Zhao, nicknamed 'The Cyclone', was blowing at full force as he won four of the first five frames to move 15-7 ahead. With the title within reach, Zhao was made to wait a few hours longer as Williams took the final to the evening session. When the action resumed, Williams showed his mettle, winning the opening frame with a 101 break. He took the second comfortably, made it three in a row with another century break and capitalised on a fortuitous red to win the fourth. Zhao could have crumbled as the pressure mounted, but after Williams missed an easy red, the Chinese star seized his chance. His ice-cool 87 break sealed the title and he held a China flag aloft in delight to acknowledge the acclaim of the crowd. China now has reigning male and female champions after Bai Yulu won the 2024 World Women's Snooker Championship. Zhao admitted to have mixed feelings after beating his \"idol\" O'Sullivan in the semi-finals. But he had no such qualms about finishing off Williams. Examinations at the Academy are supervised by a Ministry of Endowments and Islamic Affairs team, which includes three examination committees as well as administrative and technical supervisors. During his inspection visit, Muaath Alqassmi, member of the competition's organizing committee and head of the guidance and counseling section at the Department of Da'wah and Religious Guidance, stressed the Ministry's commitment to holding this competition regularly and in the best form possible. Alqassmi added that what sets this edition apart is its inclusion of preschool and kindergarten levels, stemming from the Awqaf Ministry's keen interest in the Holy Quran, encouraging students of all age-groups to memorize it. In turn, School Principal of Al Maha Academy for Boys, Shuja Uddin, pointed to his school's large turnout in the current edition of the school Holy Quran memorization competition, saying that this is thanks to the school administration's efforts to instill Islamic values in students and encourage their participation in the competition, having contacted their parents directly for that purpose.       • "content": "<p>Damascus: Syrian state television officially relaunched on Monday with a trial broadcast almost five months after the ouster of longtime ruler Bashar Al Assad and following delays blamed on sanctions and dilapidated equipment.</p><p>After Syria&#39;s new authorities took power in December, state media and other television channels, radio stations and outlets affiliated with Assad&#39;s government suspended broadcasting and publishing.</p><p>At 5:00 pm (1400 GMT) on Monday, a presenter appeared on television screens, welcoming viewers and announcing the start of a test broadcast of Syria&#39;s Alekhbariah television channel from Damascus via two satellite providers.</p><p>The channel showcased its new branding and broadcast images of Damascus and Ummayad Square, where the Public Authority for Radio and Television headquarters are located, as well as images of correspondents across the country.</p><p>&quot;Today, the first official television channel has launched,&quot; said new authority chief Alaa Bersilo, vowing it would be &quot;a mediator between the state and society&quot;.</p><p>He said broadcasting was delayed several times &quot;due to television infrastructure&quot; and &quot;sanctions on the former regime which impacted satellite broadcast efforts&quot;.</p><p>The channel&#39;s director Jamil Srur said: &quot;We were keen on Alekhbariah being fit for the new Syria, and this is what delayed its launch&quot;.</p><p>In a post on X, Information Minister Hamza al-Mustafa called the launch &quot;a very emotional moment&quot;, expressing hope that the channel would be help rebuild the national media and be a model for &quot;rebuilding trust&quot; with Syrians.</p><p>After forces led by group Hayat Tahrir al-Sham (HTS) took Damascus on December 8 and announced Assad&#39;s overthrow, state news agency SANA stopped operating for more than a day before resuming with new staff.</p><p>But state television failed to keep up with fast-evolving events, at first broadcasting archive footage and later ceasing transmissions.</p><p>The new authorities have cracked down on outlets that were close to the ousted government, particularly Al-Watan daily and Sham FM radio.</p><p>Since Assad&#39;s fall, outlets in exile or in formerly opposition areas have come to prominence, and foreign journalists have flooded in.</p><p>Syria ranks 177 out of 180 countries and territories on the 2025 World Press Freedom Index published by the Paris-based Reporters Without Borders (RSF).</p>",

