \"will further optimise the development environment for private businesses, ensure fair market competition among all types of economic entities, promote the healthy growth of both the private economy and private entrepreneurs\", Xinhua said. It consists of nine chapters and 78 articles, including fair competition, investment and financing promotion, technological innovation, and rights protection, it added. A senior researcher at a Beijing think tank told South China Morning Post that the law would also prevent local authorities from unfairly targeting private businesses. “In the past two years, the business community has responded strongly to profit-seeking law enforcement and officers going beyond their jurisdiction to collect fines or seize assets,” said Tang Dajie, a senior researcher with the China Enterprise Institute think tank. “The law will restrict the law enforcement power of the public security department and promote strict, standardized, fair and civilized law enforcement.” China's top prosecutors have earlier also promised to give more legal protection to private businesses, pledging to crack down on illegal investigations targeting the sector. Du Xueyi, head of economic crime prosecution under the Supreme People’s Procuratorate, reportedly said in February that Beijing would “resolutely correct profit-driven illegal law enforcement, such as illegal case filings, involvement in economic disputes, cross-regional arrests, and unlawful sealing, confiscation or freezing of assets”. The government has in recent months unveiled a raft of measures to support the depressed private firms and the economy, which has been reeling from weak domestic consumption and a destabilising debt crisis in the property sector. And I know that's boring, but Les is of the same ilk, so you're going to get the same thing for the next few years as well.\" Schmidt said this season he would continue to prioritise players who have committed their future to Australian rugby in his selections. That could put a question mark over the inclusion for the Lions series of flyhalf Noah Lolesio as well as loose forwards Tom Hooper, Langi Gleeson and Rob Leota - all of whom will move abroad at the end of the season. \"Clarity is that we'll prioritise them, but clarity is also that nobody is out of the mix,\" Schmidt said. \"And so if there is someone (who) is clearly outplaying his opponents, as far as selection is concerned for the squad ... then we know how tough the Lions are going to be. \"We know how deep they're going to go in really experienced, athletic and combative players. The visit by the industry ministry officials follows a trip to Washington by Minister Ahn Duk-geun last week and Finance Minister Choi Sang-mok, where the countries agreed to craft a trade package aimed at removing new U.S. tariffs that are set to take effect on July 8 after a pause. South Korean officials have said the two sides are not yet in formal negotiations but are laying the groundwork for talks that will likely continue after the country holds a presidential election on June 3 and a new government takes office. U.S. Treasury Secretary Scott Bessent said on Tuesday some trade partners are \"much more keen to come to the table, get this done, and then go home and campaign on it,\" when asked about how domestic factors could influence the talks. Faced with questions about Bessent's comments, Choi said South Korea was not rushing to strike a deal and discussions at a working level \"are moving very slowly,\" adding Bessent's comments were likely not specifically about South Korea. South Korea said it has requested exemptions from reciprocal tariffs and import duties on autos and steel and other items, and offered cooperation on shipbuilding and energy and in addressing trade imbalances. Vice Industry Minister Park Sung-taek said this week that there was work to be done on the American side to remove red tape to allow discussions on shipbuilding to move forward, such as resolving the restrictions under the U.S. Jones Act that require goods moved between U.S. ports to be carried by ships built domestically. \"So we are conveying this to the U.S. and expect to discuss them intensively going forward,\" Park told parliament.       • "content": "HONG KONG: Stocks started limply on Wednesday (Apr 30) as investors struggled to match Wall Street's rally, with data showing Chinese factory activity contracted this month at its fastest pace for nearly two years as United States President Donald Trump's trade war kicked in. While markets have recovered some of the losses suffered after Trump's \"Liberation Day\" tariffs announcement on Apr 2, uncertainty still rules as countries look to cut deals to avert the worst of Washington's ire. China has pointedly not flown to the US in a bid to pare back the levies of up to 145 per cent imposed on its goods , instead hitting back with 125 per cent tolls of its own . But the effect of the measures began to shine through in April, with data on Wednesday showing manufacturing activity contracted at its fastest pace since July 2023 - a month after expanding at its quickest rate for 12 months. That came after Chinese exports soared more than 12 per cent last month as businesses rushed to get ahead of the swingeing tariffs. And observers fear things will only worsen. \"The weak manufacturing PMI in April is driven by the trade war,\" Zhiwei Zhang, president and chief economist at Pinpoint Asset Management, wrote in a note. \"The macro data in China and the US will weaken further ... as the trade policy uncertainty delays business decisions,\" he added. Shares fell in Hong Kong and Shanghai, while they were also off in Seoul, Wellington and Jakarta. Tokyo rose thanks to a surge in Sony fuelled by a report that it is considering spinning off its chip unit, raising expectations that such a move would unlock value in the Japanese entertainment and electronics company. Sydney, Singapore, Taipei and Manila also edged up. Equities have clawed back a lot of the huge losses suffered at the start of the month as Trump has shown a little more flexibility on some issues and as governments hold talks with Washington. US Commerce Secretary Howard Lutnick said he had reached a deal with a country but did not name it, while Treasury Secretary Scott Bessent said progress had been made with India, South Korea and Japan.       • "content": "BANGKOK: A month after an unfinished 30-storey skyscraper toppled following a 7.7-magnitude earthquake in neighbouring Myanmar, investigations into the cause of the collapse are still ongoing. The building, which was supposed to house the new headquarters of Thailand’s State Audit Office (SAO) in the north of Bangkok, crumbled in seconds on March 28, burying 103 workers on site. Thai officials have been working round the clock for the past month, using heavy machinery to dig into the mountain of rubble. At least 63 bodies have been found and the rest are unaccounted for, feared still buried under the debris. The disaster zone has also become a crime scene as officials investigate why the high-rise was the only building in Bangkok to have collapsed. Local authorities who have finished examining other buildings in the capital found that while there were damages such as cracks to several structures, the SAO tower remains the only one that could not withstand the earthquake. Investigation efforts are focusing on the rubble for materials involved in constructing the collapsed structure, including tens of thousands of tons of concrete and steel rods. QUALITY OF CONSTRUCTION MATERIALS One firm under scrutiny is Xin Ke Yuan Steel, which manufactured the building’s steel bars. Initial tests by the Iron and Steel Institute of Thailand found that the company’s steel samples failed to meet safety standards, said local media. In addition, its factory in Rayong was ordered shut in December 2024 for safety violations related to a separate incident. The steel bars from the collapsed site are currently undergoing further testing, said authorities. The building’s elevator shafts are another area of concern. Government-appointed investigators believe the walls were constructed thinner than initially planned, according to local media. Thai authorities suggested that may have weakened the structural integrity of the building, contributing to factors leading it to give way during the earthquake. CONSTRUCTION FIRM HAD PRIOR ISSUES The tower was a joint-venture between Italian-Thai Development – a long-standing Thai construction company – and China Railway No. 10, a subsidiary of Chinese state-owned China Railway, a group behind many large-scale infrastructure projects in China and abroad. China Railway No. 10’s organisational structure had three Thai nationals holding a majority of the company's shares while a Chinese executive held the remaining 49 per cent. Thai laws require Thai nationals to hold a majority of shares for a company to avoid being classified as a foreign company. Law enforcement officials have arrested the three Thai nationals and the Chinese man, who they named as Zhang Chuangling. He was charged on suspicions of using Thai nationals as shareholders in name only. Zhang is currently out on bail, but not the other three, according to local media. A Thai anti-corruption watchdog which had previously monitored the collapsed building project said it had observed several problems. The group described various issues, including a constant lack of supervising engineers and multiple delays, as well as running behind schedule on its progress. “In January 2025, we confirmed once again that if conditions remained the same, it would be impossible to rush for completion by August,” said Mana Nimitmongkol, chairman of the Anti-Corruption Organisation of Thailand. “And if they managed to do it, it would have meant severely cutting corners in the construction process. It might not meet engineering standards.” The anti-corruption watchdog had earlier flagged irregularities in the tower’s construction to authorities after building works had already begun. Mana added the SAO management considered terminating the construction contract and blacklist the contractors from future government work but decided to continue. The government set up a fact-finding committee a week after the incident to investigate what caused the building to collapse. They are expected to reveal their findings in about two months from the convening of the committee. NEED FOR PUBLIC ACCOUNTABILITY Thai legislator Surachet Pravinvongvuth, who is chairing a parliamentary committee on how state funds are used, said it is ironic that SAO - which examines government finances and accounts - is being evasive about being audited. Surachet, who wants the government’s fact-finding group to bring in clarity, said the public should demand concrete details about what they will deliver in these 90 days. “Beyond this issue, there is also the matter of public responsibility. Because this agency is an independent organisation that is different from regular state agencies, we do not really see much connection with the public or readiness to explain things to society,” he said. Thailand’s Prime Minister Paetongtarn Shinawatra on April 18 criticised the slow progress of the investigation. She also called out the SAO for not coming forward enough to assist in the probe. “We ask for cooperation (from the relevant parties)... the SAO’s documents including the committee’s findings from January 2025 of possible contractual violations but non-cancellation of the project,” she said. “We must find all evidence and cause to hold those responsible for the loss of lives.”",