They accuse President John Mahama of violating the constitution by failing to follow due process, and say he is interfering in the independence of the judiciary. Gertrude Torkornoo was removed from her post last week pending investigations into her conduct - the first time a chief justice has been suspended in Ghana's history. Action was taken after the president said three people had sent petitions to him containing undisclosed allegations against Chief Justice Torkornoo. Monday's demonstration in Accra was led by the main opposition New Patriotic Party (NPP), who were in power when Chief Justice Torkornoo was appointed by then-president Nana Akufo-Addo two years ago. The NPP's national organiser Nana Boakye Yiadom told the BBC her treatment was politically motivated and an attack on democracy. Also taking part in the protests were three smaller opposition groups. The opposition's demands echo those made by the Ghana Bar Association last week. The grouping of top legal professionals said suspending the chief justice was unconstitutional and President Mahama must reverse it. But that view is not shared by all. A number of lawyers in the country argue it is within the president's power to act when there is evidence of misconduct by a public officer, no matter the position. This view is also backed by the president's supporters. By law, chief justices in Ghana enjoy security of tenure, which means that they remain in office until retirement. Yet Ghana's constitution does empower the president to appoint, suspend or even fire the chief justice where there is evidence of wrongdoing, including incompetence and misbehaviour. However some Ghanaians argue due process has not been followed in this instance. One protester, Serwaa Akoto, told the BBC: \"The judiciary is under attack and we want the right thing to be done. Why is he suspending the chief justice?\" Also at the protest was Charles Oteng, who told the BBC: \"We want to send a strong signal to the president. Yes, indeed, he has all the powers as a president, but the way he is attacking our judiciary is very alarming - and we the youth will not sit for him to do whatever he wants to do.\" Chief Justice Torkornoo is the third woman to hold the position in Ghana. Since winning power, Mahama's National Democratic Congress has stepped up accusations of bias in her rulings of high profile political cases, which she denies. Last week Gen Muhoozi Kainerugaba, who is also President Yoweri Museveni's son, confirmed that he had been holding Eddie Mutwe five days after his disappearance. The lawyer representing the bodyguard, whose real name is Edward Sebuufu, said his client had been tortured, telling the country's Daily Monitor newspaper that he was beaten using \"wires of electricity\". Magellan Kazibwe added that Mr Sebuufu was in \"great pain\" and had also faced the squeezing of his \"private parts\". Mr Kazibwe told reporters that Mr Sebuufu had faced electrocution and that his team were planning to take him to hospital. Rights groups have long accused the authorities of targeting the opposition especially during the run up to elections. As Mr Sebuufu was brought to court on Monday, security operatives tried to shield him to prevent the media from seeing him. But videos showed Bobi Wine's bodyguard barefoot, and hardly able to walk. Last week, Gen Kainerugabai posted on social media that Mr Sebuufu was in his custody. The army chief said the bodyguard had been shaved and that he planned to castrate him. The detention comes as Uganda gears up for elections in 2026 where Museveni, who has been in power for nearly four decades, is expected to run against Bobi Wine. Several human rights activists have condemned Mr Sebuufuu's detention, meanwhile Uganda's Human Rights Commission called for his immediate release. Civil society organisations have also warned that his detention is part of a systematic campaign to silence dissent and crush opposition ahead of the general election. However, the government blames the opposition for civilian and police clashes, saying they hold rallies without permission. Lawyer Mr Kazibwe added that aside from aggravated robbery, Mr Sebuufuu was also charged with simple robbery over an alleged incident in Lwengo District. Britainآ's grand celebrations marking the 80th anniversary of Victory in Europe (VE) Day, have started with a large-scale military procession and a dramatic flypast. Celebrations will be held until next Thursday. More than 1,300 members of the Armed Forces, including The Household Cavalry Mounted Regiment and The Kingآ's Troop, Royal Horse Artillery, led the procession from Parliament Square to Buckingham Palace. The parade concluded with a flypast of 23 current and historic military aircraft, including the Red Arrows, Typhoon and F-35 fighter jets, and Second World War-era planes from the RAF Battle of Britain Memorial Flight. The route took them past the Cenotaph, which was draped in a Union Jack flag, up to Trafalgar Square, under Admiralty Arch and down the Mall towards the Queen Victoria Memorial outside Buckingham Palace. The King and Queen, the Prince and Princess of Wales and their three children and the prime minister, were among those who joined Second World War veterans to watch the military procession. Sudan alleged the UAE supported the paramilitary Rapid Support Forces (RSF) in the Sudanese civil war, in which tens of thousands of people have died, forced millions from their homes and left many facing famine. The UAE categorically denied the accusations, branding the case \"political theatre\" and \"a cynical publicity stunt\". The International Court of Justice in The Hague ruled that the case could not proceed because the UAE had opted out Article 9 of the Genocide Convention, which means that it cannot be sued by other states over genocide allegations. The court said that it lacked