      • "content": "If there’s a more entertaining superhero film this year, I’ll book myself on an all-expenses trip to ‘The Void’ (no, not the dumping ground for reject mutants, superheroes shown in ‘Deadpool & Wolverine’ but the supervillain in ‘Thunderbolts*). It is directed by Jake Schreier, whose approach was to deploy cinematic winks with ironic dialogues, and it stars Florence Pugh in the lead as Yelena Belova aka the White Widow, a trained assassin to come out of the Red Room program, and Marvel’s replacement of the Black Widow (Played by Natasha Romanoff). After the death of her sister, Yelena is consumed by emptiness and working for the CIA, mindlessly clocking in and clocking out, completing her missions which she calls “the cleaning business” without purpose. It isn’t necessarily a bad thing for a film that can be obnoxious and simultaneously very funny, and Thunderbolts* is frequently hilarious. Mark my words, the film is going to go huge at the box office. Why, you ask? Because cinemagoers will be forgiven for suffering from superhero fatigue of late, with outings such as Captain America: Brave New World, Venom: The Last Dance, and Kraven the Hunter, failing to match spectacle with anything vaguely approaching substance. A post shared by Marvel Studios (@marvelstudios) This latest offering from the MCU is a little different, focusing on a gang of misfits, who make for an entertaining, if explosive movie squad act. They have plenty in common: they are an ensemble of reformed Marvel anti-heroes, people who’ve been accused of contract killings, robbing government labs, being shadow ops and assassins, put together on a deadly mission. But their differences – slashed, stabbed and punched out in close combat followed by a funny ride in a red limo - is what gives the film its juice. And by juice, I mean both blood and life, the gore and the risque rags. Thunderbolts* may be frontloaded with visual fireworks that neatly meld the practical and the virtual, but it is the likable interplay between its down-to-earth characters that gives the film oomph, making it more than just a Suicide Squad-style romp. Rising star Lewis Pullman is excellently cast as Bob aka Sentry, whose alter ego Void, the invincible supervillain completely shrouded in darkness, can turn people into shadows. Wyatt Russell is cast as John Walker, the Junior Varsity Captain America (pun intended), who was fired after he murdered an unarmed insurgent in The Falcon and The Winter Soldier. Then there’s Ant-Man and The Wasp’s villain Ghost played by Hannah John-Kamen, and the most sanest among them Bucky Barnes, essayed by the charming Sebastian Stan, leading their redemption journey, whose deadly prosthetic arm is no match in front of our new supervillain. Meanwhile, spiralling CG visuals intertwine with sinewy camera moves, ensuring that our eyeballs keep spinning even as our heartstrings are gently plucked. The movie arrives after a string of duds in the Marvel Cinematic Universe, attempting to revamp the course of this superhero phase, and Thunderbolts* definitely gets the job done. In the goofy exchanges between Yelena and Alexei, the film is already one of the most entertaining Marvel pictures in a long time. After Thanos’ snap which wiped out half of humanity and the submerging of a Celestial being in the Indian Ocean to the discovery of Adamantium, a metal more powerful than Vibranium, we’re now introduced to the ultimate Void or as Yelena calls it interconnected “shame rooms”, created by Bob’s supervillain, which needs the entire New York saving from his dark shadow. It’s also at the very end, when the picture trades its focus on exquisite, thrillingly executed fight sequences for a battle between a bunch of special effects, that this exhilarating blend of genres shines the most. Although it often feels as though barely a month passes without another comic book movie puffed as a new pinnacle of achievement for the superhero genre, it’s vanishingly rare for a film to actually deserve its hype. But Thunderbolts* does so, and more. Director Jake Schreier is canny enough to realise that the key to success with an effects-driven, eye-popping extravaganza is not the CGI spectacle, it’s the basic stuff. Textured characters. Funny and combat-fuelled friendships. And electrifyingly badass fight choreography. There’s a slapstick quality to the action scenes that fits the film’s comedic tone, with city-folding moments of surreality comparable to Christopher Nolan’s Inception; yet it wears its digital accomplishment a bit more lightly. This is, first and foremost, fun – and it wouldn’t be half as much fun were it not for the boisterous limo ride, the cucumber joke, the taco pun, and more hilarious tricks that drive the film. It’s a tremendously engaging and likable superhero ride, in which the classiest of casts show they know exactly where to take it seriously – and where to inject the fun. President Donald Trump ordered the intensification of US strikes on Yemen last month, with his administration saying it will continue assaulting Iran-backed Houthi rebels until they stop attacking Red Sea shipping. Britain and the US have also previously conducted joint operations and strikes in Yemen . The British statement