jurisdiction and was therefore \"precluded by its statute from taking any position on the merits of the claims made by Sudan\". The case was thrown out in a 14-2 vote. Sudan case had claimed that the UAE's alleged military, financial and logistical backing of the RSF - including weapons shipments and mercenary recruitment - enabled systematic attacks against non-Arab communities, particularly the Masalit, in Darfur. The allegations included mass killings, forced displacement and the use of sexual violence as a weapon. Reem Ketait, the UAE's deputy assistant minister for political affairs, said the court's decision was \"clear and decisive\". \"The international community must focus urgently on ending this devastating war and supporting the Sudanese people, and it must demand humanitarian aid reaches all those in need,\" she said. Both the Sudanese army and the RSF have been accused of committing atrocities, including ethnically targeted killings, obstruction of humanitarian relief and looting. Sudan's case at the ICJ was unusual because it targeted an alleged sponsor of atrocities, not the direct perpetrators. The case was seen as a test of whether states can be held responsible for fuelling atrocities abroad. While the ICJ's judges found they did not have the power to rule in the case, it nevertheless serves as a powerful illustration of how international courts are becoming diplomatic battlegrounds. The rebels' health ministry said 14 people were wounded in the Sawan neighbourhood, according to Saba. The Huthis, who control swathes of Yemen, have launched missiles and drones targeting Israel and Red Sea shipping throughout the Gaza war, saying they act in solidarity with Palestinians. The missile fired from Yemen by the Huthis landed near the main terminal of Tel Aviv's Ben Gurion Airport on Sunday, wounding six people. The military confirmed that the attack, which gouged a large crater in the perimeter of the airport, had struck despite \"several attempts... to intercept the missile\". In a video published on Telegram, Israeli Prime Minister Benjamin Netanyahu said Israel had in the past \"acted against\" the Iran-backed rebels and \"will act in the future\". \"It will not happen in one bang, but there will be many bangs,\" he added, without elaborating. Later on X, Netanyahu said Israel would also respond to Iran at \"a time and place of our choosing\". But as the world readies to mark the 80th anniversary of the end of World War II, fears are growing that the country's strong tradition of remembrance is starting to erode. Architect Peter Eisenman, whose New York firm designed the memorial, said he wanted to create \"an experience that you would have walking in the space like you couldn't have in any other space in the city\". \"People find it quite scary because even though it's open to the city, you can disappear and you can lose a child, for example,\" Eisenman, 92, told AFP. The 133 cardinals who will vote -- all those aged under 80, minus two who are absent for health reasons -- will gather on Wednesday afternoon under the frescoed splendour of the Vatican's Sistine Chapel. They are sworn to secrecy, risking excommunication if they reveal what happens -- as are their support staff, from medics to lift operators, canteen and cleaning staff, who took their oath Monday. Cardinals of all ages had met earlier Monday for the latest in a series of closed-door preparatory meetings. Discussions so far have covered everything from the Vatican's finances to the abuse scandal and Church unity. On Monday morning \"the focus was on the missionary nature of the Church: a Church that must not withdraw into herself\", the Vatican said. Cardinals discussed the profile of the next pope -- \"a figure who must be present, close, capable of being a bridge and a guide, of favouring access to communion for a disoriented humanity marked by the crisis of the world order\". The data also recorded a 49 per cent drop in the number of company dissolutions and deregistration during the first third of the year, compared with 2024. A total of 376 companies were de-registered or dissolved, compared with 741 during the same period last year. The CCD figures revealed that capital increases surged by 518 per cent, against the same period in 2024, reaching around JD590 million, compared with around JD145 million in 2024.       • "content": "( MENAFN - Jordan Times)Since the collapse of the Assad regime and the subsequent rise of Hay'at Tahrir Al Sham (HTS) and its allies, who assumed control and began constructing a new political order, Daesh has maintained a persistent and vitriolic rhetorical campaign against Ahmad Al Sharaa, the current Syrian president and former HTS leader. The group accuses Al Sharaa of being a Western agent, part of the \"awakening\" trend, and of having abandoned Islamic principles to curry favour with the Americans and Europeans, and their allies, has called upon HTS fighters and other Islamist factions to revolt against Al Sharaa and recommit to the ideological doctrine of extremist Islamism in Syria, namely the re-establishment of an \"Islamic State\" akin to the one previously created and lost by Daesh in Iraq and Syria. Despite the dramatic decline of its territorial presence and the assassination of most of its senior leaders, including four successive self-styled caliphs following the death of Abu Bakr Al Baghdadi in a U. raid in 2019, Daesh has not been eliminated. Instead, it has adapted to the shifting security and political landscapes, preserving a clandestine force of thousands of fighters trained in guerrilla warfare, desert insurgency, and urban concealment. The group's recruitment networks and ideological propaganda remain disturbingly effective. Recent reports by UN counter-terrorism agencies warn that Daesh's operational threat has intensified-not only in Syria and Iraq but also in Afghanistan, where its Khorasan branch is engaged in violent conflict with the Taliban regime. Moreover, Daesh's growing presence in Africa, where it exploits ungoverned spaces, internal conflicts, and state fragility, has transformed the continent into the group's most active theatre. The central question is: how real and how imminent is the threat of Daesh's resurgence in Syria? The answer depends heavily on the evolving political and security context, both domestically and regionally. The most decisive factor in constraining the group's influence will be the new Syrian government's ability to consolidate security, extend inclusive governance, rebuild state institutions, and restore basic services. Reviving the economy, addressing public grievances, and fostering national unity are essential to undercutting Daesh's appeal. Yet these goals cannot be achieved in isolation from regional and international dynamics. Syria remains crippled by suffocating sanctions that have devastated its economy. Moreover, conflicting agenda among regional powers, some of which actively seek to exacerbate internal divisions-pose significant barriers to stability. Of particular concern is the aggressive Israeli posture under prime minister Benjamin Netanyahu, whose government has reportedly sought to prolong fragmentation in Syria and prevent the reemergence of a unified state. Should efforts to build state institutions falter, and if the provision of essential services remains weak or absent, especially under the strain of ongoing sanctions and continued sectarian and ethnic polarization, such a vacuum would offer Daesh fertile ground to regroup. In this scenario, the organisation could regain traction among disenfranchised populations, foreign fighters still in hiding, and even segments of Islamist-leaning armed factions. This could manifest in high-impact operations designed to provoke internal conflict, such as the bombing near the Sayyida Zaynab shrine or flare-ups on the Syrian coast, events that have historically proven pivotal in inflaming sectarian tensions. A highly valuable report by Syrian journalist and researcher Mohammad Hassan, titled“ISIS in the New Syria: The Battle Is Not Over” (published in Al Furats magazine), offers an in-depth analysis of the group's residual influence. Drawing on fieldwork in former ISIS (English acronym for Daesh) strongholds across the Syrian desert and rural areas in the north, east, and south-as well as interviews with ex- and current members of the group, Hassan concludes that ISIS remains active, though in waiting, poised to exploit any strategic rupture. Equally alarming is the continued detention of tens of thousands of Daesh-affiliated individuals in prisons controlled by the Kurdish-led Syrian Democratic Forces (SDF). One facility alone houses an estimated 8,000 Daesh fighters. The group has made repeated attempts to liberate these detainees, who represent a significant and growing security risk. Any breakdown in order-whether due to conflict, sabotage, or neglect, could trigger a mass breakout with profound consequences for Syria and the region at large. Recent diplomatic meetings, such as the one between President Al Sharaa and the Iraqi prime minister, as well as the increased political engagement by Jordan and Saudi Arabia in supporting the new Syrian government, offer hope for a constructive regional framework. But for these efforts to succeed, they must evolve into a comprehensive and coordinated strategy for rebuilding Syria and confronting destabilizing regional agendas. Success in combating poverty could be considered an indication of success in other sectors. Hence, ending poverty is a goal all countries want to achieve, and is the main contributor to human well-being. Jordan, which has a population of more than 6.5 million, is no exception. Poverty alleviation is still one of the major challenges for the government. According to the status of poverty report published by the Department of Statistics in July 2010, based on data from the Household Expenditure and Income Survey of 2008, there was an increase in Jordan's poverty rates from 13 per cent in 2006 to 13.3 per cent in 2008. The report also showed a substantial increase in the number of poverty pockets, from 22 to 32, over the same period of time, and an increase in the national absolute poverty lines from JD556 per person per annum in 2006 to JD680 in 2008. There are several reasons for such trends in poverty-related numbers. One is the huge inflation rate associated with the world financial crises and the regional political situation. Another