said intelligence analysis identified a cluster of buildings located some 24km south of Yemen's capital Sanaa that were used by the Houthis to manufacture drones of the type used to attack ships in the Red Sea and Gulf of Aden. It did not mention details about any casualties. The strike was conducted after dark, when the likelihood of any civilians being in the area was reduced, the British statement said, adding that its aircraft returned safely. There was no immediate US military comment. Houthi-controlled television said on Monday that a US airstrike killed 68 people after striking a detention centre for African migrants in Yemen. A US defence official, speaking on condition of anonymity, said on Monday the US military was aware of claims of civilian casualties and was conducting its assessment. Recent US strikes have killed dozens, including 74 at an oil terminal in mid-April in what was the deadliest strike in Yemen under Trump so far, according to the Houthi-run health ministry. Rights advocates have raised concerns about civilian killings. The historic anniversary commemorates the first act of the country's reunification on Apr 30, 1975, when Communist-run North Vietnam seized Saigon, the capital of the US-backed South, renamed Ho Chi Minh City shortly after the war in honour of the North's founding leader. \"It was a victory of justice over tyranny,\" Vietnam's communist party chief and the country's top leader To Lam said on Wednesday, citing one of Ho Chi Minh's mottos: \"Vietnam is one, the Vietnamese people are one. Rivers may dry up, mountains may erode, but that truth will never change.\" The victory, about two years after Washington withdrew its last combat troops from the country, marked the end of a 20-year conflict that killed some 3 million Vietnamese and nearly 60,000 Americans, many of them young soldiers conscripted into the military. \"Communist troops rolled into the South Vietnamese capital virtually unopposed, to the great relief of the population which had feared a bloody last-minute battle,\" said a cable from one of the Reuters reporters in the city on the day it fell. The cable described the victorious army as made up of \"formidably armed\" troops in jungle green fatigues but also of barefoot teenagers. The fall of Saigon was seared into many memories by the images of US helicopters evacuating some 7,000 people, many of them Vietnamese, as North Vietnamese tanks closed in. The final flight took off from the roof of the US embassy at 7.53am (8.53am, Singapore time) on Apr 30, carrying the last US Marines out of Saigon. The formal reunification of Vietnam was completed a year later, 22 years after the country had been split in two following the end of French colonial rule. Vietnam and the United States normalised diplomatic relations in 1995 and deepened ties in 2023 during a visit to Hanoi by former US President Joe Biden . But that bond is now being tested by the threat of crippling 46 per cent tariffs on Vietnamese goods that Biden's successor, Donald Trump, announced in April.       • "content": "Tonight at LlamaCon, Meta's first inaugural AI developer conference, an interview between Meta CEO Mark Zuckerberg and Microsoft CEO Satya Nadella revealed just how much of their products' code is written by AI. During the closing keynote for LlamaCon , Zuckerberg asked Nadella how much code within Microsoft is now written by AI. Nadella's response? \"Maybe 20 to 30 percent of the code that is inside of our repos today, and some of our projects, are probably all written by [AI] software.\" But when Nadella flipped the question back to Zuckerberg, his estimate for Meta's near future was even higher. Zuckerberg said he didn't have the current numbers off the top of his head, but that \"our bet is sort of that in the next year... maybe half the development is going to be done by AI as opposed to people, and that will kind of increase from there.\" Based on the exchange, it's not entirely clear if Zuckerberg was referring to Llama specifically or Meta overall. Regardless, that sounds like a big number for a technology that still feels very nascent to the public at large. However, in the tech world, the impressive coding abilities of AI models are being aggressively utilized to generate new code for those same AI models. For context, Google CEO Sundar Pichai recently revealed that AI generates about a quarter of the company's code (per Engadget ). Typically, AI is used to increase human programmers' productivity, sometimes dramatically so, rather than replacing humans entirely. Later, as the conversation turned towards agentic systems automating more of their respective businesses, Zuckerberg predicted \"every engineer is effectively gonna end up being more of like a tech lead\" where they each have \"their own little army of agents that they work with.\" The keynote spanned from the technical, like the current state of agentic AI, to the philosophical, when Nadella called for new ways of measuring AI progress. For instance, he wondered what it would take for AI technology to grow the GDP of the developing world by 10 percent? As two of the most powerful tech leaders in the world, Zuckerberg and Nadella have strong beliefs in AI's potential and big, global plans to see them through. Nadella was an interesting choice as the interviewee of the LlamaCon keynote. As the leader of Microsoft, Nadella is heavily intertwined with OpenAI, one of Meta's chief rivals. Disclosure: Ziff Davis, Mashable’s parent company, in April filed a lawsuit against OpenAI, alleging it infringed Ziff Davis copyrights in training and operating its AI systems.",