is inappropriate government intervention; a third is the lack of scientific evaluation methods that measure the feasibility and impact of this government intervention. Yet another reason is the lack of serious economic opportunities outside the big cities (Amman, Zarqa, Aqaba and Irbid). In order to be able to put an end to poverty, there is need for appropriate poverty survey tools that enable diagnosing the issue and identifying efficient interventions to combat it. Such tools should be able to also determine the main reasons for poverty. Once the reasons are known, the right solutions can be easily identified. An analytical study prepared by the Institute for Sustainable Development Practices at the Columbia Global Centres-Middle East, in Amman, and the Earth Institute at Columbia University, in New York, upon the request of the Ministry of Planning and International Cooperation identified the main factors behind poverty in Jordan. The study identified four main poverty risk factors. One is the number of children: Families with five children or more are 4.2 times at greater risk of being poor, as compared to families with fewer than five children. A second factor is the level of education of the head of household. The study showed that families where the head of household has a primary level of education are 4.8 times at greater risk of being poor than those where the head has a post-secondary degree. Also, families where the head of household has a secondary level of education are 2.6 times at greater risk of being poor compared to those where the head has a college degree. A third factor is the female employment status. The study showed that the proportion of women in the workforce is more than 2.5 times higher for the wealthiest quintile, compared to the poorest quintile. The fourth factor is the nationality. The study showed that a non-Jordanian family has a 1.8 times greater risk of being poor than a Jordanian family. The study included some other risk factors like geographic location and occupation. According to the study, families living in Mafraq, for example, are 1.5 times at greater risk of being in poverty than those living in other parts of the country, while those in Amman are half at risk of being poor as compared to the rest of the country. Also, families where the head of the household is unemployed are 1.3 times more at risk of being poor, compared to families where the head of the household is employed. The study identified four categories of households in poverty: households with no income source; households with insufficient income; households with high family expenses; households with specific social and culture norms. The study also suggested specific solutions for these households' problems. There is no doubt that the government has spent tremendous efforts and investment to combat poverty, and, during the last decade, implemented several programmes to alleviate poverty across the Kingdom. But there are still questions regarding the impact and feasibility of these efforts. The government should have solid strategic interventions to combat poverty, based on objective poverty survey tools that make it possible to identify the main reasons for poverty. Those interventions should be built on an efficient assessment of the previous interventions, measuring their impact and learning lessons that would lead to identifying the required corrective measures. Poverty alleviation is not just a moral imperative; it is a keystone to broader societal progress. If a nation succeeds in reducing poverty, that success often reflects improvements in education, health, and overall well-being. Jordan, with a population exceeding 11 million, continues to grapple with poverty despite ongoing efforts. The most recent official data from the Department of Statistics, published in 2010 and based on a 2008 household survey, reported a slight rise in poverty, from 13 per cent in 2006 to 13.3 per cent in 2008. Since then, no official reports have been released, though the government cited an updated poverty rate of 15.7 per cent in 2019. Unfortunately, this figure was never backed by a published report. Several factors contribute to Jordan's poverty trends. Chief among them are global economic instability, regional geopolitical tensions, inflation, and ineffective government intervention. But perhaps most concerning is the absence of robust, scientific tools to evaluate the impact of anti-poverty programmes. Without clear data, it is nearly impossible to understand poverty's root causes or to craft policies that work. What Jordan needs now are modern, objective survey tools capable of diagnosing poverty and guiding targeted interventions. A few years ago, an analytical study conducted by the Institute for Sustainable Development Practices at the Columbia Global Centre in Amman, in collaboration with Columbia University's Earth Institute, sought to classify poverty types in Jordan. The findings were revealing. The study identified four major risk factors for poverty. First, family size: households with five or more children are 4.2 times more likely to be poor than those with fewer children. Second, education: families headed by someone with only a primary education are 4.8 times more likely to be poor compared to those led by individuals with post-secondary degrees. Even a secondary education still poses a 2.6 times higher risk. Third, women's participation in the workforce also plays a role. The employment rate for women in the wealthiest 20 per cent of households is more than double that of the poorest. Lastly, nationality matters, non-Jordanian families face a 1.8 times greater risk of poverty than Jordanian households. Additional risk factors include geography and employment status. What's missing is a strategic, evidence-based framework built on credible data and rigorous evaluation. The path forward demands that Jordan develop and deploy advanced poverty assessment tools, ones that not only measure current conditions but also evaluate the success of previous efforts. This approach would enable policymakers to implement informed, effective solutions and make necessary course corrections. If Jordan is to overcome this persistent challenge, it must ground its efforts in data, not assumptions. Only then can meaningful progress toward a more equitable future be achieved.       • "content": "( MENAFN - Jordan Times)The world has been witnessing for over eighteen months a brutal escalation of violence in Gaza and the broader Palestinian territories since Israel launched a military campaign in the Strip in response to Hamas's cross-border attack on October 7, 2023. For many experts and humanitarian observers, what the war-ravaged tiny Palestinian territory has been seeing is a genocide, ethnic cleansing, and collective punishment. Israel's relentless air, land, and sea bombardment, accompanied by a complete siege of the Gaza Strip, has transformed the enclave into a wasteland of rubble and death. Survivors-men, women, children, and the elderly-struggle daily amid deprivation, disease, and devastation. No one has been spared: journalists, medical workers, babies, pregnant women, the disabled, civil servants, and humanitarian workers have all been targeted. Entire families have been exterminated. Generations have been erased. Those who survive remain displaced, trapped in shrinking zones corralled into overcrowded camps and shelters-constantly bombed, with no safe refuge in sight. Israeli forces have not only rained down destruction from the skies but have also cut off vital access to food, water, electricity, fuel, and humanitarian aid. The result has been a rapid slide into starvation. On April 27, the World Food Programme warned that thousands of Palestinians face death by starvation due to the Israeli-imposed blockade. The UN humanitarian agency OCHA recently described the crisis in Gaza as \"probably the worst\" since the conflict began. The destruction of medical facilities and the deliberate obstruction of medical supplies have rendered preventable illnesses fatal, sparking widespread outbreaks and compounding the suffering. In parallel, Israel's attacks on schools, universities, cultural institutions, and heritage sites threaten to obliterate Palestinian identity and national existence. Meanwhile, a surge in settler violence, land grabs, and killings in the occupied West Bank, including East Jerusalem, underscores a broader campaign of displacement and domination. Despite the clear evidence of mass atrocities, Israel continues to act with impunity. More than 51,500 Palestinians have been killed and over 117,000 injured since October 2023. The international community, though broadly aware of the scale of suffering, has largely responded with silence-or worse, with continued arms shipments and diplomatic cover for Israel. This inaction reflects not just a moral failure but the collapse of the very international legal order meant to prevent such crimes. The Geneva Conventions, the Rome Statute, and countless UN resolutions-designed to uphold the rights and dignity of civilians during wartime-have been flagrantly violated, yet no meaningful consequences have followed. Instead of intervening to halt the suffering, Israeli lawmakers have taken steps to further entrench the crisis. On October 28, 2024, the Israeli government passed a bill to ban the United Nations Relief and Works Agency (UNRWA)-the largest provider of aid in Gaza-from operating. At the same time, the health ministry has warned that Israel's blockade of vaccines, including for polio, leaves over 600,000 children at risk of paralysis and chronic illness. On the legal front, mechanisms for justice appear increasingly toothless. While the International Court of Justice (ICJ) extended Israel's deadline to respond to genocide charges until January 2026, the move raises serious questions about accountability and delay. Arrest warrants issued by the International Criminal Court (ICC) against Israeli prime minister Benjamin Netanyahu and former defense minister Yoav Gallant remain unenforced. The ICC, ICJ, and several UN bodies-founded to protect civilians and prevent mass atrocities-are now perceived by many as complicit through inaction. Their failure to respond decisively to the mass killings, displacement, and destruction in Gaza has laid bare deep structural flaws in the global security and justice architecture. This silence is not neutral. It emboldens further violence, legitimizes impunity, and deepens the suffering of Palestinians. With the support of powerful allies, Israel continues its assault with what appears to be unshakable confidence in the absence of consequences. A permanent ceasefire must be urgently enacted and monitored by an independent international body. Israel must immediately lift the blockade on Gaza and ensure unfettered access for humanitarian aid. However, as with any new experience, there are always lessons learned and observations to be considered for future crises. One of the main lessons learned is that the government must develop a national strategy for crisis management. This will help the government in future to align all entities' efforts in coordinated manner. The strategy should consider the horizontal and vertical linkages between national, governorate and local or municipal level institutions. There should be an overarching crisis management strategy at the national level that drives the development; first of strategies at national level institutions and ministries, and, second, of sub-strategies at the governorate and municipal level. This will ensure a clear-cut division of roles and responsibilities between all related institutions at the national and local level during a crisis. The strategy should consider the main pillars needed for crisis management, including but not limited to, food security and distribution, public health, energy, water, economy (public and private sector), social solidarity, public services, public awareness, education, legal enforcement, and e-services. The strategy should also consider different scenarios for crisis management planning as well as an executive plan with a responsibility matrix that includes the roles and responsibilities of each related entity at the national and local level. Additionally, the strategy should discuss how to overcome issues arising in the aftermath of the crisis. At the national level, Jordan has a very good crisis management institutional set up through the National Centre for Security and Crisis Management (NCSCM), which has proven itself to be one of the best crisis management centres in the region. The idea of establishing the NCSCM was a result of the Royal vision in 2005, which called for creating an institution that could manage key public and private sectors in a coordinated and unified way to confront a crisis. The NCSCM is governed by the National Centre for Security and Crisis Management Law No. (20) for the year 2015. Per this law, the NCSCM should be the anchor for the national strategy for crises management and should continue leading and coordinating any efforts during a crisis situation. Eight other officers who had originally also been accused alongside the four have had the charges against them dropped by the public prosecutor, sparking criticism. The case relates to baby Samatha Pendo, who was fatally hit in 2017 as police were deployed to quell violence linked to post-election protests in the western city of Kisumu. On Monday, the four officers who are still accused denied multiple charges including murder as a crime against humanity. They also pleaded not guilty to other charges of torture and rape committed against civilians. But a number of human rights groups, including Amnesty International, say the charge sheet \"omits senior officers who held overall command responsibility during the operations that saw the deaths, rape and injuries of no less than 60 Kenyans\". They have also expressed concern over the prosecutors' office move to name the victims and witnesses which it said could expose them to harm and reprisals. Baby Pendo - as she became known - died after being hit on the head, which caused a national outrage and became a symbol of the police brutality during the 2017 unrest. The public prosecutor at the time initiated a public inquest. After the inquest found the police culpable, the prosecutor ordered further investigations into other cases resulting from the police operation. But none of the accused had until now entered a plea amid repeated delays in court, which sparked calls for justice and accountability. Baby Pendo's mum, Lensa Achieng, has told the BBC that she is hopeful for justice and is pleased that \"we have a case now\". She said the journey had not been easy \"but as the family of Baby Pendo at least we are going somewhere... they are taking a bold step to take the case to another level. \"It's just our prayer for us to find justice for our daughter so that whatever happened to us does not happen to another parent.\" Rights groups have continued to criticise the delays, blaming numerous attempts to defer or stall court proceedings. They say the charges were amended without the involvement of the investigating agency, the Independent Policing Oversight Authority (Ipoa). Ipoa has said it does not know the rationale used by the prosecutor. There has been little movement since a new prosecutor took over in 2023, and this year the head of Amnesty Kenya, Irungu Houghton, told the BBC that there seemed to be \"an unwillingness to try to prosecute this case\". Amnesty and other rights groups are now calling on the judiciary to ensure the cases against the four officers are not delayed.
